  • Migrant Education Program

  • Harrisburg and surrounding areas. This is a home-based position requiring that the employee establishes their home as the base office.

ORGANIZATIONAL RELATIONSHIP: This position reports directly to the Migrant Education Student Support and Recruitment Coordinator and in their absence to the Site Manager for Migrant Education.

JOB DEFINITION: The Migrant Education Student Support Coordinator will be responsible for the supervision of staff and assisting with project management. This includes monitoring of daily operations; assisting with hiring and supervision of staff; assisting in managing and arranging support services; and conducting program and staff evaluation activities.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Coordinate the provision of student services for assigned counties, including supervising assigned staff.

  • Provide program student support staff with general guidance about Migrant Education interventions and delivery of services.

  • Mentor staff; inform the Student Support and Recruitment Coordinator of problems, concerns, and recommendations relative to the implementation of the Migrant Education grant.

  • Preside over local area student support team meetings.

  • Support and assist the local Parent Advisory Committee (PAC).

  • Oversee the day-to-day operation and performance of student support staff.

  • Serve as a Student Support Specialist providing direct student services as necessary.

  • Work closely with the Data Specialist, Student Support and Recruitment Coordinator, and Site Manager or their designee to assure accurate and timely records processing and review and resolution of data quality issues.

  • Oversee instructional and support staff's completion of local and state requirements such as needs assessments, service delivery, supplemental educational and support services, monthly reports, etc.

  • Understand the interpretation of data collected in order to implement appropriate service delivery.

  • Assist in site monitoring visits to support compliance with grantor guidelines.

  • Provide summaries and/ or reports in a timely manner, such as monthly reports.

  • Interview, recommend for employment, and train new staff; assign staff responsibilities and complete performance appraisals for staff.

LIASON:

  • Develop and maintain close working relationships with school districts and community personnel to ensure information exchange, coordination, and support for the decision-making process, and the collection of feedback concerning program services.

  • Provide liaison services through partnering agencies and contacts with County Assistance Offices, PA CareerLinks, post-secondary institutions, employers, and other community agencies related to program services.

  • Represent the CSIU and Migrant Education Programs at meetings and conferences.

SUMMER TERM DUTIES:

  • Coordinate and implement Summer Campus program (where applicable) with the Student Support and Recruitment Coordinator or their designee.

  • Maintain open communication with Student Support and Recruitment Coordinator and applicable staff regarding Summer Campus data, procedures and implementation.

  • Oversee daily operations of the Summer Campus program.

  • Preside over Summer Campus staff meetings.

  • Make all efforts to ensure that all eligible students receive at least the minimum required services to count as being served in the summer or that it is documented why they were not served.

  • Oversee materials and equipment for Summer Campus program.

  • Maintain material and equipment inventory for Summer Campus program.

  • Serve on the interview team for the hire of summer staff.

  • Knowledge and interpretation of data collected in order to implement appropriate service delivery.

  • Provide summaries and/or reports in a timely manner, such as monthly reports.

NON-ESSENTAL DUTIES AND RESPONSIBILITIES: Performs other duties and responsibilities to support the program's mission and recommendations as stated by the Student Support and Recruitment Coordinator, the Site Manager for Migrant Education or their designee.

EDUCATION, EXPERIENCE AND SKILLS REQUIRED:

  • Minimum requirement is Bachelor's degree in education, sociology, social work, communications or related field and three (3) years' experience working with migrant and/or refugee students. Will consider an Associate's degree in education, sociology, social work, communications or related field and six (6) years' related experience working with migrant and/or refugee students. A variety of other work experiences will also be helpful.

  • Bilingual in Spanish, Nepali, or applicable foreign language preferred depending on the student population.

  • Prior teaching/educational program experience is preferred.

  • Excellent organizational and time management skills to prioritize the task based on project deadlines.

  • Excellent interpersonal and written/verbal/communication skills; ability to follow oral and written instructions.

  • Ability to establish and maintain working relations with staff; experience preparing statistical reports; extensive knowledge and experience in program planning, development and management; and ability to prioritize.

PHYSICAL REQUIREMENTS:

  • Sedentary: Able to sit for extended periods of time, occasional walking, standing (as necessary) and able to lift and carry up to 25 pounds.

  • Dexterity: Finger movements (computer keyboard, calculator), eye-hand coordination (office equipment, etc.).

  • Audio-Visual Requirements: Within normal range with or without correction.

  • Is able to move throughout all buildings, floors and grounds. In addition, must be able to independently enter barns, fields and out-buildings

  • Worksite Environment: Primarily indoors-office setting with occasional exposure to outdoor elements/climate during the day.

  • Mental demands: Steady response to unpredictable situations, ability to remain calm and productive during stressful situations. Demonstrates independent judgment, discretion and is able to manage multiple projects and deadlines.

  • Ability to travel to various work site locations and meetings as needed.

ADDITIONAL ELIGIBILITY QUALIFICATIONS:

  • Current, approved Act 34 (PA State Police), Act 151 (PA Child Abuse Registry) and Act 114-FBI Fingerprint clearances are required and must be renewed at appropriate, specific intervals pursuant to Act 153 of 2014 (revised Act 15 of 2015).

  • Current, approved Act 126 Mandated Reporter Training certificate showing completion of a minimum of three (3) hours training every five (5) years.

PROFESSIONAL DEVELOPMENT REQUIREMENTS:

  • Attend all required meetings, and trainings to maintain accurate and current knowledge and skill sets related to programming.

  • Attend relevant conferences, trainings, and in-services to maintain and enhance professional development as recommended by the immediate supervisor or required of the position.

TIME AND SITE REQUIREMENTS:

  • This is a full-time non-exempt position following a 12 month, 260-day schedule consisting of 7.5 hours a day, 37.5 hour per week. Additional working hours must be pre-approved by immediate supervisor.

  • Attendance at work is a requirement of this position; any and all absences must be approved by the immediate supervisor. Requests for extended absences from work during the months of June, July and August will not be approved.

CSIU PROPERTY AND CONFIDENTIALITY REQUIREMENTS:

  • All property, including intellectual property, materials, equipment or actual products and services developed or accrued as part of the job duties and responsibilities listed above, is the property of the CSIU. It may not be used for personal profit or gain and will be relinquished to the CSIU upon termination of employment from the CSIU.

  • The person employed in this position shall maintain confidentiality with regard to the personal and private information about clients and coworkers, programs and services and any other proprietary information accrued as a result of CSIU employment or as required by state or federal laws and regulations.

  • The person employed in this position must adhere to all requirements identified in the code of professionalism entitled "Ambassadors Are Professionals, Too" and CSIU Administrative Regulation 317-AR-1 CSIU Service Standards.

MANAGEMENT REQUIREMENT: As a supervisory/management staff member, this position is also responsible for representing the CSIU in public networking and partnership activities by maintaining knowledge about and promoting CSIU programs and services and by relaying information about potential grant or other funding sources to appropriate CSIU staff members.
