Northrop Grumman Aerospace Systems has an opening for a Manger, Subcontract Administration 2 to join our team of qualified, diverse individuals. This position will be located in Melbourne, FL.

Reporting to the Subcontracts Manager 3, the Subcontract Manager 2 will be responsible for managing a Subcontracts Team, which includes approximately six (6) to eight (8) Subcontract Specialists (various levels) that support Strike Subcontracts. This individual will direct and manage the cost, schedule, and technical performance requirements that are levied upon the Subcontractor in an effort to ensure performance and support of the contract milestones for multiple subsystems. The Manager will act as the main focal point to major suppliers for all Subcontract related activities; brief executive management and the Customer on the status/issues affecting performance or cost; and conduct program reviews with the Subcontractor and Program Office.

Responsibilities include all phases of the Subcontract from initiation of the business case for make or buy decisions, through requests for proposals, subcontract management plans, negotiation strategy, and cost accountability. This individual will serve as an integral part of the Integrated Product Teams (IPT) and Subcontract Management Teams (SMT) to ensure sound decision making, affecting Subcontractor performance; as well as establishment of milestone objectives and management of performance to committed schedules and contractual specifications.

Basic Qualifications:

  • Bachelor's Degree and a minimum of 5 years combined experience in: Subcontracts Management, Procurement, Program Management, or Contracts Management

  • Minimum of 2 years' experience using the following software tools: SAP or related purchasing software, Excel, PowerPoint, MS Project

  • Minimum of 2 years' experience with FAR (Federal Acquisition Regulations) and DFAR

  • Minimum of 2 years of experience in Subcontract Management responsible for subcontracts in excess of $50 Million for an engineering product line

  • Minimum 1 year experience in conducting oral presentations to executive leadership

  • Minimum 1 year of Leadership experience Manager or Team Lead experience is acceptable

  • Must have an Active, In-Scope DOD Secret Security Clearance or higher that has been granted / renewed within the past 6 years

Preferred Qualifications:

  • Master Degree in Business, Global Supply Chain or Project Management

  • Experience working on high dollar development Subcontracts (i.e. $100M Cost Reimbursable Preferred)

  • Significant experience conducting oral presentations to senior leadership

  • Internal Northrop Grumman Subcontracts experience

  • 10 years of DoD Subcontract Management Experience

  • Knowledge of Earned Value Management System (EVMS)

  • Previous CAM Experience or Training

  • Special Program Access

  • Risk mitigation experience

  • Negotiating skills with contract in excess of $100 million

  • Change Management experience

Establishes design concepts, criteria and engineering efforts for development, integration and test * Establishes milestones and monitors adherence to schedules, identifies program problems and develops solutions * Directs the work of employees assigned to the program from technical and administrative areas * Oversees technical direction and interfaces with other program entities * Provide direction to all assigned System Test Team personnel * Must demonstrate excellent communication skills both in written form and through presentation skills to coordinate closely with the Senior Test Leadership and supporting IPT Leadership * Ability to develop SOWs, review responses to RFEs help negotiate estimates, and oversee and manage associated efforts * Forecast, plan and execute laboratory efforts funded with either direct or indirect funds * Ability to develop requirements for large facilities efforts, and coordinate associated work scope with facilities engineering and associated subcontractors The selected candidate will have had to demonstrate high levels of initiative, a proven success in facilitating across peer and senior relationships, strong and proactive organizational skills, and both technical program management knowledge. Basic Qualifications: * Bachelor's Degree in a Science, Technology, Engineering or Mathematics (STEM) discipline from an accredited university and 5 years of aerospace and defense engineering experience –OR- 3 years' experience with a Master's Degree. * Demonstrated experience leading a team, either as a lead, functional manager, or program/matrix manager * A current DoD Secret or Top Secret/SCI level security clearance, to include a Single Scope Background Investigation, a periodic reinvestigation, or an original adjudication date completed within the last 6 years * Current program access (Strike) * Experience managing complex government technology products that require strong customer interaction, comprehensive team management skills, and frequent internal and external briefings. * Thorough understanding and practical experience managing program utilizing Earned Value Management System (EVMS) methodologies and Integrated Master Schedules * Experience in risk and opportunity management * Advanced proficiency using Microsoft Office applications specifically Word, Excel (complex formulas and Macros); PowerPoint (advanced animation and graphics) and Project.
