Northrop Grumman Aerospace Sector is seeking Program Cost Control Manager 2 on our Space Systems Division Cost Management team in Redondo Beach, CA.

This role requires the candidate to have an active SSBI/SCI Clearance

Programs Cost Control Manager 2 will report into the Program Business Manager. This position provides supervision, guidance, and development to a staff of exempt cost management analysts on multiple Adjunct programs.

This position requires thorough understanding and working knowledge of Program Management: financial CDRL deliveries, EVMS, funding analysis, proposal development, requirements, organization, team structures, planning, risk management, corrective action process, and team leadership. Candidate should have understanding of financial forecasting, including AOP/LRSP, and fee sheets. Interfaces regularly with Customer, Contracts, Human Resources, Compliance, and Security. Responsible for all project level reporting, customer counterpart interface and maintaining customer relationship.

Basic Qualifications:

Bachelor's Degree or equivalent in Business Administration or related field with a minimum of 10 years of relevant experience, plus:

  • Active SCI Clearance

  • Leadership experience

  • High level of project business management expertise, EVMS, solid project planning and control experience

  • High level of skill and experience with MPM, MS Office Tools, and knowledge of various NGAS reporting systems

  • Problem solving and organizational skills

  • Strong communication skills and high degree of presentation skills to upper management and customers

  • Ability to identify issues and problems across multiple contracts and make recommendations to management for resolution

Preferred Qualifications:

MBA and current or previous experience working with restricted customer

The manager will also be responsible for preparing, developing and coordinating the Integrated Master Plan (IMP) and Integrated Master Schedule (IMS) to meet all program objectives. They will also ensure major projects and program schedules and plans are horizontally and vertically integrated across company functional groups including program management, engineering, manufacturing, quality, contracts, cost, and finance. The Manager's roles and responsibilities include, but are not limited to: Manage a small team of Program Planning & Scheduling Analysts. Perform mid-year and year-end performance reviews. Develop direct team knowledge and depth. Prepares, develops and coordinates the Integrated Master Schedule (IMS) to meet all program objectives. Ensures program schedules are horizontally and vertically integrated. Provides weekly status and reporting. Conducting Integrated Baseline Reviews (IBR) and Joint Surveillance Reviews (JSR) audits. Implements scheduling best practices as prescribed by industry to include, but not limited to: DCMA 14-point IPMR DI-MGMT-81861 NDIA EIA-748 32 Guidelines Earned Value Management System (EVMS) Critical Path Methodology (CPM) Schedule Risk Analysis (SRA) Schedule Performance and Health Metrics and Analysis Ability to perform detailed schedule, resource, work, and cost analysis and provide recommendations to solve problems. Ability to create presentation content and present to various levels of leadership. Ability to effectively work with multiple functional teams, supplier teams, and the Program / Project Manager.
