Responsibilities

Provides daily support to NAVSEA PMS 443 Senior Readiness Manager. Assess all ship classes readiness capabilities, systemic failures, and propose potential solutions.

Leverage shipboard knowledge and experience gained from military service or civilian/contractor work to solve current and/or future problem areas affecting ship readiness. Review input data from a variety of sources including CASREPs (Casualty Reports), system availability, and parts usage to correctly identify root causes of systemic problems and formulate solutions that balance cost reduction with cost avoidance. Track Category 3 and 4 Casualty Reports (CASREPs), Departure from Specifications (DFSs), Class Advisories (CLADs), In-Service Engineering Agent (ISEA) Advisories, and other temporary guidance for impact to life-cycle readiness and make status reports to respective stakeholders and Chain-of-Command.

Plans, develops, coordinates, and directs large projects or several small complex projects. Leads and/or participates in working groups, program development forums, analytical activities, readiness exercises, training, education and other forums as required to accomplish contract requirements. Monitors standards for the quality of programs and documents.

Assists in the resolution of project and program priorities. Assures quality control throughout all contract activities. Demonstrates excellent writing and presentation skills to develop briefings, documents, and papers, conceptual and analytical reports for clients.

Performs additional duties and responsibilities as assigned. Maintain close coordination with Client personnel, visit and perform work at Client site as required.

Qualifications

Candidate must meet the following requirements:

  • A Bachelor's degree plus a minimum of fifteen years of relevant experience

  • Experience in project management

  • Computer literate and high proficiency in Microsoft applications

VIEW JOBS 11/14/2018 12:00:00 AM 2019-02-12T00:00 PEO IWS Fleet Readiness Manager (Job Number:441862) Description: JOB DESCRIPTION: Provide direct support to the Program Executive Office Integrated Warfare Systems (PEO IWS) Fleet Readiness Officer in maintaining readiness to improve the current and near term readiness of the AEGIS fleet. Align the efforts of various organizations within and external to Program Executive Office Integrated Warfare Systems (PEO IWS) to ensure the proper maintenance and upgrades to AEGIS combat systems. As part of a large Engineering Support Services (ESS) Team, the candidate will provide systems engineering and acquisition support to ensure that the Integrated Warfare Systems onboard the current and near term AEGIS fleet are ready to support all US Navy missions. The individual will directly support, as his primary advisor, the Integrated Combat Systems – Fleet Readiness Major Program Manager (PEO IWS 1 FR), on a weekly basis, and the Fleet Readiness Officer, on a daily basis, within PEO IWS at the Washington Navy Yard. Responsibilities will include liaison with the Program Executive Officer IWS and his staff, the OPNAV sponsor (N96) staff, Fleet staffs, the Principle Assistant Program Managers (PAPMs) within PEO IWS 1.0, Warfare Centers under the purview of PEO IWS, other directorates within PEO IWS, other SYSCOMS and other relevant NAVSEA organizations within Team Ships (e.g., SEA 21). Work will focus on maintenance, certification and upgrades to the AEGIS system and will extend to all areas needed to support its proper operation across the DOTMLPF spectrum. The individual will, with the support of the ESS and government staffs, develop and assist the MPM in developing and presenting briefs and papers and in supervising various readiness activities. The level of supervisory responsibilities and the amount of hands on work (e.g., drafting certification instructions )will be based on how much experience the candidate has. Specific Tasks: 1. Conduct liaison as described above, especially with the PEO IWS front office 2. Draft key senior level correspondence 3. Evaluate tools, requirements, test procedures, processes, proposals and documentation 4. Keep abreast of fleet activities, technology developments, modernization activities, deployments, and fleet problems 5. Serve as PEO IWS FR's principal strategic advisor 6. Develop detailed strategic plans for maintenance and upgrades 7. Work with other commands to ensure all areas across the DOTMLPF spectrum support fleet readiness 8. Support AEGIS Wholeness initiatives as needed 9. Draft key briefs and papers 10. Interface with other systems engineering disciplines within the AEGIS community to ensure proper alignment of activities and requirements 11. Represent PEO IWS FR at meetings 12. Make presentations to various levels of Navy and DoD leadership to support the mission 13. Review class Advisories. Maintain the serial log. 14. Review Warfare System Certification Briefs and Messages 15. Contribute to the strategic 30-Year Surface CS Plan 16. Supervise Post-Deployment CSG briefs I. Experience, Knowledge of AEGIS baselines onboard DDG 51 and CG 47 classes. Qualifications: TYPICAL EDUCATION AND EXPERIENCE: * Bachelors and fourteen (14) years or more experience; Masters and twelve (12) years or more experience; PhD or JD and nine (9) years or more experience CLEARANCE REQUIREMENT: * Candidate must currently possess and be able to maintain a Secret level clearance REQUIRED EDUCATION AND EXPERIENCE: * Fleet operational Combat Systems experience, preferably along the lines of a Tactical Action Officer, Combat Systems Officer, Systems Test Officer, or Combat Systems Maintenance Manager. Anti-Air Warfare Self Defense / Area Defense; experience as a Force Air Defense Commander within a Carrier Strike Group. * Experience is critical for understanding the day-to-day fleet issues relating to readiness and how they impact the operational commander and ship's ability to execute its mission. * Bachelors degree in related field, and 14+ years related experience required. * Program office experience. AEGIS program office experience highly desired; modern combatant program office experience suffices. * Previous experience in Flag support and routine interaction with PEO IWS Major Program Managers and PEO IWS front office experience is key. * Background working with Naval Surface Warfare Centers Dahlgren Division, Port Hueneme Division, Corona Division, and the Johns Hopkins University/Applied Physics Laboratory. * Self starting senior professional with an exceptional work ethic. * Team player capable of executing independent work who pays attention to the most minor of details. * Effective communication and interpersonal skills are essential. Must be able to effectively communicate with high-level Military, Government, and Contractor personnel. * Knowledge of computer software development processes, procedures and standards and computer network technology is a plus. * Shipyard experience, or experience working with USN CS prime contract Large Scale Integrators (LSI) is a plus.
