Boeing is seeking an Estimating and Pricing Specialist for the Special Projects organization in Dallas, TX, Richardson, TX or Seattle, WA. As an Estimating & Pricing Specialist you will be directly involved with cost proposal development including analysis of statement of work requirements, selection of appropriate estimating methodologies, substantiation of estimates/pricing, ensuring estimating system compliance, obtaining appropriate reviews and approvals of submissions to Government and other defense industry customers, and supporting negotiations to ultimately capture contracted work in defense of our nation.

Position Responsibilities:

  • Analyzes request for proposal/quotation requirements, provides guidance and recommendations to develop executable proposal plans of action, identifies risks/opportunities, and coordinates artifacts required to meet milestones and ensure compliant cost proposal responses.

  • Coordinates and collaborates with proposal teams and cost element functional owners to develop appropriate basis of estimate and substantiation of costs estimates, proposals and other related business decision data.

  • Prepares compliant proposals, utilizes system/tools and has the ability to train less experienced employees.

  • Manages large and/or complex Priced Bill of Material from initial planning & development through prime contract post-sweep, and hand-off to Financial Operations.

  • Provides fact-finding, negotiation and audit support of cost proposal artifacts and coordinates responses through proposal teams, as required.

  • Provides Estimating & Pricing subject matter expertise of processes, tools and techniques to maintain compliance with estimating system requirements.

  • Identifies, assesses and implements changes to processes, tools and techniques to simplify estimating and pricing methodologies and improve cost estimating accuracy.

  • Partners with Program Management, Contracts, Rates Management, Financial Operations and Cost Policy analysts to ensure compliance with new or evolving requirements impacting cost proposals and estimating system.

  • Supports, prepares and briefs executive-level presentations, as required.

This position requires an active U.S. Secret Security Clearance (US Citizenship Required). (A U.S. Security Clearance that has been active in the past 24 months is considered active)

Basic Qualifications (Required Skills/Experience):

  • Bachelor's degree or higher

  • 5 or more years' of experience in business related function (including but not limited to: Finance, Contracts, Estimating, Procurement Financial Analysis, Business Operations, Supplier Management, Marketing & Sales

  • Proficient in Microsoft Office suite including Word, Excel, and PowerPoint

  • Experience building proposals utilizing pricing systems, estimating & pricing tools and processes

  • Current and active Secret Clearance

Preferred Qualifications (Desired Skills/Experience):

  • 6 or more years of experience performing cost estimating/pricing function

Typical Education & Experience:

Education/experience typically acquired through advanced education (e.g. Bachelor) and typically 6 or more years' related work experience or an equivalent combination of education and experience (e.g. Master+4 years' related work experience, 10 years' related work experience, etc.).
