We are looking for a Member Engagement and Advisory Council Specialist to join our Chief Client Office within the Medicaid Operations Office (MOO)!

The Colorado Department of Health Care Policy and Financing operates a $12 billion budget to ensure Medicaid, Child Health Plan Plus (CHP+) and other public insurance programs provide access to quality health care to over 1.5 million Coloradans through an efficient service delivery system.

The Chief Client Office provides an executive level, comprehensive and authoritative view of the customer, creates an organizational and customer strategy to improve the member experience, improve business processes and enable member engagement in healthier living. The Office engages all levels of the organization, federal partners, state and local agencies and contracted partners to deliver an optimal and effective customer experience through strategic development, reforms and initiatives of policy, programs and operations enabling opportunities for healthier living. Office is responsible for planning, directing, and executing major programs, driving change across both the Department and external partners to achieve this mission.

We are onboarding new employees using a hybrid approach. The Department supports flexible work arrangements. Depending on the business need and description of the position, we have options that range from fully remote, hybrid, to full-time in the office. Description of Job

As a staff authority, this position enables member-centered decisions through administration of the Department's externally facing Member Experience Advisory Council (MEAC). The MEAC provides feedback on programs, policies, procedures and communications that impact Health First Colorado and CHP+ members. Member-centered decisions drive efficiencies, empower members and improve the overall health of the Colorado population. The purpose of this position is to facilitate expanded member-centered programming, policy, and culture across the Department.

Duties include, but are not limited to:

  • Serves as the staff authority and Department's primary point of contact for connecting members into member and community engagement opportunities within the Department

  • Develops, leads, and implements Department Member and Community Engagement Plan

  • Collaborates across the Department at all levels to increase member engagement and participation in advisory councils, focus groups and surveys where the member's voices are heard and to implement impactful changes based on the feedback, reporting metrics and research

  • Implements and supports projects that aim to achieve optimal member experience and promote programmatic improvement

  • Applies strategies, best practices and tactics of user experience and engagement into the Department's programs, including but not limited to Health First Colorado (Medicaid) and Child Health Plan Plus (CHP+), with the purpose of optimizing the member experience and efficiencies

  • Improves the way the Department collects, aggregates, understands, considers and integrates the member feedback in developing and improving policy, programming, infrastructure, and electronic systems

  • Leverages new and existing tools to collect feedback

  • Facilitates member engagement initiatives (surveys, focus groups, etc.), including the Member Experience Advisory Council program

  • Produces reports, articles, or similar communications that capture the member experience and make it accessible to all Department staff

  • Other duties as assigned

MINIMUM QUALIFICATIONS:

Education and Experience:

Seven years of professional experience developing, implementing and managing strategies, systems and processes.

OR

Bachelor's degree from an accredited institution in Health Policy and Administration, Public Health, Public Policy, Communications, Social Work, Education, or a field of study closely related to the work assignment; AND three years of professional experience developing, implementing and managing strategies, systems and processes.

Substitutions:

Additional appropriate education will substitute for the required experience on a year-for-year basis.

PREFERRED QUALIFICATIONS

  • Prior or current state experience related to the duties of this position

  • Professional experience developing and executing on engagement and facilitation strategies that include diversity and un-/under- represented populations

HIGHLY DESIRABLE KNOWLEDGE, SKILLS, AND ABILITIES (KSAs)

  • Strong organization, project coordination, timekeeping, attention to detail and management skills

  • Outstanding verbal and written communication and collaboration skills, guiding and engaging individuals in challenging, complex and personal topics, summarizing and synthesizing themes and feedback

  • Impeccable interpersonal skills, including establishing trust, maintaining neutrality, encouraging participation, observing verbal and non-verbal cues, setting the meetings tone and energy and guiding members through

DEFINITION OF PROFESSIONAL EXPERIENCE: Work that involves exercising discretion, analytical skill, judgment, personal accountability, and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods.

CONDITIONS OF EMPLOYMENT

  • All positions at HCPF are security sensitive positions and require that the individuals undergo a criminal record background check as a condition of employment.
