We are seeking a highly experienced Veterinarian to lead our team as Medical Director at VCA Elkton Animal Hospital in beautiful Elkton, Maryland.

The director is responsible for departmental strategic planning, business development, software integration and alignment and day to day operations of the Medical Staff Office. Functions as the hospital's expert and stays current in all matters related to credentialing and privileging of providers. Identifies changes to standards and develops innovative approaches to ensure compliance with state, federal, and regulatory standards, regulations and accreditation. Creates a customer service-oriented framework and approach to the department's work. Creates a culture of engaged colleagues through promotion of Union Hospital's guiding principles and the development, mentorship and creation of a positive, service-oriented work culture. Essential Job Responsibilities: * Provides leadership and strategic direction of the Medical Staff Office and is responsible for the accurate and timely credentialing, privileging and insurance plan provider enrollment processes. * Develops innovative strategies for improvement to ensure optimal functioning of the department and compliance with all state, federal and regulatory requirements, policies and processes. * Ensures the Medical Staff Bylaws are current with state, federal and regulatory requirements. * Monitors to ensure that credentialing, privileging and medical staff appointments of physicians and advanced practice professionals are completed timely and in compliance with the bylaws. * Reviews, interprets and provides considered and timely advice to medical staff leadership and hospital administration regarding regulatory guidelines, including medical staff bylaws, corrective actions and the fair hearing process, rules, regulations and policies. * Reviews, oversees and advises medical staff leadership and hospital administration regarding credentialing/privileging of appointments, reappointments, and privilege expansion/reduction requests; assesses whether individuals with clinical privileges provide services within the scope of privileges. * Develops and directs systems and processes for professional practice evaluation of new and existing medical staff members. * Advises and supports the relevant Medical Staff Committees on matters of medical staff credentialing and privileging, professional practice evaluation and review and implementation of practice evaluation and performance improvement plans. * Develops, directs and maintains systems for the organization of the Medical Staff governance and committee structure, including committee charter development and maintenance, ensuring committee reporting and information flow through the appropriate reporting lines of the organization. * Handles with discretion issues that are significant, complex, multidisciplinary, sensitive, and confidential. As a liaison between the senior leadership and external constituents, exercises best judgment and decision-making while providing effective and appropriate leadership to staff. * Directs the development, enhancement and maintenance of the credentialing database; assures accuracy of data entry; monitors critical data for analysis and coordinates functional report generation. * Creates a culture of excellence and customer service in all processes with all internal and external customers including current and future members of the medical staff and other providers, clinical and administrative leaders and all external representation of Union Hospital. * Frequently assesses the productivity of the department and develops business plans to ensure effective business operations. * Direct responsibility for hiring, training, mentoring and ongoing professional development of all team members. * Works collaboratively with all Union Hospital entities for development of provider enrollment system strategies. Financial Management: * Develops, implements and monitors, in concert with the CMO, an operating budget for the department. The Director is accountable for all budgetary matters including variances. * Reviews monthly departmental financial statements and researches material variances to budget and prior period. * Plans strategically for business development/retention by research and submitting capital requests. * Develops and submits budget assumptions, capital and annual budgets for the Medical Staff Office and Chief Medical Officer. Regulatory Compliance: * Complies with The Joint Commission (TJC) and CMS (Center for Medicare/Medicaid Services) Conditions of Participation guidelines to ensure the hospital maintains accreditation. * Facilitates and ensures compliance with changes made by any regulatory agency. Medical Staff Services: * Ensures compliance with regulatory and accrediting bodies. * Leads the development and implementation of credentialing processes and procedures which includes maintaining an accurate practitioner database. * Oversees the credentialing process for physicians and advanced practice professionals. * Develops and maintains Medical Staff Office "governance documents", such as medical staff bylaws, rules and regulations, related documents (i.e., credentials manual/policy, etc.) and policies and procedures of the Medical Staff office through a collaborative approval process by the Medical Staff and the Board of Directors. * Manages Medical Staff Committee meetings/flow of information. * Implements specific tasks assigned by the CMO, the Credentials and/or MEC and/or Medical Staff President. * Documents and is ultimately responsible for all medical staff meetings and follow up correspondence utilizing Medical Staff Office team members. * Provides clerical assistance to all Medical Staff Officers and Division Leads utilizing Medical Staff Office team members. Peer Review (Physician/Advanced Practice Professionals) * Manages/oversees Focused Professional Practice Evaluation (FPPE) and Ongoing Professional Practice Evaluation (OPPE) through collaboration with