Lead program control finance team to develops plans including budgets and schedules to meet contractual/project requirements for AWS programs in the Optical EW Systems Product Line. Lead finance team in establishing and defining program plan requirements and assist in-depth studies to determine optimum program plans.
Coordinates inter-departmental development of program plans and interfaces with vendors and customers. Monitors and reports performance against plans to ensure that contractual, cost and schedule objectives are met.
PRIMARY DUTIES AND RESPONSIBILITIES:
Leads program team in the control of costs and schedules on contracts requiring validated cost schedule control system.
Identifies and analyzes variances from negotiated and agreed-upon parameters and government cost control guidelines. Recommends and implements corrective action in conjunction with the Program Manager.
Reviews and analyzes requests for proposals and prepares proposals in accordance with estimating policies; analyzes historical program performance data to develop schedule and cost estimates in response to requests for proposals.
Lead program control team to develop independent Estimate at Complete (EAC) and assess reasonableness of contractor's EAC.
Assure program team's consistent application of earned value and business processes; Earned value and EAC reviews, and review prior to customer submittals.
Plans, analyzes and reports on cost, sales, income, bookings, backlog, manpower, material and other related data for program families in the AWS programs
Lead and train program personnel in all aspects of program reporting, i.e., external IPMR reporting, material management, CSDR plans, Joint Surveillance Reviews, DCAA/DCMA Audits.
Identifies and recommends improvements to processes, practices or materials which lead to positive results in quality.
Able to work in a fast-paced environment with varying personalities across all functions
Demonstrate expertise and ability to tailor, as appropriate, including the ability to guide program control team members on processes for emerging acquisition models (e.g., OTAs, QRCs, etc.)
