Function as the Single Point-of-Accountability for the satisfactory delivery of all Information Services (IS) solutions and services, whether sourced from Sutter Health (SH) IS, the operating unit (OU), or a third-party, to and on behalf of an assigned Affiliate or Service Line. Typically, an Affiliate is an acute (hospital database administrator (DBA)) or ambulatory (medical foundation division) business unit/facility, or Service Line whose operations is overseen by an Administrative Team (A-Team); however, as determined by size, complexity, and operational integration, an Affiliate may constitute a set of related business units/facilities in geographic proximity, even assembled as an integrated healthcare campus. Additionally, may be assigned to certain Area Services for similar oversight (hereafter incorporated in the concept of "Affiliate.") In alignment with direction (dotted line) from the OU IS Director, Acute or Ambulatory, provides the leadership direction needed for the planning and implementation of new information solutions and technologies and their integration with other Sutter Health information technologies, resulting in efficient and cost-effective local and system-wide solutions.

Influence and partner in the development of the IS strategic plan and operational work plan to meet the strategic and tactical goals of the business plan for the Affiliate, providing leadership to the deployment of new technologies and software applications. By developing and directing strategic solutions and managing their operational effectiveness, support the business needs of the Affiliate and maximizes the value of information technology within the Affiliate and its associated role within the related Sutter Health operating unit. Achieving this synergy requires communicating key messages, coordinating key activities/resources, escalating outstanding issues, intervening in conflicts, and monitoring the performance of all IS staff, whether local or SH IS, whose work may impact the Affiliate. Similarly, must assure that the same activities are performed with the Affiliate staff whose work may impact the delivery of IS solutions and services.


Bachelors Degree in Computer Science, Business, Healthcare Administration, Management or other related field Required


Degree related experience in ambulatory/acute healthcare, financial and/or business management


  • Significant experience in healthcare information processing, strong understanding and experience in application solutions and services supporting healthcare administrative and clinical functions for managed care, physician practice management, hospital/ER/urgent care/surgical center operations, and clinical decision support as typically acquired in 7 to 10 years

  • Sustained experience with physicians and physician leaders in the evaluation, implementation, and adoption of IS solutions

  • Comprehensive experience with mid-range computing, client/server and web applications to include data communication, network design; software application implementation and support; hardware platform evaluation, selection, and procurement; user support planning and customer service agreements; computer operations disaster recovery, business continuity, capacity planning, facilities management, and day-to-day support and maintenance

  • Experience in systems integration, online transaction processing, electronic data interchange within a healthcare environment; and strategic planning and implementation of technologies and solutions for healthcare settings, particularly physician practice environments

  • Demonstrated experience in managing all personnel aspects of a technical and administrative staff in information technology setting, including goal setting, performance monitoring, demonstrated team leadership, team-building, and creativity; and ability to effectively communicate between technical staff, line management, executive leaders, and physicians

  • Working experience in developing and overseeing IT/IS capital and operating budgets

  • Solid experience showcasing excellent project management and effective leadership of multidisciplinary teams that successfully delivered various hospital information technology solutions

  • Comprehensive management experience demonstrating leadership across all of the major functions of Technical Services with responsibility for multiple departments


  • Current and comprehensive managed care and physician work environment knowledge; an in-depth understanding of clinical applications and related workflows; and experience with client/server and web-enabled technology implementation and management as typically obtained in 7 to 10 years experience in health care IT/IS

  • Diverse knowledge in software and hardware technology trends, including a strong knowledge and understanding of technological hardware and software requirements in laboratory, radiology, nursing, pharmacy, physician management, and financial areas

  • Working knowledge to establish and deliver on key performance indicators that ensure high availability and integrity of systems

  • Solid functional knowledge and experience as typically gained during 2-5 years working in a complex matrixed management structure

  • Sound understanding of health care operations including, but not limited to hospitals, clinics, medical offices, and information technology needs

  • Understanding of and experience with Lean or other process improvement philosophies and methodologies desired


  • Demonstrated ability to influence, motivate, and lead organizational change with a leadership-level vision of an innovative integration of business needs and IS solutions within a healthcare setting

  • Ability to quickly analyze and convert complex strategic and operational issues into innovative IS opportunities that achieve the goals of the affiliate, operating unit and enterprise

  • Established managerial and organization skills required to create plans and strategies with the proven ability to articulate the value of these plans/strategies, assemble consensus across all levels of the organization, and lead others through change

  • Demonstrated team leadership, team building, and mentoring, with the ability to collaborate and work across complex business models and manage geographically dispersed teams

  • Excellent written/verbal interpersonal communication skills with the ability to interact effectively with a broad and diverse group of customers, peers and sponsors

  • Proven ability to establish and cultivate effective vendor relationships, including strong skills in negotiation techniques to ensure prompt problem resolution, excellent support, and meeting project milestones

  • Proven ability to drive through obstacles and deliver computing capability across a broad spectrum of technologies and entities
