What will you do?

  • Develops, implements & coordinates statewide Quality Assurance Program for the Developmental Centers (DCs).

  • Oversees departmental statewide Quality Assurance programs & how they operate & conform to other unit/office functions, goals & objectives & standards of care. Manages statewide review process that focuses on DC programs (e.g., oversees audit process & standards); Medicaid standards (ensures delivery systems are compliant with Medicaid rules, departmental goals/objectives & standards of care) - ensure consistent application of interpretation & application of mandated rules & governing processes across all facilities.

  • Conducts, directs & participates in mock Medicaid surveys of DCs & develops written reports & recommendation of findings. Attends Ohio Department of Health Medicaid closing conferences & directs/coordinates preparation of reconsideration/evidentiary hearings. Attends scheduled compliance meetings conducted in DCs to ensure internal monitoring of each DCs plan of correction, department policy & requirements & other assurance issues. Gains feedback from DCs to implement best standards of practice across all 8 centers.

  • Assists with Trauma Informed Care implementation and evaluation of recommendations for people served. Evaluate satisfaction of people served at the DCs and assist in action plans for improvement plans.

  • Works with management staff to research, recommend & implement policy & compliance standards related to statewide DC based services & supports.

  • Supervises Mental Health Administrator 4 positions (e.g., plans, schedules & monitors work; recommends commendation & discipline; evaluates employee performance & train employees in new programs, policies & procedures; interviews job applicants & recommends their hire; authorize leave requests); functionally supervises developmental center staff (e.g., establishes audit schedule & reviews work assignments, trains staff on required audit goals, reviews performance; interviews & makes selection recommendations; authorizes time & schedule assignments, recommends commendation & discipline).

  • Coordinates & ensures completion of auditing assignments; prepares reports & coordinates the collection/preparation of data to review various section activities. Directs audit team staff from each DC.

  • Ensures project completion of division reports (License capacity, satisfaction reports/surveys. Represents DCs regarding quality assurance issues etc., at meetings, training conferences & seminars to exchange & communicate state of the art information to resolve concerns & problems which impact on quality of services provided by Developmental Centers. Directs, promotes & provides in-service & staff development training to maintain state of the art practices in Developmental Centers.

This position is telework eligible under the agency's current telework agreement.

For all "programmatic" positions, completion of undergraduate core program in mental health & developmental disabilities technology, or social work or comparable field (e.g., child & family services), special education, psychology or rehabilitation or 24 mos. exp. in assessing consumers'/residents' needs & abilities as part of interdisciplinary team & in development of habilitation/treatment plans or programs for persons who are mentally ill or developmentally disabled; 12 mos. trg. or 12 mos. exp. in federal & state regulations governing care, custody, treatment, programming & environment of consumers/residents in state facilities & serviced by community programs; 6 mos. trg. in budgeting & spending or 6 mos. exp. determining budget & spending for operational unit or program of agency or firm. For all "administrative staff" positions, completion of undergraduate core program in business administration/management sciences or 12 mos. exp. in program & policy development for operational unit or program of firm or agency & monitoring implementation; 12 mos. trg. in budgeting & spending or 12 mos. exp. determining budgetary needs & spending for operational unit or program of agency or firm. In addition to one of preceding categories (i.e., programmatic positions or administrative staff), 6 mos. trg. in manpower planning or 6 mos. exp. scheduling personnel for adequate coverage & making staff projections; 3 mos. trg. in employee training & development or 3 mos. exp. writing training materials or conducting training.

  • Or 6 mos. exp. as Mental Health Administrator 5, 65225.

  • Or equivalent of Minimum Class Qualifications for Employment noted above.
