The City of Harrisburg is accepting applications for the position of Motor Equipment Operator in the Department of Public Works, Bureau of Neighborhood Services. Work involves but is not limited to the following: operates motor equipment such as trucks, mini-sweepers and sanitation packers associated with the collection/disposal of trash, refuse, rubbish and recyclables; the delivery/removal associated with the maintenance of streets, sewers, buildings; and snow removal throughout the City.

Pushes, pulls connects and disconnects containers (dumpsters) ranging in size from one cubic yard to eight cubic yard capacities. Operates trucks and acts as crew leader for Laborers assigned to them. Remains alert and reacts appropriately to the audible alarms on vehicular equipment.

Maintains regular, punctual, and predictable attendance. Reports to work and remains at work in a safe and productive condition. Establishes and maintains an effective working relationship with supervisors, co-workers and the general public.

Completes all assignments in an efficient, consistent and timely manner. This position falls under the AFSCME Basic Labor Agreement.

Applicants must possess a high school diploma or GED; a valid Pennsylvania Commercial Driver's License, Class B; be able to lift up to 80 lbs.; and pass a DOT pre-placement physical and controlled substance test. Preference will be given to applicants possessing one-year experience in the operation of related motor equipment. Applicants possessing any equivalent combination of experience and training which provides the required knowledge, skills and abilities will be considered.

COMPENSATION & BENEFITS

The City of Harrisburg offers an annual starting salary of $46,690.75. This full time FLSA position also includes an excellent benefits package: defined pension plan, paid holidays, paid time off (vacation, sick and personal time) and health care benefits (medical, dental, prescription and vision).)

JOB TITLE (GRADE 8)

Motor Equipment Operator

GENERAL STATEMENT OF DUTIES:

Operates motor equipment such as trucks, mini-sweepers and sanitation packers associated with the collection/disposal of trash, refuse, rubbish and recyclables; the delivery/removal of materials associated with the maintenance of streets, sewers and buildings; and snow removal throughout the City. Work is performed under the general supervision of the Director, Deputy Director or appointed supervisor from the Bureau of Neighborhood Services.

EQUIPMENT/JOB LOCATION:

Work is performed on streets and right of ways throughout the City. Work involves the use of brooms, shovels, trash toters, dump trucks, mini street sweepers, sanitation packers and snow plows.

Limited use of backhoes and front-end loaders may be required when loading salt, cinders, stone and other such material onto trucks on City property. Work may require more than usual physical strength and endurance. Employees may be exposed to dirt, dust, fumes, odors, hazardous chemicals, noise, vibrations and adverse working and weather conditions.

Safety equipment such as cones, barricades and hand-held flags, etc. are used. Duties associated with weekly trash and refuse collection are generally performed weekdays from 4:00 a.m. to 12:30 p.m. Duties associated with streets, sewers and building maintenance are typically performed weekdays from 7:30 a.m. to 4:00 p.m.

However, hours of work may vary. Employees may be required to work mandatory Saturdays, after a holiday, evenings and weekends.

ESSENTIAL FUNCTIONS:

Work involves, but is not limited to the following: operates a sanitation packer or other motor equipment such as dump trucks for the purpose of collecting and disposing of trash, refuse, rubbish and recyclables, and bulk pick-up items and/or for the delivery and removal of materials associated with repairs/maintenance and snow removal of streets, sewers and city-owned buildings/property. Pushes, pulls, connects and disconnects refuse containers (dumpsters) up to eight cubic yard capacity.

Loads and unloads material manually or with use of backhoes/front-end loader on City property only. Must be able to lift up to 80 pounds. Sets barricades.

Assist co-workers and acts as crew leaders for the laborers assigned to them. Maintains a safe working environment. Maintains daily records and reports on work completed.

Performs preventative maintenance on all equipment used and inspects vehicles for faulty equipment. Performs minor maintenance on equipment being used. Remains alert and reacts appropriately to the audible alarms on vehicular equipment.

Completes all assignments in an efficient, consistent and timely manner. Establishes and maintains an effective working relationship with supervisors, co-workers and the general public. Maintains regular, punctual and predictable attendance. Reports to work and remains at work in a productive condition which includes not being under the influence or impaired by the use of alcohol and/or drugs.

NON-ESSENTIAL FUNCTIONS:

Performs other reasonably related duties in equal or lower classification as assigned by supervisory personnel. Performs work as directed by supervisors in accordance with Article XXX, Job Classifications, Section 1 provision of the Basic Labor Agreement.

REQUIRED KNOWLEDGE AND ABILITIES:

  • Skilled in the operation of trucks and other automotive equipment under all types of weather conditions.

  • Ability to perform preventative maintenance and minor repairs to equipment used.

  • Thorough knowledge of traffic rules and ability to operate equipment within all safety regulations.

  • Ability to understand and follow instructions.

  • Ability to perform heavy, manual work requiring physical dexterity and continuous walking/driving for an extended period of time under varying climatic conditions.

  • Ability to react quickly and appropriately to alarms and hazardous situations.

  • Ability to act as crew leaders for laborers.

QUALIFICATIONS:

  • One year of experience in the operation of related motor equipment preferred.

  • Or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

  • A valid Pennsylvania Commercial Driver's License, Class B
