DEFINITION OF WORK: Mobility management is an innovative approach for managing and delivering coordinated transportation services to customers, including older adults, people with disabilities, and individuals with lower incomes. The Mobility manager focuses on meeting individual customer needs through a wide range of transportation options and service providers. It also focuses on coordinating these services and providers to achieve a more efficient transportation service delivery system.

This full-time grant-funded position is responsible for providing travel training and information about the services offered by Grand Valley Transit and other modes of active transportation to seniors, individuals with disabilities, minority and low-income populations of Mesa County.

This position is funded through the Federal Transit Administration (FTA) and is contingent upon continued future grant funding. The purpose of the funding source is to support programming that meets the distinct transportation needs of seniors and individuals with disabilities. The Colorado Department of Transportation (CDOT) administers the grant and eligible activities for this position. This position shall be limited to and shall meet all program requirements identified in the CDOT Agreement with Mesa County.

Essential Duties

ESSENTIAL DUTIES AND RESPONSIBILITIES:

This position serves as the Mobility Manager for Mesa County Regional Transportation Planning Office (RTPO) and Grand Valley Transit (GVT). The primary duty of the position is to promote GVT in the community and help residents learn how to use public transit and be informed of other mobility options. This position is responsible for managing activities and projects that improve coordination between public transportation and human services providers.

Duties include, but are not limited to:

Marketing and Promotion of GVT and Active Transportation

  • Develop partnerships with local agencies and transit service providers so as to coordinate, enhance, and expand travel options and encourage active transportation, with special attention paid to low-income residents, elderly populations and those with disabilities.

  • Manage marketing and communications including content creation, managing social media, developing print advertisements, scheduling advertising with various media outlets, develop an annual marketing budget and an annual marketing plan.

  • Foster community and business support for GVT and transportation services provided in Mesa County.

  • Provide transit related information, technical assistance and travel trainings to residents, agencies, transit service providers, the LCC, boards and commissions, and County departments.

  • Advocate for Mesa County transit options for residents at both the regional and statewide level to allow for the creation of new partnerships.

  • Writepolicy briefs on policies and legislation which supports the development of Mesa County transit services.

  • Track and analyze local transit needs and usage.

  • Recommend strategies for meeting local transportation needs, transportation services funding, and implementation approaches.

  • Coordinate with other County departments, various task forces, committees, or other functions related to transit services.

  • Work closely with School District 51 and local municipalities to implement and promote Mesa County Safe Routes to School program.

Grant Management

  • Provide grant administration of Mobility Manager grant funds and other funds that may be pursued under this position.

  • Provide status reports and information to the State and other grantor agencies and comply with the Scope of Work and Conditions as established in transit grant agreements with Mesa County.

  • Provide accounting functions necessary for grant fiscal accountability as defined by applicable federal, or other, regulations, and oversees preparation of financial reports as needed.

  • Monitor, interpret, and enforce County and agency compliance with Federal, State, and local regulations relating to the use of transit grant funds.

  • Assist in the creation, marketing and assessment, along with appropriate staff, of transit grant related RFPs and application formats.

Other Tasks

  • Pursue and develop strategies for seeking additional funding opportunities and to leverage existing funding with non-FTA programs.

  • Provide contract management of advertising revenue contracts including, but not limited to, exterior bus advertising and GVT bench and shelter advertising.

  • Responsible for implementing all aspects of the Disadvantaged Business Enterprise (DBE) Program as the DBE Liaison Officer (DBELO), including DBE recruitment and semi-annual reporting to the FTA.

  • Provide occasional updates to the GVRTC as requested

  • Perform other duties as assigned.

Minimum Requirements

MINIMUM QUALIFICATION REQUIREMENTS:

EDUCATION & EXPERIENCE: A Bachelor's Degree from an accredited college or university. Demonstrated interest in community development, accessibility and/ or transportation. Candidates with experience in grant administration, transit systems, accessible services, human services, transportation coordination, or related experience are preferred, but not necessary.

An equivalent combination of related education, training, and experience that demonstrates the knowledge, skills, and ability to effectively perform the functions of this position may be considered.

SKILLS/ABILITIES:

Desired candidate must be passionate about public transportation and working with the public, in particularolder adults, people with disabilities, and individuals with lower incomes. The following skills/abilities are also desired:

  • Excellent written and oral communication skills

  • Work independently and with others in an effective and collaborative manner.

  • Analyze data, define problems, identify potential solutions, develop implementation strategies, and evaluate outcomes.

  • Read and understand transportation and program planning documents and standards.

  • Establish and maintain effective working relationships with all levels of staff, community leaders, government representatives, and customers.

Supplemental Information

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT:

This position requires standing, stooping, sitting, bending, twisting, and lifting up to 10 pounds.

Work is generally confined to a standard office environment however you will be required to work outside at times in varied weather conditions and terrain
