CAMPUS SPECIFIC INFORMATION

The Office of Computing and Information Services (CIS) at the City University of New York (CUNY) supports the IT and telecommunications needs of CUNY's 25 colleges. CIS supports enterprise IT and applications, develops new technologies that advance the University's core mission, builds, upgrades, and maintains the University's network.

Additionally, CIS operates the University's Data Center and helpdesk, develops disaster recovery plans for business continuity, and maintains the CUNYfirst Enterprise Resource Planning (ERP) solution that integrates student administration, financial management, and human resources operations across CUNY's 25 colleges. CIS provides strategic and operational IT leadership with respect to the maintenance, enhancement, and expansion of the CUNY network spanning across all CUNY campuses.

The Microsoft 365 Applications Manager will provide technical leadership for the design and delivery of solutions using Microsoft 365 products, to meet the needs of the enterprise. Reporting to the Director of Information Systems, with some latitude for independent judgment, the incumbent will be a self-motivated, hands-on manager responsible for the implementation and support of Microsoft products and will supervise the staff and resources who perform said implementation and support within CIS. Managing the planning and support of current and new Microsoft platforms and services that are part of the ecosystem of resources provided to the University's constituents, the incumbent will be responsible for setting technical direction, managing day-to-day activities, and setting strategic direction for the platform and personnel management of technical team members.

Key responsibilities include, but are not limited to the following:

  • Influences the vision, strategy, delivery, and roadmap for the MS 365 product in consultation with senior leadership and in coordination with CUNY Campus' team leaders and the CIO; develops a thorough understanding of CUNY's business processes with an eye to applying MS 365 to solve business challenges; aligns MS 365 products with CUNY's overall IT enterprise architecture vision and goals.+ Serves as the product owner for MS 365 products and product features, from evaluating the preview to enterprise-wide user rollout; develops a thorough understanding of the MS 365 suite of applications and their capabilities in relation to CUNY's end-users' needs; stays abreast of product evolution; understands both the engineering and business side of MS 365.+ Identifies users, creates, and maintains user stories; develops and prioritizes functional requirements for new or revised MS 365 features or enhancements; identifies appropriate cross-department/division stakeholders to be engaged at the appropriate time; makes key decisions on priorities and design, and works to ensure that all stakeholders are aligned.+ Gathers, analyzes and, when appropriate, contributes or starts to design the reengineering of business processes.+ Manages staff involved in the overall administration, maintenance, and support of the portfolio of Microsoft 365 suite of applications that are delivered to the university community via the CUNY cloud; proactively leads and empowers team members to innovatively deliver product services.+ Serves as technical expert in the implementation of new deployments and the migration of applications and services to a cloud-based environment, such as Office365, including managing design and architecture, change management, and post-production support.+ Collaborates with other CIS departments, such as Networking and IT Security to create a streamlined, scalable, and secure process for the implementation and day-to-day management of applications that run in either the CUNY cloud or a third party's cloud environment.+ Integrates cloud-based applications with on-premise services, such as the university's ERP system and the identity management system.+ Develops and/or contributes to the development of job aids and training courses that will facilitate the university's constituents.+ Leads software market research including RFI/RFP development, cost-benefit analysis, and selection process; provides periodic communications to senior leadership and other stakeholders; performs special ad hoc requests, projects, initiatives, and other related duties consistent with the scope and intent of the position as assigned.

NOTES:

1.Until further notice, this is a hybrid position, eligible to work remotely and work on-site in the office. This position is excluded from union representation in the collective bargaining unit.



An appointment to this Competitive title/position in the Classified Civil Service Title Series will be made with a Provisional status. Employees in provisional status must pass a competitive civil service examination and be appointed from a civil service list to remain in the title/position.



MINIMUM QUALIFICATIONS

Six (6) years of progressively responsible full-time paid information systems technology experience,at least eighteen (18) months of which shall have been in an

administrative or managerial capacity in the areas of computer applications programming, systems programming, information systems development, data telecommunications, data base administration or a closely related area.

Education at an accredited college or university may be substituted for the general information systems technology experience at the rate of one (1) year of college for six (6) months of experience up to a maximum of four (4) years of college for two (2) years of experience. In addition, a master's degree in computer science or a closely related field from an accredited college or university may be substituted for an additional year of the general information systems technology experience. However, all candidates must possess the eighteen (18) months of administrative or managerial experience described above.

Experience in an

administrative capacity must include, but is not limited to, responsibilities such as: monitoring an IT budget; reviewing and approving IT procurement and invoice payments; reviewing and approving contracts with vendors; monitoring and approving IT projects; setting standards and best practices; risk evaluation (e.g., security, reputational, operational); organizational development; chairing or participating in IT Governance and Advisory committees; and/or overseeing vendor relationship management.

Experience in a

managerial capacity must include, but is not limited to, responsibilities such as: strategic planning for an office/division; creating and implementing policies; setting standards and best practices; defining and documenting project scope; root cause analysis with recommendations; collaborating with other managers and executives to define future state of IT program; and/or forecasting.

The following types of experience are

not acceptable: superficial use of preprogrammed software without complex programming, design, implementation or management of the product; use of a word processing package; use of a hand-held calculator; data entry; operation of data processing hardware or consoles.

OTHER QUALIFICATIONS

Preferred:

  • 3+ years' experience in planning and implementing enterprise level systems and managing staff/leading a team
  • Advanced experience in Office 365 suite of tools, including but not limited to SharePoint Online, Teams, Exchange, OneDrive and Power Automate/Platform
  • Thorough knowledge of MS 365 stack, including admin portal, PowerShell scripting, Teams phone, SharePoint, OneDrive and Endpoint Manager.+ Excellent understanding of SDLC processes and tools - both Waterfall and Agile
  • Demonstrated integrity, independent thinking, judgment, and respect for others, with ability to influence cross functional team members for projects and special initiatives. Ability to navigate and effectively collaborate with other departments and resources on large complex projects and environments
  • Solid communication skills with the ability to facilitate group discussions and communications, effectively articulate requirements, collaborate, and lead presentations within a matrix management structure, to diverse groups (technical and non- technical), among all levels of university constituencies
  • Proven track record of success in implementing, migrating to, and supporting applications in the cloud
  • Hands on experience with email hygiene systems such as Proofpoint, Barracuda and Microsoft Endpoint Manager
  • Experience with bulk mailing applications, such as Listserv and Maestro
  • Experience managing, motivating, and mentoring technical staff

COMPENSATION



The salary range is $150,000 - $160,000; commensurate with education, credentials, and experience.
