Job Description:
GBS Supply Chain is seeking a high performing candidate to lead the Automation and Proposal Solutions team within the Source to Pay, Process, Automation, and Proposal team.
This position will lead the Proposal Solutions team and provide management and transaction execution support to the Automation Solutions team.
The Automation Solutions team provides leadership in purchase order automation solution identification/implementation, process standardization, execution, and management across all business system platforms including SAP AutoPO, and WebBuyer/SRM.
This role entails close collaboration with team members and stakeholders internal and external to GBS SC in order to implement strategies to increase transaction automation and manage the successful day-to-day execution of transaction automation.
Key transaction automation stakeholders include GBS SC Technology, Compliance, Raytheon Enterprise Procurement Services (REPS), Corporate Supply Chain, and Business Supply Chain Operations team members.
Proposal Solutions assists all Raytheon Businesses with their internal and external proposal quoting and Cost and Price Analysis requirements for commodities covered by Raytheon Enterprise Procurement Services.
We strive to enable the business proposal teams to be more nimble, utilize Raytheon procurement leverage to obtain more attractive pricing, and ensure a smoother transition from proposal to procurement execution following award.
Responsibilities include:
Management of a team with focus on proposal and procurement process automation policy and strategy implementation, and execution service excellence Establishment of operational plans with measurable contribution towards the achievement of procurement process automation and proposal execution results Provide measurable input to new processes or standards in operational plans that will have impact on the achievement of overall function results Communicate with parties within and outside of own job function, which includes various cross functional team members, and suppliers.
Development and maintenance of relationships with key stakeholders, including Corporate and Business Strategic Sourcing teams to maximize PO automation growth and overall health of procurement process automation Leadership and mentoring of team members responsible for day to day proposal and PO automation execution activities, including performance / metrics management, team member professional growth, and process compliance.
Implementation and maintenance of supply chain proposal processes to ensure timely and compliant attainment of supplier pricing, completion of reviews, and program submittals in support of all Raytheon Businesses requiring REPS material pricing assistance Coordination with Raytheon Business Proposal Team or Material Program Manager to ensure proposal requirements for REPS commodities, cost targets, technical specifics, and supplier diversity requirements are understood and are adequate to proceed with external quote solicitation Please note this position can be either a G10, Mgr II Supply Chain Ops or G11 Mgr III Supply Chain Ops as it relates to the skills, education and experience required for the role.
This position requires either a U.S.
Person or a Non-U.S.
Person who is eligible to obtain any required Export Authorization.
Required Skills: Minimum (8) years experience including six years work experience in Supply Chain as a buyer, subcontract manager, supply chain operations professional, Material Program Manager, or Proposal manager Experience with working with automated purchase order transaction solutions such as WebBuyer, SAP AutoPO and third party procurement service providers Strong communication, meeting facilitation, collaboration and negotiation skills Supply Chain proposal development experience Experience with Federal Acquisition Regulation (FAR) source selection, price analysis, and PO documentation requirements.
Experience in working TINA, CAS and supplier certification issues Demonstrated experience and success in dealing with multiple suppliers across multiple commodities Strong presentation skills to prepare and deliver executive briefings and change management communications Extensive knowledge of Microsoft Excel Working knowledge of Microsoft Word, and PowerPoint Working knowledge of Universal Commodity Codes Ability to manage multiple, competing priorities at the same time Strong project management skills Desired

SAP knowledge and experience Knowledge and experience of ePad (electronic Purchase Order & Agreement Documentation) Required Education (including Major): Bachelors Degree (BA or BS) in related field.
