Space Based Infrared System (SBIRS) is a hardware and software system performing sustainment operations, development modifications and delivery of certification milestones for operational components to U.S.

Air Force for Missile Warning and Missile Defense.

This system utilizes multiple components to perform strategic missile warning and nuclear detonation event detection, event summary reports with stereoscopic missile launch detection operations in peacetime and survivable environment. The SBIRS Contractor Logistics Support (CLS) contract is a 50/50 teaming agreement with Lockheed Martin Corporation as the prime sub-contractor with Northrop Grumman working for Remote Sensing Logistics (RSL) for Space and Missile Systems Center (SMC). This critical position for national defense is located in Colorado with multiple facilities and extensive coordination with Northrop Grumman Azusa, CA campus.

PM responsibilities include key elements of Program Management, CAM/EV, and Functional Management. PM will interface with external customer (LM, RSL, and U.S.

Air Force) on a daily basis and provide direction to program leads as needed. Responsibilities will include preparing and reporting Internet Program Review System (IPRS) and other status at bi-weekly meetings with Operating Unit (OU) and Division leadership. Must have demonstrated experience in planning, organizing, staffing, reporting, coordination, identifying/mitigating risk, and supporting all phases of a development program from inception, certification through completion.

Must have strong experience leading a software and hardware program throughout life cycle. The PM is responsible for the preparation of cost estimates, business plans, work statements and specifications, operating budgets and financial terms and conditions of contracts. Successful candidate will be the authority for engineering review boards, risk management board and other program sign-offs and approvals.

Manage stakeholders and resolve competing needs, to include clients, subcontractors, and internal participants. Manage and report on project status, customer satisfaction, submission of CDRLs and risks, using earned value, integrated master schedule, integrated master plan, and similar techniques and tools. Support or manage proposal efforts, and contribute to department proposals.

Manage project staff to ensure successful project performance. Selected candidate will exert influence on the overall objectives and long-range strategic goals of the organization. This position will report directly to the Overhead Persistent Infrared (OPIR) Exploitation System Operating Unit (OESOU) Director.

The candidate will have a track record as an effective communicator and problem solver who is able to develop and maintain good working relationships with internal and external stakeholders.

This candidate will demonstrate the capability to innovate while challenging traditional ways of doing business. Demonstrated abilities to build diverse and inclusive teams with high levels of engagement. Strong verbal and written communication skills are required and the ideal candidate will have demonstrated success collaborating and leading virtually as a part of a geographically dispersed team.

Basic Qualifications:

  • Bachelor's Degree in Engineering, Business, or related fields and 5 years of relevant experience including technical fields and functional management, program management, or leading technical teams on major programs. 9 years of related experience in lieu of degree

  • Demonstrated leadership, relationship, customer, technical and management skills

  • Strong communications, briefing and writing skills required

  • Active Top Secret/SCI clearance

  • Must be able to work independently, function in a fast paced environment, and be flexible to changing direction

  • Strong analytical capabilities

  • Expertise with working customer operations, leadership with planning, execution of engineering functions

  • Excellent communication, interpersonal skills, and the ability to interface with all levels of employees and management

Preferred Qualifications:

  • Work in close partnership with all functional areas to achieve goals

  • Bachelor of Science degree in a technical discipline such as Technology, Engineering, Computer Science, Math or Physics

  • Minimal of 7 years of Program Management experience, overseeing technical and financial aspects for software and hardware development programs

  • ubcontract management experience
