Summary

The McGuire VA Medical Center consists of a complex tertiary care healthcare facility with 349 operating beds and four outpatient clinics in Fredericksburg (2), Charlottesville and Emporia. These facilities provide some of the finest medical care and cutting-edge technology in central Virginia. The Medical Record Technician (ROI) is a staff position located under the Health Information Management Section (HIMS) of Health Administration Service (HAS) at the McGuire VA Medical Center.

Responsibilities

The duties and responsibilities are of a specialized nature due to this facility being a chronic and short-term medical and surgical facility with teaching and research programs, a Nursing Home Care Unit with additional nursing home care provided in approved extended health care facilities, and an Ambulatory Care Program and outpatient clinic for all specialties and subspecialties. The incumbent is responsible for providing customer service and daily technical duties related to processing walk-in requests for information maintained in RVAMC Health and Imaging Records.

Handles various categories of requests received by personal interview at the ROI intake desk. Utilizes ROI Plus software to receive, process and account for all requests for copies of confidential health information. S/he provides timely responses, in accordance with VHA, Freedom of Information Act (FOIA), Privacy Act, and Health Insurance Portability and Accountability Act (HIPAA) requirements, to all requests for Individually Identifiable Health Information (IIHI) from requestors including, but not limited to, Veterans, non-VA providers, insurance companies and other third parties. Maintains confidentiality of all health information regarding patients.

Qualifications

Basic Requirements:

United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency. MRTs must be proficient in spoken and written English in accordance with chapter 2, section D, paragraph 5a, this part. Experience and Education.

(1) Experience. Two years of experience that demonstrates the applicant's ability to perform the work, or provides familiarity with the work. Six months of the required 2 years of experience must have provided the knowledge, skills, abilities, and other characteristics (KSAs) needed to perform MRT work.

OR,

(2) Education. Successful completion of an associate's degree with a major field of study in medical record technology/health information technology which was accredited by the American Health Information Management Association (AHIMA) at the time the program was completed.

OR,

(3) Experience/Education Combination. Equivalent combinations of experience and education are qualifying. The following educational/training substitutions are appropriate in this provision for combining education and experience:

Preferred Experience: Release of Information processes and health information management procedures.

Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates.

(a) Experience. One year of experience comparable to the next lower level and must fully meet the KSAs at that level. In addition, the candidate must demonstrate the following KSAs:

(b) Demonstrated Knowledge, Skills and Abilities

1.In-depth knowledge of the laws and regulations related to the authorization and disclosure of health information and ability to apply said laws and regulations related to the disclosure of health information (e.g., Privacy Act, Freedom of Information Act, Health Insurance Portability and Accountability Act (HIPAA) and 38 U.S.C. 7332);
2.Ability to navigate efficiently through the paper and electronic medical record to find needed information; Ability to manage priorities and coordinate work in order to complete duties in an accurate and timely fashion;
3.Ability to follow up on pending issues in order to meet required response times; and
4.Ability to research and solve difficult questions related to release of health information in an accurate and timely manner.
C. Assignments. This is considered the full performance level for ROI technician positions. ROI technicians at this level apply, interpret and analyze laws and regulations related to the disclosure of health information. Responsible for educating requestors on requirements for submitting requests for health information. Complete all requests for health information in accordance with applicable laws and regulations.
