The Opportunity

As the Monitoring, Evaluation, and Learning (MEL) Director, you will lead the implementation of the project's MEL and Knowledge Management plans for the expected USAID STRengthening Infectious disease DEtection Systems (STRIDES) project. This project will seek to support and strengthen surveillance, detection and analytical capacity of infectious diseases and anti-microbial resistance.

The MEL Director will serve as the overall MEL and KM lead for the project and will provide the vision and roadmap for project-wide MEL, collaboration adaptation and learning (CLA) and documentation and dissemination of critical advancements for the broader infectious disease and global health security community. The MEL Director will be an integral part of the senior management team and will oversee, coordinate, and collaborate with project staff and partners so that STRIDES MEL data collection, monitoring processes and reporting are rigorous, consistent, and valuable contributions for the client and for the broader ecosystem. The position is anticipated to be full-time for the five-year duration and is intended to be based in Rockville, Maryland with the option for flexible telecommuting. The position is contingent upon the activity's award and USAID approval.

Core Responsibilities

  • Manage the whole of project's MEL processes and systems to facilitate and ensure all project activities and buy-ins collect and report on impact, output, outcomes as well as technical and management indicators. This includes standardized reporting, performance monitoring, and evaluation for the project, and integrating performance data into program management and adaption plans.

  • Manage and implement MEL systems to address the whole of project, activity, and subcontract and grantee level, as applicable.

  • Ensure all project deliverables create a coherent picture of the breadth and depth of all STRIDES data collection, analysis, visualization, and results-driven reporting

  • Develop and manage robust systems for collaboration, learning, and project adaptation to improve project activities and strengthen stakeholder engagement.

  • Regularly review data collection processes, perform data quality assessments, and make adjustments as needed.

  • Support the Project Director and Deputy Project Director to monitor and evaluate the success of project interventions and strategies and inform adaptive decision making.

  • Develop vision and implement KM plan that systematically captures, synthesizes, and share information about program activities, lessons learned and best practices among all stakeholders.

  • Lead the development of the project's global learning agenda and strategy in collaboration with USAID clients.

  • Analyze project M&E data across all regions for benchmarking and to identify trends and outliers.

  • Advise on the development and distribution of strategic communications, case studies and products, drawing from M&E data.

  • Participate in strategic planning and work planning meetings.

  • Manage a global MEL team across geographies and program areas.

  • Ensure STRIDES MEL and KM efforts contributes positively and explicitly to project's Gender Action Plan and Abt's wide equity, diversity, and inclusion goals.

What We Value

  • Bachelor's Degree + Fifteen years of relevant experience, or Master's Degree + Twelve years of relevant experience, or PhD + Ten years of relevant experience

  • Degree in economics, statistics, research methods, impact assessment or related field preferred.

  • Experience in the development and implementation of M&E systems and processes for complex international development programs.

  • At least 10 years of experience working on M&E methods for USAID global health projects.

  • Experience managing MEL for global programs highly preferred; experience managing infectious disease and global health security MEL plans highly preferred.

  • Proven capacity to communicate M&E data in accessible and engaging ways - experience in innovative visualization of results highly preferred.

  • Strong analytical skills and ability to utilize mixed-methods approaches to evaluation.

  • Understanding of STATA/SPSS/R/NViVo

  • Ability to work collaboratively and effectively with colleagues from a diverse set of partners in both public and private sectors.

  • Proven written and oral presentation skills in English.

This US-based position offers an anticipated annual base salary range of approximately $140,000 to $195,000 and may vary by ten percent depending on candidate geographic location.  Salary offers are made based on internal equity and market analysis.
