General Responsibilities

Purpose:

The purpose of the Central Buying Execution AOR is to ensure seamless execution for daily activities related to the buying of pre-owned vehicles for Hertz. This encompasses all processes, reporting, costs and other activities related to buying of pre-owned vehicles.

Key-result Areas:

Review financial statements, activity reports, and other performance data to measure productivity and goal achievement and to determine areas needing cost reduction and program improvements. Provide detailed update to Hertz Management team on all elements and program improvements.

Measure and drive the performance of the Central Buying Team's execution to the acquisition plan. Achieve desired costs, volume and timeline targets as set by the Hertz Fleet Management team.

Success Measurements:

  • Demonstrate Year-Over-Year (YoY) cost savings (Cap Cost & Depreciation) on a per unit basis.

  • Eliminate down time during the in-fleeting process (YoY time reduction).

  • Drive process improvements that will help increase efficiencies and lower costs.

  • Achieve previewing and buying goals established by Hertz fleet management team.

Activities Required:

Daily:

  • Oversee In-Lane buying planning and drive results.

  • Ensure Proper Scheduling & provide all necessary tools to buyers needed to execute (Run Lists, etc).

  • Oversee Central Buying Team sourcing activities:

  • Optimize previewing, bidding and desking coverage.

  • Review Reports and take necessary actions to resolve discovered issues:

  • Pre-Owned Field Report

  • Drive down in-fleeting time by ensuring all owners are taking timely action.

  • Review "S" Holds and arbitrate when necessary.

  • Not in Database Report

  • No Purchase Order Issued Report: Resolve aged vehicles over 5 days from today's date.

  • No Title Report & No Registration Report:

  • Ensure active follow up by OKC (No expired ETA's or aged notes)

  • Research any auction purchases over 15 days old with no title; arbitrate as necessary.

  • Act as a liaison between Hertz and the seller or auction.

  • Ensure no vehicle is installed to the incorrect location by managing Delivery and Install mismatches.

  • Arbitration Management for all rejected, no-title, safety recalls and other issue vehicles:

  • Submit arbitrations the same day as notification received.

  • Resolve arbitrations within 72 hours of receipt.

  • Communicate the statuses with all involved parties (Field Location, OKC, HQ)

Weekly:

  • Assign coverage shifts and other activities associated with the purchasing of vehicles through the central buying team.

  • Review Reports and take necessary actions to resolve discovered issues:

  • NextGear PO Match File.

  • Communicate Results and Activities with Hertz Management:

  • Provide a weekly recap of all pending and complete arbitrations (Arbitration Dashboard).

  • Provide a weekly recap of the Pre-Owned In-Fleeting Process (In-Fleeting Dashboard).

  • Provide a weekly recap of In-Lane buying Results.

  • Provide a weekly recap of all buying activity (Buying Summary Report & Sold Report).

  • Provide a weekly recap of Buyer's execution results (Buyer Performance Report).

Monthly:

  • Complete and track monthly approval requests that approve monthly spend and volume of Pre-Owned vehicles for the rental fleet.

  • Review CMS Plan to ensure achievability (Class Mix, Cost Assumptions, Volume, Locations, etc.)

  • Review depreciation outlooks on high volume units and report out findings.

  • Communicate Results and Activities with Hertz Management:

  • Savings Report of Pre-Owned Vehicles Operating in the fleet.

  • Buying Summary

  • Arbitration Summary

Yearly:

  • Assist with volume, cost and savings forecasts.

  • Complete yearly executive summaries for savings, costs and activities associated with the purchase of pre-owned vehicles.

Mandatory Requirements

Knowledge, skills and experience required

Educational Background:

Bachelor's degree. Master's preferred, not required.

Professional Experience:

At least 3yrs of Automotive/Fleet professional experience in the vehicle procurement domain

Knowledge:

Automotive industry, dealer and wholesale market.

Skills:

Strong analytical skills including Excel, Access and Power-point proficiencies.

Strong interpersonal skills and presentation/speaking acumen.

Automotive and/or Rental Car/Commercial Fleet experience (3yrs or more)

You will help determine what cars Hertz should buy from the portfolio of models offered by the car manufacturers, where should they be delivered, how long should we run them, and when is the optimal time to sell them. We are looking for analysts who enjoy being in the middle of business and data science. You will help translate for the business what the optimization models are recommending. You will also use your skill to ensure the model recommendations make business sense and make changes when necessary. To build and maintain a fleet plan, you would be expected to keep the inputs to the models updated with latest information from procurement, demand, and car sales teams. Understanding the output of the optimization model is like solving a jig-saw puzzle. You will analyze the plan to answer questions from internal clients and explain why the recommendation is optimal. Understanding of the mathematical optimization model is key to explain why it is generating a certain output. With your deep understanding, you will be able to make recommendation to accept the output or improve it. In addition to maintaining the plan, you will also run scenarios. These scenarios are typically geared towards helping the company make strategic change in direction. They also help evaluate various offers from the manufacturers. You will also be building automation around reporting and own projects to help improve planning process. This could involve building visualizations in Tableau, writing SQL or Python code for building data model. As Sr. Supply chain analyst, you will develop end to end understanding of the planning process to be able to independently support internal clients. The goal of fleet planning is to minimize the cost of fleet while ensuring we have the right car at the right time and place. You will bring your experience to the table in finding opportunities and implementing process improvements to reduce cost, improve utilization, or take more rental demand. Mandatory Requirements Minimum qualifications: * Bachelor's or Master's degree in quantitative and analytical disciplines like Industrial Engineering, Operations Research, Decision Sciences, Mathematics, Actuarial Sciences or Statistics * 5+ years relevant experience in inventory planning * Excellent computer skills are essential (advanced excel, databases) Preferred qualifications: * Experience in car rental or fleet management * Experience using optimization models or other data science models * Experience with optimization tools (CPLEX/FICO) or statistical languages (like R or SAS) #LI-CG1 Preferred Requirements Hertz is a Drug-Free Workplace.
