Summary

About the Position:
This position is with The Department of Pathology, Clinical Pathology Services, at Bayne-Jones Army Community Hospital, Ft. Polk, LA.
This position is being filled under the Expedited Hiring Authority for Shortage Category and/or Critical Need Health Care Occupations.
May require shift work on a rotational basis to include evenings, nights, weekends, and holidays.
A recruitment or relocation incentive may be authorized.

Responsibilities

Correlate quantitative, biochemical, physiologic, and morphologic data with other laboratory data and/or other patient data (history, physical findings, medications) to verify results.
Calibrate, perform quality control testing, and maintain instruments per protocol or as necessary.
Perform developmental work to include setting up new tests and/or adapting manual tests to automatic processing.
Process specimens using equipment, instruments, or techniques that are necessary to prepare them for specific analysis; control physical conditions; respond to time factors to insure that the physiologic state of the specimen is maintained.

Basic Requirement for Medical Technologist:
A. A Bachelor's or graduate/higher level degree from a regionally accredited college/university including courses in biological science, chemistry and mathematics, AND successful completion of a Medical Laboratory Scientist/Clinical Laboratory Scientist program accredited by the National Accrediting Agency for Clinical Laboratory Sciences (NAACLS) or an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained.
OR
B. A full 4-year course of study that included 12 months in a college or hospital-based medical technology program or medical technology school approved by a recognized accrediting organization. The professional medical technology curriculum may have consisted of a 1-year post- bachelor's certificate program or the last 1 or 2 years of a 4-year program of study culminating in a bachelor's in medical technology.
OR
C. A Bachelor's or graduate/higher level degree from an accredited college/university, including 16 semester hours (24 quarter hours) of biological science (with one semester in microbiology), 16 semester hours (24 quarter hours) of chemistry (with one semester in organic or biochemistry), one semester (one quarter) of mathematics, AND five years of full time acceptable clinical laboratory experience in Blood Banking, Chemistry, Hematology, microbiology, Immunology and Urinalysis/Body Fluids. This combination of education and experience must have provided knowledge of the theories, principles, and practices of medical technology equivalent to that provided by the full 4-year course of study described in A or B above. All science and mathematics courses must have been acceptable for credit toward meeting the requirements for a science major at an accredited college or university. Acceptable experience is responsible professional or technician experience in a hospital laboratory, health agency, industrial medical laboratory, or pharmaceutical house; or teaching, test development, or medical research program experience that provided an understanding of the methods and techniques applied in performing professional clinical laboratory work. Certification/licensure as a medical technologist (generalist) obtained through written examination by a nationally recognized credentialing agency or State licensing body is a good indication that the quality of experience is acceptable.

Evaluation of Education and Experience: The major areas of clinical laboratory science are microbiology, clinical chemistry, hematology, and immunohematology (blood banking). Qualifying course work in these areas includes bacteriology, mycology, mycobacteriology, tissue culture, virology, parasitology, endocrinology, enzymology, toxicology, urinalysis, coagulation, hemostasis, cell morphology, immunology, serology, immunoserology, immuno-deficiency, hemolysis, histocompatibility, cytotechnology, and similar disciplines or areas of laboratory practice.
Related fields include physiology, anatomy, molecular biology, cell biology, embryology, pathology, genetics, pharmacology, histology, cytology, nuclear medicine, epidemiology, biostatistics, infection control, physics, statistics, and similar areas of science where the work is directly related to the position to be filled.

Experience or graduate education must have been in (1) the general field of medical technology; (2) one of the disciplines or specialized areas of medical technology; or (3) a field directly related and applicable to medical technology or the position to be filled.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Experience required: To qualify based on your work experience, your resume must describe one year of specialized experience which includes performing routine and specialized tests in the core laboratory; evaluating abnormal testing results; conduct quality control procedures; and calibrate and maintain equipment. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Experience or graduate education must have been in (1) the general field of medical technology; (2) one of the disciplines or specialized areas of medical technology; or (3) a field directly related and applicable to medical technology or the position to be filled.
AND
Certification: Certification from the American Society for Clinical Pathology (ASCP), American Medical Technologist (AMT) or other board or registry deemed comparable by the Office of the Assistant Secretary of Defense for Health Affairs (OASD(HA)) or their designee as a Medical Technologist (MT) or Medical Lab Scientist (MLS) is required.

