Leidos is seeking a business/financial analyst to develop financial tools and integrated cost models to support performance measurement and financial forecasting for the NIH All of Us Research Program. The All of Us Research Program seeks to extend precision medicine to all diseases by building a national research cohort of one million or more U.S. participants, and making the cohort data available to researchers nationally.
The program is being executed through a variety of awards that fund the required components of the program. These components include (1) health care provider organizations and a participant center that are enrolling participants in the program and collecting data and biospecimens from them, (2) a biobank to provide analysis, storage and distribution of the collected biospecimens for research use, (3) a data and research support center that acquires, organizes, and provides secure access to what will be one of the world's largest and most diverse datasets for precision medicine research, (4) communications and engagement providers to promote participation and long-term engagement with the program by participants and health care professionals, (5) a Participant Technology Systems Center for creating participant-facing technologies, , and (7) genome centers for sequencing and genotyping. The business/financial analyst will develop individual tools to track financial and technical performance of each of the individual awardees that provide the various components of the program, and evaluate the Return on Investment provided by these awardees and component services.
In addition, the analyst will design and develop individual and integrated predictive cost models of the various program components to support scenario-driven mid- and long-range forecasting of program costs and enable analysis of alternatives. The analyst will be required to identify and extract relevant cost and performance data from technical progress reports or other business documentation for incorporation into financial models. The analyst will also be required to perform research and to actively engage in productive discussions with clinical, scientific, technical, and other subject matter experts who span the spectrum of activities involved in the program in order to (1) identify appropriate performance measures for monitoring purposes, (2) define critical fixed and variable cost drivers to be incorporated into cost models and identify and obtain data on costs associated with each driver, and (3) identify inter-relationships between the component activities.
The successful candidate for this position will have a minimum of a bachelor's degree, but a master's degree is preferred, in finance, economics, mathematics, operations analysis, or other related field, and will have at least 4 years work experience with at least 2 years of relevant experience in financial forecasting and cost modeling of complex systems or processes, preferably involving healthcare or biomedical research and development systems or processes. Individuals must demonstrate the ability to evaluate processes critically and decompose them for cost analysis, must demonstrate highly advanced skills in pertinent software applications, and must demonstrate excellent interpersonal and communications abilities in working closely with senior professionals, and reporting to senior executives.
