Duties

Summary

This position is located in the Sterile Processing Service at the VA Medical Center in Lebanon, PA. The Medical Supply Technician is a
member of the SPS/Reusable Medical Equipment Team and provides assistance in day to day operations for the Operating Room, Dental Clinic, Outpatient Clinics, and Outpatient Community Clinics.

Work schedule: Monday - Friday 2:00pm-10:30pm and includes rotating on-call duties.

Responsibilities

Determines the proper technique used to decontaminate and disinfect all critical and semi-critical RME;
Reprocesses all critical and semi-critical RME;
Inspects all processed items for patient and employee safety noting that all gross contamination has been removed;
Processes instrument trays per instrumentation inventory lists, arranging instruments in the trays in a correct manner;
Assembles a full range of surgical instrumentation trays from simple sets of four or five instruments to very complex sets of up to and sometimes greater than 150 instruments;
Decontaminates and reprocesses a variety of complex, delicate, and costly endoscopes - disassembling, processing, and determining the appropriate methods for sterilization;
Receives contaminated supplies, and inspects items for damage to ensure equipment is in good working condition;
Removes soil, blood, tissue fragments, body fluids, and other contaminants by wiping, soaking, rinsing, scrubbing, and use of ultrasonic equipment;
Loads and operates sterilizers such as steam, low temperature H2O2, and gas ethylene oxide (EtO);
Monitors performance of sterilizers for quality control by conducting bacteriological tests;
Receives sterilized trays, sets, and packs from sterilizers;
Performs and documents daily tests on Sterile Processing Service equipment;
Performs other related duties as assigned.

Qualifications

Basic Requirements:

United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Experience and/or Education:
(1) Experience. Six months of experience that demonstrates the applicant's ability to perform the work or provides an understanding of the work; or
(2) Education. One year above high school that included at least 6 semester hours in health care related courses such as sterile processing, nursing assistant, hospital corpsman, and operating room and surgical technician courses or other courses related to the position.
(3) Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable.
English Language Proficiency. MSTs must be proficient in spoken and written English in accordance with chapter 3, section A, paragraph 3j, this part.
Preferred Experience: Applicants who can demonstrate 3 years of sterile processing experience.

Grade Determinations: in addition to the Basic Requirements above, candidates must meet the following in order to qualify for the GS-6 level:

GS-03 (Entry Level) Experience or Education. None beyond the basic requirements.

GS-04 (Developmental Level)
(a) Experience. Six months experience as a MST, operating room or surgical technician or other position that demonstrated knowledge of sterile processing in a clinical setting; or
(b) Education. Two years of education above high school that included at least 12 semester hours in courses related to the occupation. NOTE: Successful completion of a course for medical technicians, hospital corpsmen, medical service specialists, or nursing assistants obtained in a training program given by the Armed Forces, the U.S. Maritime Service, or hospitals under close medical and professional supervision, may be substituted on a month-for-month basis for up to 6 months of experience.
(c) Demonstrated Knowledge, Skills, and Abilities. In addition to the experience or education above, the candidate must demonstrate the
KSAs below:
1.Knowledge of universal precautions for safety and prevention of cross contamination.
2.Basic knowledge of medical terminology in order to assemble specialty operating room/clinic instrument sets.
3.Basic knowledge of sterilization and cleaning equipment.
4.Ability to communicate both orally and in writing.

GS-05 (Developmental Level)
(a) Experience. One year of experience equivalent to the next lower grade level; or
(b) Education. Four academic years above high school leading to a Bachelor's degree with at least 12 semester hours in courses related to the occupation or a Bachelor's degree.
(c) Demonstrated Knowledge, Skills, and Abilities. In addition to the experience or education above, the candidate must demonstrate the
following KSAs:
1.Basic knowledge of surgical instruments used in operating rooms and clinic settings.
2.Basic knowledge of event-related packaging in regards to sterility.
3.Knowledge of sterilization and cleaning equipment.

GS-06 (Full Performance Level)
(a) Experience. One year of experience equivalent to the next lower grade level.
(b) Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate the following KSAs:
1.Knowledge of surgical instruments used in operating rooms and clinic settings.
2.Knowledge of universal precautions for safety and prevention of cross contamination.
3.Working knowledge of medical terminology, anatomy and physiology, microbiology, medical conditions and procedures.
4.Knowledge of sterility principles in regards to instrumentation.
5.Ability to read and interpret written instructions and procedures.

The full performance level of this vacancy is GS-6. The actual grade at which an applicant may be selected for this vacancy is GS-6.

Physical Requirements:
The work requires regular and recurring physical exertion such as standing for prolonged periods of time, carrying
medical supply items weighing up to 50 pounds, frequently bending and stretching/reaching, and pushing fully-loaded medical supply carts
weighing as much as 500 pounds which must be negotiated up inclines and over rises, or positioning them on sterilizer track rails. The work
requires dexterity in such tasks as inserting small rods into needle openings or precisely aligning component parts while reassembling medical
equipment. Tension and stress are induced by the critical nature of producing work results critical to patient care on pre-established time frames and in emergent situations. Workdays can be lengthened without notice by emergency surgery instrumentation needs.

DESIGNATED DRUG-TESTING POSITION: Applicants tentatively selected for VA employment in a testing designated position are subject to
urinalysis to screen for illegal drug use prior to appointment. Applicants who refuse to be tested will be denied employment with VA. Applicants will not be appointed to the position if a verified positive drug test result is received.

NOTE: Selectees will be required to pass VA Level 1 certification under the VA SPS Certification Program, within 45 days of employment. Selectee will be required to pass and maintain VA Level 2 Certification.
