Primary Purpose

Responsible for managing a designated program by providing program design, implementation, and evaluation of program initiatives.

Minimum Specifications

Education

  • BSN
  • VIP/Rape Crisis Only: Must have a master's degree in social work or counseling.

Must have a Master of Science in Nursing from an accredited school of professional nursing.

Experience

  • VIP/Rape Crisis Only: Must have at least three years of counseling experience and one year of management experience.

  • Must have five (5) years of experience in related care area with evidence of professional focus and advancement in responsibilities.

Equivalent Education and/or Experience

  • None

Certification/Registration/Licensure

  • All must have a current, valid RN license or temporary RN license from the Texas Board of Nursing; or, a valid Compact RN license.

  • All must have current Basic Life Support Certification, must be from one of the following: American Heart Association American Red Cross Military Training Network

  • Surgical Services Administration requires: Advanced Burn Life Support (ABLS) within 6 months of hire or placement in the position. Must have current Advanced Cardiac Life Support (ACLS) certification. Certification must be from one of the following: American Heart Association American Read Cross Military Training Network Must obtain and maintain an instructor status in ABLS within 18 months of hire or placement in the position.

  • Nurse Family Partnership requires: Must have current certification in either Neonatal Resuscitation Program (NRP) or must have current Advanced Life Support (ALS) or Advanced Cardiac Life Support (ACLS) certification upon hire or placement in the position. Certification must be from one of the following: American Heart Association American Red Cross Military Training Network

  • VIP/RC requires: Must be licensed by the Texas State Board of Social Worker Examiners as LMSW or LCSW, or by the Texas State Board of Examiners of Professional Counselors as an LPC.

  • Neonatal Nursery

  • ICU (NICU) requires: Prefer leadership or clinical certification from ANCC. May be required to have additional specialty certifications. Active participant in professional nursing organizations.
  • Labor & Delivery - requires: Current, valid RN license or temporary RN license from the Texas Board of Nursing; or valid Compact RN license. Must have current Advanced Cardiopulmonary Life Support (ACLS) certification upon hire or placement in position. Certification must be from: American Heart Association American Red Cross Military Training Network Must have current Neonatal Resuscitation Program (NRP) certification upon hire or placement in position. Must have completion of National Fetal Monitoring Certificate within one year of hire or transition into the role. Completion of national fetal monitoring certification within one year of hire. Active participant in professional nursing organizations.
    • Rapid Access Team requires: Current, valid RN License from the Texas Board of Nursing; or valid Compact RN License Must have Advanced Cardiopulmonary Life Support Instructor certification. Certified Critical Care Nurse

Responsibilities

1.Manages the department programs to ensure the center's verification and designation are met for outreach education and injury prevention. Provides program design as needed.

2.Implements, monitors, evaluates, and reports on details regarding the education programs and injury prevention to the designated Committees.

3.Serves as a program and community Liaison and resource person performing public speaking and education, etc. that support the missions, goals, and objectives of the specialty program and Parkland while establishing and cultivating positive working relationships to maximize interactive cooperative relationships.

4.. Maintains a database for all related regulatory, outreach educational, and injury prevention programs as needed. Ensures data integrity through clinical review and verification of medical records.

5.Assists with developing, revising, and monitoring annual goals, objectives, and budget, that support the overall missions and objectives of the department and Parkland.

6.Serves on the local/regional/national committees, task forces, special interest groups, and various other committees as requested to serve as an active contributor and participant in achieving education and meeting the PHHS goals.

7.VIP/Rape Crisis Only: Responsible for the volunteer and intern program including recruiting, training, assigning interns to specific supervisors, assuring that university undergraduate and graduate program requirements are met, and providing direct supervision as required. Identifies and analyzes the design of jobs, work processes, workflows, etc. for the VIP/Rape Crisis program and implements appropriate changes to improve effectiveness, productivity, and efficiency that support the overall goals of the department and Parkland. Stays abreast of the latest developments, advancements, and trends in the field of family violence, sexual assault, and counseling by attending local and national seminars/workshops, reading professional journals, and actively participating.



  1. (NICU)/(Labor and Delivery) Serves as the subject matter expert and acts as the co-lead individual (with the NLOC NMD & MLOC MMD) for the Parkland Health Neonatal/Maternal Levels of Care Program. Responsible for meeting all compliance requirements including but not limited to revisions, corrections and updates required for NLOC/MLOC projects; preparation and submission of all required QAPI documents; supports data registry of as required by the State of Texas; and leadership and/or participation in all NLOC/MLOC activities. Responsible for achievement and completion of all NLOC/MLOC requirements to maintain designation and submission of a successful re-designation application at specified intervals. Completes chart reviews as necessary for the QAPI process. Ensures perinatal data integrity through clinical review and verification of the medical record. Uses expertise to identify and resolve overall NLOC/MLOC related issues. Lead meetings and participates in program plan oversight and other quality meetings as appropriate. Directs program timelines, milestones, and deliverables with both short and long-term goals as depicted in the designation rules. Works with Clinical Education and department leaders on existing educational programs to ensure staff competency and participates in ongoing staff and team-based education and training in Neonatal/Maternal care. Collaborate with Neonatal/Maternal Medical Director and nursing leaders to develop, implement, or revise written policies and procedures, the Neonatal/Maternal QAPI plan, including specific reviews and data initiatives, and criteria for transfer, consultation, for a higher-level of care. Participates in Neonatal/Maternal care and consistently review care to ensure the Neonatal/Maternal QAPI plan is specific to Neonatal /Maternal care, data driven, and outcome based. Works collaboratively with all nursing leaders and serves as a liaison with support documents to ensure efficient and effective system operations for the provisions of Neonatal/Maternal services through all phases of care. Oversees the Neonatal/Maternal Quality Assessment and Performance Improvement (QAPI) Program and identifies variances in care. Ensures Women and Infants Specialty Health services meet the mission, vision, goals and objectives of Parkland, the needs of the community and all pertinent regulatory and accreditation requirements.

  2. (NICU) The NPM must participate in perinatal regional committee meetings, regional QAPI initiatives, regional collaboratives, and submit requested data to assist with data analysis to evaluate regional outcomes as an element of the facility neonatal QAPI plan. Participate in ongoing staff and team-based education and training in the care of the neonatal patient Monitor utilization of telehealth/telemedicine Collaborate with the NMD, maternal program, consulting physicians, and nursing leaders and units providing neonatal care to include developing, implementing, or revising: written policies, procedures, and guidelines for neonatal care that are implemented and monitored for variances the neonatal QAPI Plan, specific reviews, and data initiatives; criteria for transfer, consultation, or higher-level of care; and staff competencies, education, and training regularly and actively participate in neonatal care at the facility where program manager services are provided consistently review the neonatal care provided and ensure the neonatal QAPI Plan is specific to neonatal/infant care, data driven, and outcome-based frequently lead the meetings and participate in Neonatal Program Oversight and other neonatal meetings as appropriate; and develop and maintain collaborative relationships with other NPMs of designated neonatal facilities within the applicable PCR.
