The Illinois Department of Public Health (IDPH) is tasked with the oversight of communities within Illinois to achieve and maintain optimal health and safety. With an annual budget of over $2 billion in state and federal funds, 6 regional offices, 3 laboratories and over 1,200 employees, IDPH is equipped to fulfill its mission of protecting the health and wellness of the people of Illinois through the prevention, health promotion, regulation and control of disease and injury.

Position Overview

Oral Health Section (OHS) in the Office of Health Promotion at IDPH establishes programs and partnerships designed to improve access to population‐based interventions that prevent and reduce oral disease by promoting oral health as integral to health through organized community efforts.

The Illinois Department of Public Health is seeking a highly motivated individual to lead Illinois's fluoridation monitoring program, providing consultation and training services that assist individuals and communities in maintaining optimally fluoridated drinking water; participates in surveys, data collection, presentation and other public health services and surveillance activities; assists with oral health projects and grant development to aid in improving the oral health of Illinois population. The individual will work with grants and grantees, work with groups, private/public partnerships and oral health care organizations for the development, implementation and evaluation of programs to improve the oral health of the public. Participates as an acting member in coalitions as assigned.

Job Responsibilities

1.Performs evaluative studies of complex technical fluoridation data management operations and other oral health related studies.

  • Identifies and isolates operating problems/issues, by using data analysis techniques which include: data compilation, presentation and reporting techniques, informational materials and selected manual revisions and correspondence relating to the fluoridation data system.

  • Monitors scheduling and deadline controls over fluoridation data reporting.

  • Leads quality improvement activities and provides recommendations for courses of action.

2.Plans, develops, adapts/extends/revises oral health program procedures for the expansion of services.

  • Confers and consults with administrators prior to, and during installations.

  • Studies Federal releases and makes adaptations for compliance.

  • Makes recommendations for courses of action.

3.Reviews data compilation for accuracy, timeliness and quality of analysis reporting prior to traveling for distribution to communities and other state and federal agencies.

4.Coordinates and implements fluoridation data system revisions. System revisions are dictated by changes made by the administrator that are based on program policies and other state or federal agency requirements.

  • Works with program administrators to develop specifications for complex system revision for the administrators to use when drafting documents to request assistance from data system experts outside of the Division.

  • Completes revisions.

  • Reviews system to assure appropriate operations with revisions in place.

5.Supports central office routine tasks and agency requirements such as training, making presentations, traveling to and attending conferences, coordinating state fair and other events for Oral Health Section.

6.Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to the completion of four years of college with courses in public administration, accounting, industrial relations, prelegal or personnel management.

  • Requires two years professional experience in public administration, business management, or accounting.

Preferred Qualifications

  • One (1) year of professional experience in a public or private organization in a position that collects, compiles, reports and presents data.

  • Two (2) years of experience using Microsoft Access, Excel, Word, PowerPoint, Teams, and OneDrive.

  • One (1) year of experience controlling, handling, and maintaining activities and work in a professional office setting.

  • One (1) year of professional experience developing and maintaining cooperative working relationships to effectively meet Oral Health objectives.

  • Two (2) years of experience in an office setting applying knowledge of composition, grammar, spelling, and punctuation.

  • Two (2) years of experience communicating (written, oral, presentation) to professional and lay audiences.

  • One (1) year of experience with agency programs, rules, and regulations.
