Mental Health Program Manager I

Salary Grade: 31

Full Time salary range: $121,179 - $135,071

The Research Foundation for Mental Hygiene, Inc. (RFMH) is currently seeking a qualified candidate to serve as a Grade 31 Mental Health Program Manager I at the Office of Mental Health in Albany, New York.

Function and Scope

Under the general direction of the Associate Commissioner and Deputy Director, with clinical guidance of the Medical Director of the Division of Integrated Community Services for Children and Family Services, the Mental Health Program Manager 1 directs the Bureau of Inpatient, Residential, and Crisis Services.

The incumbent is responsible for ensuring that all treatment and support programs and initiatives align with the mission and vision of the agency and Division, as well as the principles that guide children's mental health, such as resilience-oriented approached that are based on family driven and youth guided care. The incumbent oversees and influences the interface between the clinical aspects and the operational implementation of new programs and guides changes to existing programs to reflect the best knowledge in the field of children's mental health. The incumbent also ensures the latest developments in research related to the mental health of children and their families are actively incorporated into policy and are supported and disseminated to the highest extent possible.

Responsibilities

Policy and Regulatory Development

  • Engages in executive level management planning, policy and decision-making to lead and guide the operational implementation of new programs and services, as well as changes to existing programs and services, which comprise the children's mental health system.

  • Collaborates within OMH and with other child-serving state agencies on the provision of inpatient, crisis and residential community-based services to children and their families, and other initiatives in order to facilitate the alignment of policies and activities.

  • Develops and implements policy recommendations based on operational needs.

  • Works with the Division's Medical Director to ensure policies and decisions are clinically sound. Guides and provides expertise to ensure program integrity.

Oversee Program and Clinical Direction

  • Oversees initiation, implementation, and maintenance of effective treatment and support intervention models within licensed and designated programs.

  • Direct the development of training content and fidelity measures to ensure consistency in program implementation, along with the creation of an evaluation plan to monitor the effectiveness of the clinical model.

  • Liaison with OMH internal partners, such as the Adult Community Division and State Operations, as well as cross system partners, to promote and coordinate program approaches and models.

  • Work with provider agency leadership to support the operationalization of the new program approaches to ensure fiscal viability and program sustainability.

  • Coordinate advisory and steering committees to review progress and secure stakeholder feedback and input into program development.

Cross Agency Collaboration

  • Works cooperatively with other child-serving systems such as the NY State Education Department, the Office of Children and Family Services, the Office for People with Developmental Disabilities, the Office of Addiction Supports and Services, and the Department of Health in order to lead, support and encourage the integration, implementation, and delivery of clinically sound care for children.

  • Provides expertise concerning child serving systems and leverages use of best practices and cross systems collaborative relationships to guide the development of children's programs designed to deliver optimum services.

  • Assist in the identification of strategies and approached to address the needs of cross-systems youth and struggle to find and access adequate levels of care and appropriate service interventions to meet their complex needs.

  • Supports and collaborates on system-wide initiatives including but not limited to workforce and research agendas

  • Works collaboratively with OMH affiliations with academic institutions, providing immediate access to the Division to research and information. Leverages the use of data to develop and implement best practices in the field of children's mental health.

  • Represents the Division of Integrated Community Services for Children and Family Services on clinically relevant committees and work groups. Conducts liaison activities with other State agencies, counties, consumers and their families and other citizen groups to foster the implementation of Division initiatives and cross-system collaboration. Represent OMH on interagency meetings, work groups and advisory councils.

Manage and Supervise Bureau Staff

  • Manages appropriate use of fiscal and staff resources. Works with staff to develop resource allocation methodologies for personal service and non-personal service and manages the system's use of these resources throughout the fiscal year.

  • Supervises Bureau staff. Reviews and evaluates performance, recommends training, and mentors employees to ensure optimum work performance. Plan and organizes Bureau staff meetings. Collaborates with and advises the Field Office Regional Children and Youth Coordinators, Family Advocacy Specialists and Youth Advocacy Specialists.

  • Provides technical expertise and guide staff to ensure the optimization of best practices and monitoring of outcomes and provide ongoing technical assistance to foster improved outcomes for children and their families.

  • Other duties as assigned.

Minimum Qualifications

  • A master's degree in psychology, Social Work, Public Health, or related field

  • Five years of experience working in programs providing mental health services for children, youth, and families in a supervisory role. Experience must also include in the development of agency policies and/or procedures, responsible for quality assurance activities, and/or involvement in compliance activities that oversee and govern the provision of health and/or mental health services.

  • Two years of experience working in OMH-licensed, designated, or funded programs providing mental health services for children, youth, and families.

Preferred Qualifications

  • Five years of experience working in OMH-licensed, designated, or funded programs providing mental health services for children, youth, and families

  • Five years of supervisory experience overseeing clinical and direct service staff providing mental health services

  • Five years of experience working with organizations or individuals from minority, marginalized or underserved populations.

  • Three years of experience gathering community level input about the unique needs of recipients of services, including minority, marginalized or underserved populations.

  • Three years of experience in the creation, design, implementation of specific activities and infinitives aimed at the reduction of disparities in access, quality, and treatment outcomes for minority, marginalized or underserved populations.
