SPECIFIC JOB DESCRIPTION:

ANSER is seeking an Accounting/Program Control Analyst to support the Science & Technology Analysis Group in Falls Church, VA. This work is a corporate position to support an internal business unit and not directly associated with an external government customer. In the course of this work, the ideal candidate will work closely with the Vice President for S&T and the relevant Program and Project Managers to prepare financial and budget materials, compile monthly program and financial reports, and work in close coordination with managers and the ANSER corporate finance department. They will maintain a variety of spreadsheets and utilize corporate financial tools (such as Deltek's Unanet) to provide program control and reporting support to the entirety of the S&T business unit of approximately 35-45 active contracts.

SKILLS & EXPERIENCE:

  • Candidate must be extremely comfortable with MS Excel and able to compile a variety of data sources to produce highly accurate, consolidated information for internal and external reports.

  • Candidate must be an effective communicator and work closely with roughly 20 Program and Project Managers.

  • Candidate must have a minimum of 3-5 years of accounting/financial experience.

  • Candidate must be continuously proactive and able to effectively track financial data for complicated T&M, CPFF, and FFP-LOE contracts.

  • Experience with Deltek's Unanet is a big plus, but not required. Training will be provided if necessary.

EDUCATION & YEARS OF EXPERIENCE:

Bachelor's degree plus three-five years' experience in Finance, Accounting, or related business area.

We are looking for someone to conduct program performance analyses on the Major Defense Acquisition Programs (MDAP) and/or Major Automated Information Systems (MAIS) in their assigned portfolio. You will review contractor data to determine the cost, schedule, and technical performance of MDAP and MAIS programs based on Earned Value Management (EVM) best practices. After conducting this analysis, you will provide information to Office of the Secretary of Defense (OSD) databases and to AAP leadership for potential elevation to OUSD(A&S) for executive leadership action. Requirements: * Demonstrate mid-to-executive-level technical program or acquisition manager or analyst experience with DoD advanced technology programs or the management of technical projects or equivalent occupational experience. * Master's or Bachelor's Degree in related field, equivalent experience/certification in a field relevant to the specific position, or substantial equivalent occupational experience. * Capable of providing expertise to relevant program analytical principles and practices for developmental and operational programs. * Knowledge, skills, and abilities in the analysis field. * Capable of utilizing, adapting and developing analytic tools, techniques, and processes for both technical and administrative support activities. * Works as a member of team and assists with solving complex problems. Required Qualifications: * Secret Security clearance. * Bachelor's Degree in an engineering, scientific, technical, management, or related discipline that is relevant to the contract. * Minimum of four years of DoD experience, preferably with substantive experience operating within a Pentagon/OSD/Service staff/Joint Staff/Program Office environment. * Outstanding written and verbal communication skills. * Understanding of the DoD acquisition process, particularly as it pertains to MDAPs. * Demonstrated ability to analyze data from a variety of sources and detect overarching trends. * Demonstrated ability to draft consolidated analysis in a clear, concise manner with limited editing required.
