This position is in the Mental Health Licensure Branch of the Mental Health Licensure and Certification (MHLC) Section and will function as a Licensure & Training consultant to determine if initial or change applications submitted to the MHLC by section meet compliance with North Carolina General Statute 122C and the 10A NCAC North Carolina Administrative Code (mental health licensure rules).

Job Responsibilities Include:

  • Conducting extensive onsite and desk reviews of documentation to ascertain compliance with applicable State Licensure Regulations before approving licensure for mental health, substance abuse, intellectual disability and developmental disability facilities

  • Conducting onsite reviews of allegations of unlicensed facilities received by the public.

  • Providing technical assistance to providers, the public, and other agencies relating to the requirements for State licensing and the complaint investigation process.

  • Assisting with provider trainings.

The individual must be able to work independently and within a team. The position is home-based and requires extensive travel to facilities throughout the State's Western, Central, and other regions. The successful applicant should reside in the Western or Central areas of North Carolina.

About the Division of Health Service Regulation and the Mental Health Licensure and Certification Section

The Division of Health Service Regulation (DHSR) provides for the health, safety and well-being of individuals through effective regulatory and remedial activities including appropriate consultation and training opportunities and by improving access to health care delivery systems through the rational allocation of needed facilities and services.

The Mental Health Licensure and Certification Section provides regulatory services to mental health, developmental disability, and substance use disorder providers so that they can improve the quality of services they deliver through regulatory compliance; resulting ultimately in safe, quality care, quality of life and safety of residents and citizens who utilize mental health, developmental disability, and substance use disorder services. To receive credit for all of your work history and credentials, you must list the information on the application form. Qualified candidates must document on the application that they possess all of the following:

  • Strong clinical background and knowledge in the field of mental health, developmental disabilities, and/or substance abuse disorder.

  • Strong organizational, investigative, and analytical skills and the ability to make objective decisions while functioning independently.

  • Strong written and oral communication skills and the ability to document clearly and concisely in a technical report.

Must possess a valid driver's license with the ability to drive a vehicle, adapt to schedule changes, and travel on short notice, including overnights.

Physical Requirements:

Work in this position requires the ability to: stand for sustained periods of time; walk for long distances; talk; hear; withstand repetitive motions of the wrists, hands, and/or fingers; exert up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently; and close visual acuity.

Management Preferences:

  • Previous experience in regulating health care providers and/or experience as a behavioral health care provider.

  • Knowledge of laws and regulations that govern the licensure and operation of mental health facilities.

  • Intermediate to advanced computer skills with proficiency in Microsoft Office applications, as well as the ability to master new technology and complete work electronically.

Minimum Education and Experience Requirements

Generalist

Bachelor's degree in a health, human service, or educational related field from an appropriately accredited institution and three years' experience in surveying, clinical and/or administration of a program in a related health field;

OR

equivalent combination of education and experience.

Social Work

Master's degree in social work from an appropriately accredited institution and one year experience in surveying, clinical and/or administration of a program in a related health field;

OR

Bachelor's degree in social work from an appropriately accredited institution and three years' experience in surveying, clinical and/or administration of a program in a related health field;

OR
