Candidates must have one year of permanent competitive or 55-b/55-c service as a Medical Laboratory Technician 2, possess a valid New York State license, issued by the New York State Education Department, Office of Professions, as a Clinical Laboratory Technologist or Clinical Laboratory Technician, and be eligible for transfer.

In the event that there is not a valid eligible list, candidates who meet the promotional qualifications, either under category A or B, may be qualified for a provisional appointment.

A) Candidates must be qualified employees of New York State and have had one year of permanent competitive or non-competitive service as a Medical Laboratory Technician 1, possess a valid New York State license, issued by the New York State Education Department, Office of Professions, as a Clinical Laboratory Technologist or Clinical Laboratory Technician, and meet one of the following promotional requirements:

Either
1.High school graduation or the equivalent and completion of a satisfactory combination of education and experience in an acceptable laboratory. This combination may include completion of a vocational-technical program and two years of medical laboratory experience; completion of a structured medical laboratory technology program and one year of experience; three years of experience; or completion of an official military medical laboratory procedures course of 50 weeks' duration and one year of experience.

Or
2.An associate degree as a medical laboratory technician.

Or
3.Completion of at least 45 semester credit hours of college coursework and a six-month medical laboratory technology training course.

Or
4.An associate degree in one of the chemical, physical, or biological sciences and six months of satisfactory experience in medical laboratory work.

Or
5.Completion of at least 45 semester credit hours of college coursework, including 6 hours in general chemistry, 6 hours in inorganic chemistry, 12 hours in biology, 3 hours in mathematics; and 6 months of satisfactory experience in medical laboratory work.

OR

B) Candidates must possess a valid New York State license, issued by the New York State Education Department, Office of Professions, as a Clinical Laboratory Technologist or Clinical Laboratory Technician, meet one of the following open-competitive requirements listed below, AND one additional year of experience performing medical laboratory tests and procedures in an acceptable clinical laboratory

Either
1.High school graduation or the equivalent and completion of a satisfactory combination of education and experience in an acceptable laboratory. This combination may include completion of a vocational-technical program and two years of medical laboratory experience; completion of a structured medical laboratory technology program and one year of experience; three years of experience; or completion of an official military medical laboratory procedures course of 50 weeks' duration and one year of experience.

If you are appointed provisionally, you must take the next scheduled Civil Service examination for this title and your score must be reachable on the resulting eligible list before you can be permanently appointed. If you do not pass the examination or achieve a reachable score, you may not be retained.

Duties Description Under the direct supervision of a Medical Technologist, a Medical Laboratory Technician would perform a variety of routine technical laboratory procedures in the clinical lab or in specimen processing stations. Duties might include but are not limited to pre-analytic preparation of specimens, including computer entry.

Analysis would include routine clinical laboratory chemical, physical and microscopic examinations in the hematology, chemistry, therapeutic drug monitoring, serology or drug-of-abuse screening. Data entry, record-keeping, and scheduled or unscheduled maintenance of laboratory equipment are also required.

  1. Checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
  2. Investigated through a Criminal Background Check (CBC) which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee's employment application may bar appointment or result in removal after appointment.

    Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information and may be required to pay any necessary fees.
  3. Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Additionally, prospective employees whose names are indicated on the SCR may be barred from appointment.

Duties Description The Research Scientist will work within the Center for Biomedical Imaging and Neuromodulation (C-BIN). The division is a nationally recognized leader in the application of Magnetic Resonance Imaging (MRI) techniques to the understanding and treatment of psychiatric disorders. The Research Scientist will be expected to take a multidisciplinary approach to his or her work, drawing from a range of disciplines (e.g., neuroscience, molecular biology, network modeling). The incumbent will use a combination of imaging (e.g., EEG, intracortical laminar recording, diffusion MRI, functional MRI, morphometry MRI, spectroscopy MRI) and neuromodulation techniques (e.g., brain stimulation, chemogenetics, optogenetics) to delineate and test circuit-level models of brain function. Specific responsibilities would include, but not be limited to: * The development of grants and contracts that further the mission of the NKI and OMH. * Computational Neuronal Modeling of sensory, motor and higher order networks * Model based development of pharmacological and electrical neuromodulation methods. Development/refinement of methods aimed at deciphering functional and effective connectivity in electrophysiological and neuroimaging datasets. * Data analysis. * Manuscript preparation. * Conference presentation. * Mentoring and teaching junior faculty and staff.