the Credentials Committee, MEC, and/or the Medical Staff Quality Oversight Committee. * Responsible for compliance with all regulatory standards relative to the peer review process. * Serves as the member of the Medical Staff Quality Oversight Committee. * Provides education to providers regarding the peer review process. Performance Improvement: * Selects not less than one (1) PI project for the year and completes documentation. * Involves staff in the Performance Improvement process. * Submits performance improvement indicators by the established due dates. Department Management: * Reviews employee performance on a 30-60-90-day evaluation period. * Conducts monthly one-on-one status meetings with team members of the Medical Staff Office. * Provides an initial orientation for new employees upon hire. * Provides an annual evaluation of competency based on the job performance. * Employee performance, discipline, counseling sessions are completed and documented. Resolves employee satisfaction concerns in a timely manner, assuring they have been thoroughly investigated and appropriate actions taken, including notification of Human Resources if necessary. Other Responsibilities: * Develops, implements and evaluates policies, standards, educational services and programs that support the department. * Represents Union Hospital in a professional manner to employees and community members. * Promotes professionalism in appearance, positive attitude and confidentiality. * Organizes all Medical Staff functions (e.g., educational retreats, orientation, annual meeting, special events, etc.) * Assists with provider recruitment. * Assists Medical Staff Officers and Division Leads with evaluations, discipline, counseling sessions, and peer review activities of members of the Medical and Advanced Practice Clinician staff. * Serves as liaison between medical staff officers, hospital administration, hospital staff and providers. * Maintains confidentiality with reference to all providers' files and associated documents. * Demonstrates responsibility and accountability for departmental services. * Serves as a liaison in ensuring Medical Staff applications, appointments, privileges, credentialing, and administrative support services for the medical staff, and appropriate health professionals are coordinated in a thorough, accurate and timely manner. * Ensures the confidentiality of medical staff committee records are always maintained (i.e., credentials files, meeting minutes). * Oversees administrative schedules, medical staff meetings, assists medical staff officers in complying with provisions of the Medical Staff Bylaws, Rules and Regulations. * Ensures Medical Staff Office and credentialing program complies with Medical Staff standards, The Joint Commission, legal and all regulatory and accrediting agency standards. * Interprets, explains and follows all regulatory guidelines, including medical staff bylaws, fair hearing plan, rules and regulations and policies. * Oversees coordination, development, implementation and ongoing evaluation of the new physician orientation program. * Maintains systems to identify (and disseminate to others) medical staff members and their clinical privileges, prepares and maintains other related records and reports. * Works collaboratively in an interdisciplinary team approach to ensure provider concerns are addressed through established medical staff processes. * Develops and maintains policy regarding management, access and distribution of credentialing, privileging, and peer review information in accordance with record retention and confidentially requirements. * Coordinates with quality department to ensure facilitation of ongoing professional practice evaluation (OPPE). * Coordinates medical staff disciplinary actions (i.e., ad hoc investigations). Facilitates due process and fair hearings in accordance with appeals policy, legal and regulatory requirements. * Ensures that minutes accurately reflect discussions and actions taken in associated medical staff meetings. * Applies the principles of continuous quality improvement in delivery of services, through assessment and monitoring of medical staff office services, processes and systems; analyzes trends and implements change as required. Requirements Education: Work requires the knowledge of theories, principles, and concepts typically acquired through completion of a graduate degree in business administration or public administration or a closely related field and four to five years of experience in leading a Medical Staff Office OR with a combination of education and experience commensurate with a graduate degree as mentioned above. Licenses / Certifications: Dual certification as Certified Professional in Medical Services Management (CPCSM) and Certified Provider Credentialing Specialist (CPCS) or eligible to achieve said certifications within 1 year. Experience: Hospital experience of 5-7 years directing a medical staff service environment. Work Schedule: Monday-Friday Physical Requirements: * Mostly sedentary work. * Minimum bending and light lifting, up to 15 pounds. * Prolonged sitting and frequent use of hands Performance Requirements: Intricate knowledge of all regulatory body regulations (Joint Commission, CMS,etc.). Analytical skills necessary to resolve problems requiring a professional level of knowledge in a specific discipline/field and the ability to improve, enhance or upgrade complex credentialing, privileging, financial, data processing systems and programs as well as knowledge of CACTUS credentialing software and associated applications. Ability to effectively manage employees within the Medical Staff Office and topersuade and negotiate with peer level managers on issues and programs that impact the Medical Staff Office. Effectively deal with conflicting views or issues and mediating fair and workable solutions. Occupational Hazards: Risk Exposure Category B - No possibility of an exposure to blood/bloody body fluids in the performance of this job.
