Responsibilities

This is a Public Notice for positions being filled under the Direct Hiring Authority (DHA) for Domestic Defense Industrial Base Facilities and Major Range and Test Facilities Base, NDAA 1125 (a) and (c). Positions may be filled as permanent, temporary or term with a full-time or part-time work schedule. Pay will vary by grade level and geographic location.

Under this recruitment procedure applications will be accepted for each location/ installation identified in this Public Notice and selections are made for vacancies as they occur. There may or may not be actual/projected vacancies at the time you submit your application.

Conditions of employment:

Qualifications

EXPERIENCE: Applicants will be rated in accordance with the OPM Qualification Standards; for additional information refer to the General Schedule (GS) qualifications link above. Position requirements vary dependent upon the specific series and grade, you must meet any minimum experience or training requirements per OPM qualifications standards and show through experience and/or training that you possess the quality level of knowledge, skill and ability necessary to perform the duties of the position at the level for which applying.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

IF USING EDUCATION TO QUALIFY: You MUST provide transcripts to support your educational claims.

Education must be accredited by an accrediting institution recognized by the U.S. Department of Education.

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements.

You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. It is your responsibility to provide such evidence when applying.

margin: 0;" style="padding: 0; margin: 0;">Graduate from a medical laboratory technician training program accredited by the National Accrediting Agency for Clinical Laboratory Sciences (NAACLS) or the Accrediting Bureau of Health Education Schools (ABHES).      </li> <li style="padding: 0; margin: 0;" style="padding: 0; margin: 0;">Certification as a Medical Laboratory Technician by the American Society of Clinical Pathologists (ASCP) or American Medical Technologists (AMT), or state licensure as a medical laboratory technician.</li> <li style="padding: 0; margin: 0;" style="padding: 0; margin: 0;">The Technician shall have at least 12 months’ experience within the past 24 months.</li> <li style="padding: 0; margin: 0;" style="padding: 0; margin: 0;">Current certification in Healthcare Provider (HCP) and Basic Life Support (BLS) are required.</li> </ul> <strong>TYPE OF WORK: </strong><br /> The duties include but are not limited to the following: <ul> <li style="padding: 0; margin: 0;" style="padding: 0; margin: 0;">Perform clinical laboratory tests in any one or a combination of areas as described in following sections of the laboratory: Hematology, chemistry, urinalysis, serology, microbiology, immunology, blood bank, and blood donor center.</li> <li style="padding: 0; margin: 0;" style="padding: 0; margin: 0;">Calculate test results and measure prescribed quantities of samples during tests.</li> <li style="padding: 0; margin: 0;" style="padding: 0; margin: 0;">Notice pertinent morphology/staining details of specimens under microscopic examination.</li> <li style="padding: 0; margin: 0;" style="padding: 0; margin: 0;">Perform a wide variety of laboratory tests either manually or using automated instrumentation.</li> <li style="padding: 0; margin: 0;" style="padding: 0; margin: 0;">Evaluate quality control information against measurable criteria in the performance of laboratory tests.</li> <li style="padding: 0; margin: 0;" style="padding: 0; margin: 0;">Perform precise and accurate laboratory testing according to established laboratory procedures.</li> <li style="padding: 0; margin: 0;" style="padding: 0; margin: 0;">Receive written requisitions from health care providers for routine and special laboratory tests.</li> <li style="padding: 0; margin: 0;" style="padding: 0; margin: 0;">Set up and adjust laboratory equipment and apparatus.</li> <li style="padding: 0; margin: 0;" style="padding: 0; margin: 0;">Obtain laboratory specimens directly from patients by venipuncture, instruct patient and staff on proper specimen collection.</li> <li style="padding: 0; margin: 0;" style="padding: 0; margin: 0;">Add reagents or indicator solutions, and subject’s specimens to various laboratory operations according to established procedures.</li> <li style="padding: 0; margin: 0;" style="padding: 0; margin: 0;">Prepare slides for microscopic analysis as necessary.</li> <li style="padding: 0; margin: 0;" style="padding: 0; margin: 0;">Observe test reactions, changes of color, or formation of precipitates; studies or subjects treated specimens to automatic analyzing equipment to make qualitative and quantitative analysis.</li> <li style="padding: 0; margin: 0;" style="padding: 0; margin: 0;">Record test results to flat logs and request slips and file reports in the electronic health record. </li> <li style="padding: 0; margin: 0;" style="padding: 0; margin: 0;">Perform light general cleaning of work areas such as collection of trash, autoclaving of specimens, cleaning of bench tops and light dusting.</li> <li style="padding: 0; margin: 0;" style="padding: 0; margin: 0;">Prepare specimens for transport to MTF laboratory or for other civilian/DOD reference laboratories.</li> <li style="padding: 0; margin: 0;" style="padding: 0; margin: 0;">Prepare biological waste for proper disposal.</li> <li style="padding: 0; margin: 0;" style="padding: 0; margin: 0;">Perform and document required equipment maintenance as required.</li> <li style="padding: 0;
