Office of Conservation - Injection & Mining Division

The Injection and Mining Division (IMD) has the responsibility of implementing two major federal environmental programs which were statutorily charged to the Office of Conservation: the Underground Injection Control (UIC) program with federal oversight from the Environmental Protection Administration (EPA) and the Surface Mining Program with federal oversight from the U.S. Department of the Interior, Office of Surface Mining.

Employees are eligible for flexible work schedules upon hire and up to two (2) days of telework after six (6) months.

LOCATION AND POSITION INFORMATION:

This Mineral Production Analyst 1, 2 or Specialist is located in the Injection & Mining Division within the Office of Conservation (OC) in Baton Rouge, LA. This position is responsible for independently performing responsible audit and analysis of documents submitted by the oil, gas, and petrochemical industries whereby they report production, disposal, storage, and transportation of exploration and production (E&P) and processing waste as related to the permitting, drilling, completing, testing, and plugging and abandonment of injection wells regulated by the Louisiana Underground Injection control (UIC) Program. This specific position is the division's primary or secondary payroll timekeeper, budget, and inventory liaison. Additional duties include, but are not limited to the following:

  • Reviews routine applications and reports in order to determine compliance with statutory regulations of the permitting, drilling, completing, testing, and plugging and abandonment of oil and gas wells.

  • Evaluates applications submitted by petroleum industry entities to ensure that applicable Regulatory fee (s), as required by law are submitted.

  • Documents information in the agency system and contacts the entity to resolve discrepancies as related to the type of application and/or report.

  • Catalogs the receipt and proper coding of all UIC applications into the SONRIS computer database.

  • Performs preliminary review of complex forms to verify coding and nomenclature.

  • Prepares reports relative to mineral production activity for agency field personnel and agency management.

  • Documents communications and resolves issues directly or passes communications on to technical staff or management for resolution.

  • Maintains a detailed record of public hearing dockets, compliance orders, reports, forms, memorandums and other documents.

  • Manages the requisitioning of all office and field equipment and supplies.

  • Acts as the division's liaison with Purchasing Department on all vehicle matters.

  • Performs responsible property and inventory control duties, internally and with Conservation Enforcement Specialists statewide.

  • Acts as liaison with Accounting Department for employee needs.

  • Prepares and submits invoices for monies due and tracks invoice payments.

  • Monitors and tracks expenditures and balances of federal grants.

  • Prepares outgoing mail.

  • Assists callers and guests in locating and gathering data from the division's records as necessary.

  • Performs other duties as may be assigned.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

A baccalaureate degree.

SUBSTITUTIONS:

Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:

A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.

60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.

90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.

120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

Performs reviews of forms using schematics to ensure that all work was performed in accordance with procedures as authorized by the agency.
