Northrop Grumman Innovation Systems in Chandler, Arizona is looking for a Manager Compliance Regulatory.

Role Description:

As a key member of the Northrop Grumman Corporate Government Compliance organization, the position will manage and lead a variety of Government Compliance projects. This will include being the liaison to the onsite DCAA auditors supporting their ongoing audits, preparing and supporting incurred cost submissions, reviewing government compliance related policies and procedures to ensure consistency and quality, and researching and responding to both internal and external inquiries regarding Northrop Grumman systems and practices.

The Sr. Manager of Government Compliance will interface with senior level management and other company personnel and ensure organizational compliance with internal procedures, Federal Acquisition Regulations (FAR), Cost Accounting Standards (CAS) and other government policies and procedures. This will require the ability to work effectively as a team member within both the Government Compliance function and the overall Northrop Grumman organization as well as manage and complete assigned projects independently.

The selected individual will participate in ongoing reviews of the compliance program and interface with government and internal auditors to ensure an understanding of financial data and methodology and ensure corrective actions identified by audit groups are completed timely and accurately by assigned personnel.

As an experienced Government Compliance focal, individual will identify and provide training and guidance to Finance staff, and other Northrop Grumman personnel on Government Compliance topics to ensure employee awareness and compliance. Special projects will also be performed as required.

Responsibilities:

DCAA Liaison support

  • Focal point for DCAA audits

  • Prepare and respond to DCAA audit requests related to incurred cost & forward pricing

  • Maintain strong, positive working relationships with DCAA

  • Coordinate with internal customers for audit responses.

Prepare forward pricing rate proposals for Corporate G&A and IT.

  • Work with budget analysts to obtain updated corporate budgets

  • Calculate executive compensation expense based upon HR policies/procedures

  • Lead the monitor reporting process with the government

  • Assist with negotiations of forward pricing rate agreements.

Prepare Annual Corporate Incurred Costs Submission

  • Prepare required main schedules

  • Gather information necessary for supporting schedules

  • Work with DCAA to perform "scrub" audit actuals

  • Preform pre-closing audit of key accounts for allowability issues.

Business System Compliance

  • Facilitate annual GAP analysis to determine areas requiring attention

  • Work with system owners to ensure required improvements are completed

Provide Internal Charging guidance

  • Respond to questions regarding corporate allocations

  • Provide charging guidance to internal customers

  • Explain Disclosure Statement pools/bases

  • Provide FAR & CAS advice.

Oversee Pension/PRB Accounting

  • Review forward pricing and incurred costs for corporate insurance and benefit costs

  • Provide input to pension calculation assumptions

  • Review monthly reconciliations

  • Enter brief duty of key responsibility.

Corporate Disclosure Statement

  • Update as necessary

  • Support Government Adequacy and Compliance Audits

  • Prepare Cost Impacts and support DCAA audits as necessary

  • Calculate impacts of proposed cost accounting changes.

Special Projects

  • Perform special projects as necessary

  • Maintain close coordination with Travel Dept. to ensure allowability rules are enforced

  • Maintain entity listing, government recovery summary, corporate-related TINA disclosures

This requisition may be filled at a higher grade based on qualifications listed below.

Basic Qualifications for a level 2:

  • Bachelor Degree in Finance, Accounting, or Business Administration and 10 years of directly applicable, progressively responsible experience in a related field (Auditing, Accounting, and Compliance).

  • Knowledge of FAR, CAS, TINA and other government regulations required.

  • Experience working with DCAA auditors and good understanding of the Defense Contract Audit Manual (DCAM).

  • Ability to advocate for company positions on interpretations of regulations.

  • Excellent interpersonal skills and ability to work in a collaborative team environment

Basic Qualifications for a level 3:

  • Bachelor Degree in Finance, Accounting, or Business Administration and 15 years of directly applicable, progressively responsible experience in a related field (Auditing, Accounting, and Compliance).

  • Knowledge of FAR, CAS, TINA and other government regulations required.

  • Experience working with DCAA auditors and good understanding of the Defense Contract Audit Manual (DCAM).

  • Ability to advocate for company positions on interpretations of regulations.

  • Excellent interpersonal skills and ability to work in a collaborative team environment

Preferred Qualifications:

  • Advanced degree and/or CPA

  • Aerospace industry experience

Job Summary: Direct and coordinate mission assurance activities including design assurance engineering, EEE parts, reliability engineering, and supply chain quality, manufacturing quality and configuration and data management, in support of one or more programs. Responsible for the development, implementation, and maintenance of quality policies, and procedures to ensure all space related products and services are delivered to the customer on schedule, at minimum cost, and fully compliant to all contractual requirements. This position will be responsible for the following: * Establish, implement and administer an effective Mission Assurance program in compliance with applicable customer contracts and other guidelines set forth by Launch Vehicle requirements. This effort includes participation in system level design development, manufacturing, and testing activities; discrepancy review and approval; failure investigations; cause and corrective action determinations; contract reviews; procurement review and approval; internal and external reporting; member of the Corrective Action Board, Configuration Control Board; support the program at Flight Review Boards; Cost Account Management; direct interaction with Government and customer representatives is required. * The position requires additional support related to program proposal efforts, tracking and reporting metrics, mission specific risk issues and develop and present internal and external Mission Assurance briefings. * This position requires experience and command of the Earned Value Management System and the management of multiple cost accounts. * Team areas of responsibility include vehicle quality configurations management, program environmental health and safety requirements, program non-conformance reporting, program metrics, corrective action management and hardware acceptance and pedigree reviews. Other duties as assigned. * Planning work tasks, identifying and securing personnel and equipment resources, personnel management, cost account management, communication status, issues and resolutions plans to program and functional management and providing technical leadership to the team.
