GENERAL DESCRIPTION:

The Office of State Lands and Investments (OSLI), an agency committed to effectively managing natural resources and funds for current and future generations, seeks a Mineral Leasing Supervisor within the Trust Land Management Division. The Mineral Leasing Supervisor supervises and directs subordinate positions responsible for land management procedures and administration, including knowledge of applicable rules, regulations, and statutes related to the management of approximately 3.9 million sub-surface acres of State Trust land. The Mineral Leasing Supervisor oversees and supervises the administration of all mineral leasing activities within the Trust Land Management Division. This position is responsible for efficient and accurate mineral lease bonding, managing data in the Agency's Surface Land Asset Management System (SLAMS) database and the physical vault, and assisting in the management of the State's mineral assets for enhanced and sustainable revenue to the State's trust beneficiaries. The position supervises four (4) full-time staff members tasked with the management, development, and execution of oil and gas lease auctions, leasing of oil and gas, coal, trona/sodium, uranium, bentonite, zeolite, metallic/non-metallic rock, and mineral, and sand/gravel.This position is located in Cheyenne, Wyoming. Cheyenne is a full-service community, home to over 60,000 residents. Cheyenne is near four-season outdoor recreation areas, including the Snowy Range and the Medicine Bow National Forest, home to world-class rock climbing at Vedauwoo. In addition, the location provides convenient access to the Colorado Front Range communities, including Fort Collins Denver, and Denver International Airport. Wyoming is also one of only seven states with no state income tax.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

  • Performs supervisor functions for the Mineral Leasing Section.

  • Supervises the management and maintenance of all mineral lease bonding.

  • Provides recommendations to the Board of Land Commissioners on complicated and significant financial state trust land issues.

  • Interviews prospective employees and makes recommendations regarding hiring.

  • Review intake materials or field assignment materials before assigning tasks to subordinates within the Division.

  • Makes oral reports to the Assistant Director, Director, or Board of Land Commissioners upon request.

  • Organizes and develops matters to be presented to the Board of Land Commissioners for their consideration.

  • Assists staff of the Attorney General's Office in preparing appropriate documentation related to State Trust Land legal matters.

  • Testifies in court as an official witness.

  • Analyzes and evaluates land title documents to determine and verify rights and interests owned by the State of Wyoming.

  • Assists with the development and implementation of the Division's strategic business plans.

  • Participates in planning for the next budget period by compiling past expenditure figures, estimating future costs, and determining new budget figures.

  • Provides input in reviewing and monitoring the budget to ensure that expenditures do not exceed available funds.

  • Explains agency policies, procedures, and practices of the Board of Land Commissioners to individuals or groups.

  • Attends management staff meetings.

  • Manages data in the Surface Land Asset Management System (SLAMS) database and the physical vault.

  • Guides and supervises the calculation, billing, and distribution of funds derived from mineral leasing of state trust lands.

Qualifications

PREFERENCES:

Preference may be given to candidates with education and/or experience in oil and gas development, mineral development, land management, and database management.

Preference may be given to candidates with prior leadership or supervisory experience.

KNOWLEDGE:

  • Knowledge of principles, concepts, and practices of real estate laws, split estate laws, marketing, appraisal, transactions, and negotiations.

  • Knowledge and practical application of sound management principles and supervisory skills.

  • Knowledge of major principles, concepts, and practices in regard to best management practices for oil & gas and other mineral development.

  • Knowledge of major principles, concepts, and practices in mineral lease management, administration, bonding, and reclamation.

  • Knowledge of effective database management and/or Salesforce, a customer relationship management (CRM) platform.

  • Knowledge of and ability to read, research, interpret, and apply Federal, State, and local laws and regulations, as well as state policies and procedures.

  • Skills in effective oral and written communication.

  • Skills in evaluating, analyzing, and interpreting legal land documents to affirm interests and rights owned by the State of Wyoming, i.e. units, communized areas, participating areas, etc.

  • Skills in reading, interpreting, and plotting legal land descriptions.

  • Ability to handle difficult and stressful situations with professional composure.

  • Ability to maintain effective interpersonal relationships.

  • Ability to coordinate activities among various divisions within OSLI and other state and federal agencies.

MINIMUM QUALIFICATIONS:

Education:

Bachelor's Degree

Experience:

1-2 years of progressive work experience(typically in real estate, appraisal, acquisition or title work) with acquired knowledge at the level of aLands Management Program Analyst

OR

Education & ExperienceSubstitution:

4-6 years of progressive work experience(typically in real estate, appraisal, acquisition or title work) with acquired knowledge at the level of aLands Management Program Analyst
