Job Description

HII is actively searching for a Strike / Surface / Air Warfare Mission Coordinator with Operations Expertise to support the NITE (Naval Integrated Training Environment) Contract, located at Naval Air Station North Island, San Diego, CA. The candidate will oversee and manage the operational aspects of ongoing projects and serves as liaison between project management and planning, project team, and line management.

Reviews status of projects and budgets; manages schedules and prepares status reports. Assesses project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives. Develops mechanisms for monitoring project progress and for intervention and problem solving with project managers, line managers, and clients.

The candidate will be responsible for development, production, and continuous update of written, photographic, audio, video and mixed media training aids and materials for mission planning. Familiarize users with range capabilities, assets, and operational procedures with detailed debriefings.

Supports planning and coordination for agencies participating in or supporting training operations. Attends pre-mission conferences for users and support groups. Coordinates training system assets.

Communicates daily with aviation units, air control units, airspace/air traffic control agencies and other training system facilities to ensure coordination of necessary participants. Maintains computer database of range utilization, prepares reports of range availability/scheduling/utilization. Develops and presents briefings on capability, operation, and requirements to military and government agencies, to include VIP presentations.

Provides for equipment operator training for on-site personnel in operation of display consoles. Conducts equipment demonstrations for authorized personnel. Supports users with developing training scenarios and coordination of fleet exercises.

Implements and administers effective, rapid, and comprehensive method of distributing mission scenarios and updates. Provides feedback on mission results. Provides post-mission debriefings.

Essential Job Responsibilities

Analyzes and provides recommendations on issues dealing with disciplines such as military command control and communications, electronic warfare, weapon systems, contingency operations, Military Tactics Techniques and Procedures (MTTP), force planning, and training exercises. Coordinates with user community representatives throughout all phases of development concerning requirements definition, clarification, prioritization, and alternatives.

Analyzes the conduct and results of operational user training, military maneuvers or simulated wartime operations undertaken to main the capabilities of a force. Compares, analyzes and evaluates the relative merits of program designs and alternatives.

Applies emerging doctrine and tactics, whether detailed in formal doctrinal changes or emanating from Advanced Warfighting Experiments (AWEs), Advanced Technology Demonstrations (ATDs), or Force XXI activities, to system design and development.

Assesses the impact of programmatic and technical options on stated user requirements and doctrine. Prepares reports and briefs summarizing support requirements, deficiencies, and investments for various programs and systems.

  • Coordinate military training exercise planning and execution and keep senior range operations personnel informed of the progress.

  • Responsible to the HII Range Operations Manager for the overall management of the assigned exercises and is responsible for keeping the government Operations Directors informed of the progress of the assigned exercises.

  • Leads an assigned exercise team which includes local and remote personnel. Assigned exercises often include hazardous elements such as lasing and live fire operations.

  • Attend and/or conduct pre-exercise briefings, planning meetings, conferences, and working groups in order to support exercise design.

  • Maintain all documentation for each operation including all pertinent plans, message traffic, briefing notes, and exercise summaries.

  • Prepare, coordinate, and synchronize with surface OPFOR prior to and during the execution phase of the exercise and will ensure that appropriate post exercise data requirements are completed. This includes data entry, participant debrief materials, message traffic and other applicable products.

Minimum Qualifications

  • 5 years relevant experience with Bachelors in related field OR

  • 3 years relevant experience with Masters in related field OR

  • 0 years experience with PhD or Juris Doctorate in related field OR

  • High School Diploma or equivalent and 9 years relevant experience

  • Warfare designated with 8 years of experience in military operations to include Surface, Strike, Amphibious and Unmanned Operations

  • 3+ years of experience in exercise and operational planning, scheduling, resource analysis, execution, and support documentation Experience communicating with senior Military Officers and senior managers

  • Bachelor of Science/Bachelor of Arts in Engineering or Management

  • Must possess the ability to obtain an Interim Security Clearance (or transfer) in a timely manner, and maintain a US Government (DoD) Secret Clearance

Preferred Requirements

  • Knowledge of Navy operational and administrative procedures and directives

  • Knowledge and skills relating to current Joint / Service doctrine, TTPs, and systems

  • Ability to interpret the intent of a client's training requirements and match to available training support assets

  • Adept in radio communications to aircraft, surface vessels and ground controllers recommended

  • Recent operational planning experience in Fleet Readiness Training Plan Exercises is a plus

Physical Requirements

May require working in an office, industrial, shipboard, or laboratory environment. Capable of climbing ladders and tolerating confined spaces and extreme temperature variances.
