Hiring Range: $76,000 to $90,000. DOE

Primary Purpose:

The Program Officer, in coordination with the Senior Program Officer and other program staff, serves as OCF's Community Engagement and Equity Branch representative in the Metro and North Coast regions, based in the Portland OCF office, and also works in other counties as needed and assigned. The Program Officer participates as a member of the local team committed to advance OCF's overall philanthropic mission in the regions and works to implement the broad strategic goals of the Community Engagement and Equity Department.

OCF employees are expected to work a minimum of three days in the OCF office beginning 2/21/2023. We are in the process of assessing eligibility for hybrid work schedules for our positions. After the initial training period, this position may be assessed as having an option to work remotely for a portion of the week.

Essential Duties and Responsibilities

A. A. Community Engagement, Partnerships and Collaboration

  • Percentage of Time: 55%
  • Act as a public representative for OCF's programming related to Metro Portland and the North Coast; deliver community presentations and meetings with other foundations; communicate with Board, Leadership Councils, staff and external partners in the public, private, and nonprofit sectors.

  • Represent OCF at meetings with public agencies, policy makers and other key stakeholders; serve on statewide or regional committees or task forces

  • Represent OCF at local and national conferences and events in order to share OCF's work and impact

  • Conduct outreach, communicate with, and develop relationships with grant seekers and other constituents statewide about foundation priorities, guidelines, grant opportunities and grant decisions

  • Plan, implement and evaluate community engagement strategies to strengthen relationships and establish trust, build capacity, and provide meaningful opportunities for community involvement in OCF's community impact work

  • Collaborate with PSD to support prospective donors, provide high quality donor stewardship, and support donor engagement in OCF's priorities

  • Assist Donor Relations Officers in providing research and analysis about community issues, nonprofits, and grant applications, as requested by OCF donor advisors

  • Collaborate with Marketing and Communications to develop and execute communications that increase stakeholder awareness and engagement about Metro Portland and the North Coast

  • Create reports to externally communicate progress, successes, challenges and future directions, as applicable

B. Program Management

  • Percentage of Time: 35%
  • Lead the design and implementation of community problem-solving grant programs as assigned, including grant program development, collaboration with key stakeholders, and community engagement including development and coordination of committees.

  • Oversee proactive community problem-solving and engagement grantmaking, including development of program guidelines and criteria, application processes, proposal review, and development of grant recommendations.

  • Serve as part of the Community Grants team including proposal review, site visits, and development of grant recommendations

  • Collaborate and engage with program staff across the state to maintain high quality programs that address regional needs and collaborate with staff to fulfill the broader, overarching mission and goals of the foundation.

  • Serve as primary contact for potential grantees. Respond to inquiries for grants, manage application processes, communicate with grantees, and conduct site visits and nonprofit outreach

  • Apply equitable grantmaking practices to ensure accessibility, reach and distribution of funding based on population or community need and intended impact

  • Monitor the collection and assessment of grantee reports; integrate findings into communications plans

  • Develop knowledge and expertise about organizations, people and issues in the Metro Portland and North Coast regions while building relationships with diverse communities and leaders.

  • Keep abreast of research and trends about effective and innovative practices and community needs related to Metro Portland and the North Coast regions to increase impact and identify opportunities for OCF investments.

  • Serve as a resource for OCF Board members, Leadership Council members, community members, foundation partners and OCF colleagues who have broad informational needs related to nonprofit and community needs related to Metro Portland and the North Coast regions

  • Assist the Senior Program Officer, Metro and work with others to plan and develop agendas and coordinate presentation materials and discussions for committees and Board; report and present to committee when applicable.

  • Collaborate with program and Philanthropic Services Department (PSD) to utilize volunteer systems and coordinate engagement with volunteers

C. Program Strategy

  • Percentage of Time: 10%
  • In collaboration with the Senior Program Officer, Metro, identify opportunities for OCF's grantmaking to deepen impact in issues related to community and civic engagement

  • Collaborate with senior program staff with setting strategic direction, planning and development of strategies and investments for the Community Grants Program, OCF's statewide open responsive grant program

  • Collaborate with the Chief Community Engagement and Equity Officer and other program staff to align priorities with other CEED programs as needed

  • Conduct analysis of opportunities for OCF to have strategic impact and recommend well-reasoned options for action to the Chief Community Engagement and Equity Officer, the Community Engagement Committee and Board to consider.

  • Collaborate with others to develop strategies using the breadth of tools available, including grantmaking, advocacy/policy, and community engagement.

E. Supervisory Responsibilities

Required Experience and Education:

  • Six or more years of experience with nonprofit organizations, grantmaking, and/or program planning and management.

  • Bachelor's degree in a related field or equivalent experience in lieu of degree.

  • Extensive knowledge of Oregon and strong interest or knowledge of philanthropy.

  • Knowledge of Metro Portland and North Coast regions.

  • Strong knowledge of MS Word, Outlook, Excel, PowerPoint and Teams. Experience working in a network environment with an integrated database.

Physical Demands and Working Conditions: This job is typically performed under very comfortable working conditions; any disagreeable elements are generally absent during the normal performance of the job. Job duties mostly are performed in an office setting or indoor meeting rooms. Requires repetitive use of keyboard and monitor, and ability to sit or stand for long periods at a time. Requires ability to use telephone and standard office equipment. Requires ability to perform site visits and communicate verbally with others.

Travel

  • Percentage of Time: 5-10% Travel is required with this position, most frequently within the Metro Portland region, with some statewide (mostly North Coast) travel, including an occasional overnight stay. A valid driver's license is required

Safety: Support a safe work environment by performing work duties safely and according to procedures. This includes reporting all injuries, illnesses or accidents sustained while working to your immediate supervisor as soon as possible after the occurrence or within 24 hours of the injury, illness, or accident, and reporting any accident involving OCF vehicles, equipment, or other property, regardless of the nature of the accident, to your immediate supervisor as soon as possible after the accident.

Attendance Requirements: Regular punctuality and attendance are required as well as periodic attendance at after-hours events or work beyond regular business hours.

Compensation and Benefits: This is an exempt, full-time position. The hiring range for this position is $76,000 to $90,000. DOE. Salary offers are determined in conjunction with an internal pay equity assessment.
