What You Will Do:
The Monitoring and Evaluation Specialist will assist the execution of the following actions/activities:
Oversee development of monitoring and evaluation for a division
Revise, as necessary, the previously developed comprehensive results framework for all projects
Work with the various members of the division to ensure all managed projects have high-quality monitoring and evaluation frameworks and plan for each regional project that nests within the overall framework
Work with Design Specialist(s) and staff to ensure monitoring protocol for country visits is aligned with M&E goals and will provide the appropriate information
Collect, manage, and analyze data on all managed projects, including project and program cost, progress, effectiveness, and timelines
Provide recommendations on how projects can achieve desired outcomes and impact
Brief evaluation findings to division and office leadership
Provide a weekly written update on work accomplished and on issues related to the assigned portfolio
Create, maintain, and provide a weekly-updated calendar of significant activities and events across all programs
Prepare charts, graphs, maps, and other high-quality professional analytical and presentation products for the division
Liaise and coordinate with other M&E teams across the office
Assist as needed in program management efforts, including efforts related to project and program cost, progress, effectiveness, and timelines; provide input for congressional notification as needed
What You Will Need:
An ACTIVE and CURRENT SECRET federal security clearance
Bachelor's degree
THREE (3) years of experience with large-scale program management and evaluation, including foreign or security assistance initiatives
Willingness and ability to travel internationally to conduct regional assessment visits at least twice per year
What Would Be Nice To Have:
Proven record in coordinating and delivering comprehensive, large-scale monitoring and evaluation systems
Fluent in end user evaluations, theories of change, and evaluation methodology; demonstrated coursework in evaluation methodology
Skills in quantitative and qualitative data collection and analysis
Understanding of U.S. security assistance processes and procedures desirable
Knowledge of assessments or monitoring and evaluation policies of Department of State, Department of Defense, or USAID
Proven ability to deliver a quality written product
