Description of Job

Who We Are:

The State of Colorado is a national leader in addressing climate change and air pollution control. Join us as we protect the health and well-being of Coloradans by enforcing the state's air pollution laws and improving the quality of the air they breathe. The Air Pollution Control Division (APCD) has an exciting opportunity for you located in the newly formed Emission Credit Trading / Minor Source Offsets Unit within the Stationary Sources Program.

This work unit is tasked with implementing the Emission Reduction Credit (ERC) program. This program provides necessary planning and coordination for the creation and tracking of ERCs used by companies in certain permit applications. Professionals employed within the unit review applications for ERCs to determine if credits are attainable by the applicant. They maintain a registry of ERCs created and used, work with the permitting groups to develop language for air permits as it relates to required enforceable language needed for the creation of ERCs, and also work with the enforcement units to coordinate inspection schedules and requirements to ensure compliance with permits associated with ERCs.

What We Desire:

The work unit is looking for a professional to serve as a Unit Supervisor with the main responsibility of supervising technical staff and overseeing the development and implementation of the ERC registry. The ideal candidates we have already hired are motivated, take strong initiative, and have strong work ethics to promote a collaborative work environment. We are seeking a determined, self-starting individual to uphold this culture and work-life balance. Your responsibilities will include, but are not limited to:

  • Providing oversight for the initial development and ongoing management of the ERC work unit, including the development of guidance documents, standard operating procedures, and implementation of the credit registry;

  • Reviewing ERC applications and determining allowable credits;

  • Creating guidance documents for diverse stakeholders;

  • Plans, prioritizes, and assigns workload, and analyzes and monitors workflow and progress of subordinate staff;

  • Writes and reviews position descriptions, recommends promotions or demotions, changes in pay, and signs personnel action forms;

  • Initiates the hiring process, provides subject matter expertise , interviews applicants, and hires employees;

  • Prepares briefings, reports, and summaries of technical assessments for Division staff, management, and other agencies and;

  • Attends meetings, serves on task forces or teams, completes projects, and performs other duties as assigned by the supervisor.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

MINIMUM QUALIFICATIONS:

Experience Only:

Nine (9) years of relevant experience in an occupation related to the work assigned to this position. Relevant experience includes engineering, consulting, regulatory planning or related work in fields (as described below) including supervision of staff within the same field.

OR

Education and Experience:

A combination of related education and/or relevant experience in an occupation related to the work assigned equal to nine (9) years. Relevant education includes coursework, certification or degree in Atmospheric Chemistry, Atmospheric Science, Meteorology, Environmental Engineering, Other Engineering Fields, Chemistry, Climate Initiatives, Data Management, Law or a Related Field.

Preferred Qualifications:

In addition to the minimum requirements, the successful candidate in this position will have the following experience:

  • Strong knowledge of Colorado and federal air quality laws and regulations (Clean Air Act, EPA regulations, Colorado statutes and regulations)

  • Demonstrated experience implementing legislative, federal, or Clean Air Act programs and requirements

  • Experience in budget and procurement management

  • Demonstrated analytical and evaluative skills

  • Demonstrated strength in written and verbal communication

  • Strong project management and problem solving skills

  • Experience leading initiatives and direct supervision of employees

  • Experience promoting a culture of inclusivity and diversity

Conditions of Employment:
