The position is located in the Specimen Collection and Processing Section of the Northern California Health Care System in Oakland California.
Major duties and responsibilities include, but are not limited to, the following:
Draws blood from outpatients for requested laboratory tests.
Verifies that patient is the individual denoted on the request and label all tubes with patient's identification.
Verifies proper patient preparation and sample collection.
Receives, processes and packs for shipment varied clinical specimens for reference laboratory testing.
Selects, performs, evaluates and monitors the performance of test procedures using manual and/or automated techniques.
Responds to reports and assists in emergency situation.Must follow first aid procedures for the care of patients who become sick, arrest, or faint while having blood drawn.Observes and reports any physical or mental changes while patients are being drawn.
Recognizes indicators of malfunction and evaluates validity of data. When operations fall outside acceptable limits, incumbent uses independent judgment in adjusting either the procedure or the mechanical devise used in the operation to bring into good quality control. WORK SCHEDULE: Full-Time; Monday - Friday 8AM - 4:30PM
DESIGNATED DRUG-TESTING POSITION: Applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment.

ENGLISH LANGUAGE PROFICIENCY: In accordance with 38 U.S.C. 7402(d), No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.

SPECIALIZED EXPERIENCE: Must have at least one (1) year of specialized experience that equipped you with the knowledge of accounting practices, principles and other guidelines to successfully perform the duties of this position, and that is typically related to the work of the position. This specialized experience must have been equivalent to at least the next lower graded level in the Federal service. Qualifying experience includes: (a) Technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings or (b) technical support work in a closely related field, e.g., biological laboratory technician work, that required application of the methods and techniques for the position to be filled.
In addition to the experience listed above you must also have experience performing routine repetitive diagnostic tests and procedures such as venipuncture for collection of blood specimens (Phlebotomy) and receiving and accessioning specimens.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: (COPY OF TRANSCRIPT REQUIRED)
Successful completion of a full 4-year course of study leading to a bachelor's degree with major study or at least 24 semester hours in subjects appropriate to the position to be filled.
COMBINING EDUCATION AND EXPERIENCE: (COPY OF TRANSCRIPT REQUIRED)
Must have equivalent combinations of successfully completed education and experience as described above may be used to meet total experience requirements. Note: Only education in excess of the first 60 semester hours of a course of study leading to a bachelor's degree is creditable toward meeting the specialized experience requirements.
