ORGANIZATIONAL SUMMARY:
The Department of Surgery has 200+ employees across 8 divisions engaging in clinical, educational, and research excellence. The department has grown rapidly in the last 2 years and continues to recruit and expand its programs. It consists of a diverse team of skilled surgeons who are experts in their respective fields. The department also engages in clinical and basic science research which pave the way for innovative surgical techniques and treatments.
POSITION SUMMARY:
This position will be responsible for creating standardized reporting to the Chair and Administrator in order to assess division performances. The position would direct and train incoming staff as well as division administrators on day-to-day processes as needed (reimbursements, contract approvals, PO's, etc...). The position will be responsible for building parts of the annual budget and/or assisting the department administrator when needed. The position will be required to interpret and educate others on financial policies and guidelines. The position will be required to provide financial reports and forecasts to aid in the decision making process.
RESPONSIBILITIES:
Financial Planning and Strategy
Assist with developing and implementing the department's financial strategy in alignment with institutional goals and objectives
Participate in long-term financial planning and resource allocation
Identify opportunities for cost savings and revenue generation
Budget and Payroll Management
Monitor, manage, and help prepare the department's annual budget
Collaborate with department leaders to create realistic budgets that support academic and research activities
Allocate funds based on departmental priorities and needs
Oversee the administration of external funding sources (contracts, clinical research agreements, etc...)
Manage clinical research budgets and ensure compliance with funding guidelines
Oversee payroll processes for department, including accurate record-keeping and timely payroll processing
Ensure compliance with payroll regulation and guidelines
Financial Reporting and Analysis
Generate regular financial reports, statements, and analyses for department leadership and external stakeholders
Analyze financial data to provide insights and recommendations for decision making
Evaluate financial impact of departmental initiatives, programs and projects
Prepare for financial audits or reviews by maintaining accurate and organized financial records
Implement and oversee financial reporting and data analytics tools
Expense Controls and Monitoring
Monitor departmental expenditures to ensure they stay within approved budget limits.
Review spending patterns and variances, and provide explanations and recommendations.
Establish and maintain strong internal control procedures and maintain data accuracy and integrity
Stay up to date on financial policies, regulations, and compliance requirements
Ensure financial practices within the department adhere to institutional and regulatory standards
Leadership and development
Provide leadership and guidance to financial team
Collaborate with other departments, university administrators, and external partners to facilitate financial operations and resolve financial-related issues.
Provide training and support to department staff on financial processes and procedures.
Promote financial literacy and awareness within the department.
Lead or participate in special financial projects, initiatives, or strategic planning efforts.
Contribute to the development of new academic programs or research initiatives from a financial perspective.
Performs other duties as assigned.
POSITION QUALIFICATIONS:
MINIMUM:
This position requires a Bachelor's degree in Accounting, Finance, or Business Administration or other field directly related to the position's specific responsibilities and four years of professional business experience; or a Master's degree in the same fields and two years of experience. Appropriate college coursework or vocational/technical training may substitute at an equivalent rate for the required experience. Four years of direct experience can substitute for Bachelor's Degree (SB 1310). Six years of direct experience can substitute for Master's Degree (SB 1310).
