This position carries out functions as per N.J.A.C.-10:37 4-6. Coordinates the function of the SC MHB and acts as liaison to the NJ Division of Mental Health and Addiction Services. Carry out functions as per N.J.A.C-10:37 4-6.

They coordinate the functions and activates of the Somerset County Mental Health Board and Liaison to the New Jersey Division of Mental Health Services (referred to as "The Division.") Educates the Mental Health Board members on state regulations that inform the practice of mental health providers in the community as well as the work of the mental health board. Plans for disaster response for residents with Access and Functional Needs.

Essential Functions

  • Maintain accurate records and summaries of the county Mental Health Board and its professional advisory committee's deliberations and conduct regular clerical and business matters of the county mental health board and be responsible to that body.

  • Coordinate the activities and function of the Somerset County Mental Health Board.

  • Serve as liaison between the county Mental Health Board and its advisory committee and county government, the Division, the Department, and the Federal Department of Health and Human Services, and to the local and regional planning bodies.

  • Provide leadership to county mental health policy groups and participants as an equal member in policy groups convened by the Division.

  • Participate in planning and implementation of all system and program development activities relating to the county, convened, initiated or required by the Division.

  • Act as facilitator/convener for meetings involving agencies under the county Mental Health Board's jurisdiction, and County, State and/or Federal officials.

  • Submit when required by the NJDMHAS an annual county mental health services plan to the Division in accordance with the Division's planning guidelines.

  • Attend Statewide or Regional meetings of the County Mental Health Administrator, and submit reports, as required by the Division.

  • Attend Systems Review Committee Meetings monthly.

  • Accepts complaints/grievances submitted by members of the community regarding mental health services, investigates and submits written letter of findings.

  • Schedules meetings with the MHB if a community member is not satisfied with the findings of the MHA.

  • Submits all findings to the SC DHS Director and the NJ DMHAS.

  • Participate in formal monitoring of grant and contract services.

  • Participate as a full team member at all Federal, State, County site inspections of all services and agencies under the Board's jurisdiction.

  • Review, comment and make recommendations on proposals and applications for mental health services to the County Mental Health Board and to agencies of the State and Federal Government, as appropriate.

  • Participate in the review and negotiation of initial and renewal contracts.

  • In cooperation with the Division develop affiliation agreements for promoting and monitoring a county unified service system.

  • Ensure proper communication of information concerning mental health services, funding, deadlines, etc. to funded agencies. Play an active role in carrying out the county mental health board's advocacy functions including.

i. Receiving and following up on client questions and complaints regarding services, as outlined in N.J.A.C. 10:37-4.6.

ii. Increasing representation and participation of service recipients on the county mental health board.

iii. Facilitating the development of self-help groups.

  • Is the lead role in implementing a mental health response during times of disaster.

  • Ensures the training/credentialing of disaster counselors.

  • Liaisons with the NJDMHAS' disaster and terrorism branch

  • Participates in disaster preparation activates as requested in conjunction with the County Office of Emergency Management.

  • Maintains an accurate data base of credentialed disaster counselors.

  • Participate as an equal member on the Somerset County Program Monitoring Committee.

  • Schedule and conduct as a team leader in formal monitoring of agencies receiving non-profit funding.

  • Prepare report of monitoring team activities and present findings to the program monitoring committee.

  • Prepare resolutions as needed and submit in a timely manner.

  • Participate in all Division head meetings scheduled by the SCDHS Director.

  • Attend Board of County Commissioners meetings as required.

  • Complete all other tasks as assigned by the Somerset County Director of Human Services.

  • Works closely with the SC OEM Director to plan for Access and Functional Needs response during emergencies.

  • Works closely with the Access and Functional Needs Planner, Preparedness Bureau/Emergency Management Section, NJ OEM

  • Works closely with Municipal OEM Officials in each of the 21 municipalities

  • Assists the Municipal OEM Officials with state grants.

  • Work in the Emergency Operation Center during disasters/emergencies.

  • Develops and maintains an active Functional Assessment Service Team which may be deployed during emergencies and disasters.

  • Develops and updates assessment tools for the Functional Assessment Service Team

Essential Qualifications

  • Master's Degree from an accredited university in Psychology, Public Administration, Social Work, Public Health, Hospital Administration Nursing or a related field. A Bachelor's Degree with significant work experience beyond the required three years in one of the above areas may be substituted for a Master's Degree with the prior approval of the Division.

  • Working knowledge of planning, budgeting, and human services contract administration.

  • Working Knowledge of current developments in the field of mental health.

  • Working Knowledge of organizations and operations in the public sector including government, private, social service and health agencies and public institutions.

  • Ability to devise model service systems and implement goals and objectives toward development of a unified services system.

  • Ability to work with various leaders, representatives of the community, families and consumer groups.

  • Computer Literate

  • A minimum of three years' experience in administration in mental health care or related fields.

  • Experience in compiling statistical reports, writing plans and analyzing legislation.