There is no direct technical supervision, and the individual exercises independent judgment in selection and performance of the full range of patient and consultant services in support of the MEB. Exercises supervisory responsibility for the process involving fitness for duty, Medical Evaluation Boards and Temporary Retirement List Evaluations for military personnel of all ranks. Incumbent works independently in accordance with methods and practices of the medical profession and established administrative policies as an expert in his/her medical specialty field. Medical services and program objectives and consultations provided are not reviewed and the individual has considerable latitude for professional technical decisions, overall effectiveness, and accomplishment of objectives. The quality of professional and administrative work is evaluated using the quality assurance principles; policies and regulations as mandated by the Joint Commission on Accreditation of health Care Organizations and as structured by appropriate Army and local regulations and policies. 1. As the Senior Physician (MEB) in the MEB Outpatient Clinic, provides leadership and technical direction to a subordinate staff assigned to the MEB Outpatient Clinic. Must be board certified in his/her medical specialty, have demonstrated experience and proficiency in fitness for duty evaluations including Medical Evaluation Boards and Temporary Disability Retirement List evaluations. Requires extensive knowledge of command issues affecting soldier readiness. a. Utilizes a thorough knowledge of (1) the process involved in fitness for duty, Medical Evaluation Board and Temporary Retirement List Evaluations, (2) extreme familiarity with Army Skill (Officers) and Military Occupational Specialties (MOS) (Enlisted), and (3) extensive experience in command consultation, to review, evaluate and analyze cases of individuals being processed for fitness for duty evaluations due to illnesses or injuries.b. Coordinates and performs fitness for duty evaluations, Medical Evaluation Boards, Medical Evaluation Board consultation and Temporary Disability Retired List (TDRL) evaluations. Responsible for comprehensive review of medical records, orders and interprets diagnostic tests and x-rays, ancillary tests, and utilizing sound clinical judgment arranges for other medical specialty consultation.c. Dictates comprehensive narrative summaries utilizing consultant contributions and opinions as indicated. Reviews all comprehensive narrative summaries (NARSUMS) and medical board consultations and ensures they are accurate, concise and appropriate for review by the Physical Evaluation Board (PEB).2. Assesses community and patient population needs, mission requirements, and Service resources to plan, implement, and provide a wide array of outpatient and inpatient services to include consultative support to other hospital clinics, MEDDAC activities, and community agencies. Demonstrates and employs a thorough understanding of medical principles of assessment, diagnosis, and treatment.a. Coordinates with other physicians (family practitioners, general psychiatrists, etc.) in evaluating and correlating conflicting medical evidence for the exceptionally difficult and otherwise untreatable cases. Is consulted on by other MEB Physicians on very difficult or complex cases.b. Keeps abreast of the latest developments reported in medical literature and is able to apply an authoritative, critical judgment to developments reported. c. Provides routine, complex and emergency intakes and extended evaluations for a variety illness and disorders. Performs medical evaluation pertinent to the assessment and diagnosis of a variety of disorders, and requests appropriate laboratory, EKG, imaging, and psychological evaluations as required. d. Provides appropriate referrals to other medical and mental health care providers in and outside of the Medical Treatment Facility.3. Supervisory Responsibilities. Performs the full range of supervisory responsibilities for the subordinate staff assigned to the MEB Outpatient Clinic. Depending on the Medical Treatment Facility (MTF) staffing plan, the staff supervised may range from Physicians (MEB), GP-0602-14, or any combination of Physician (MEB), GP-0602-14, Physician Assistants, GS-0603-12, or Nurse (Practitioner), GS-0610-12. Performs the full range of personnel management functions normally associated with a first level supervisory position. These functions include, at a minimum, initiating personnel actions, setting performance standards, performance reviews, training and leave scheduling.
