Position Purpose:Assist the Chief Medical Director to direct and coordinate the medical management, quality improvement and credentialing functions for the business unit.
Position Responsibilities:
  • Provides medical leadership of all for utilization management, cost containment, and medical quality improvement activities. Performs medical review activities pertaining to utilization review, quality assurance, and medical review of complex, controversial, or experimental medical services. Supports effective implementation of performance improvement initiatives for capitated providers.
  • Assists Chief Medical Director in planning and establishing goals and policies to improve quality and cost-effectiveness of care and service for members. Provides medical expertise in the operation of approved quality improvement and utilization management programs in accordance with regulatory, state, corporate, and accreditation requirements.
  • Assists the Chief Medical Director in the functioning of the physician committees including committee structure, processes, and membership. Oversees the activities of physician advisors. Utilizes the services of medical and pharmacy consultants for reviewing complex cases and medical necessity appeals. Participates in provider network development and new market expansion as appropriate. Assists in the development and implementation of physician education with respect to clinical issues and policies.
  • Identifies utilization review studies and evaluates adverse trends in utilization of medical services, unusual provider practice patterns, and adequacy of benefit/payment components. Identifies clinical quality improvement studies to assist in reducing unwarranted variation in clinical practice in order to improve the quality and cost of care. Interfaces with physicians and other providers in order to facilitate implementation of recommendations to providers that would improve utilization and health care quality. Reviews claims involving complex, controversial, or unusual or new services in order to determine medical necessity and appropriate payment.
  • Develops alliances with the provider community through the development and implementation of the medical management programs. As needed, may represent the business unit before various publics both locally and nationally on medical philosophy, policies, and related issues. Represents the business unit at appropriate state committees and other ad hoc committees

Education/Experience:Medical Doctor or Doctor of Osteopathy, board certified preferable in Psychiatry. The candidate must be an actively practicing physician. Previous experience within a managed care organization is preferred. Course work in the areas of Health Administration, Health Financing, Insurance, and/or Personnel Management is preferred. Experience treating or managing care for a culturally diverse population preferred.
License/Certifications:Board Certification through American Board Medical Specialties. Current state medical license without restrictions.
For Behavioral Health only - Board certification by the American Board of Psychiatry and Neurology. Current state medical license without restrictions.

Coordinates and prioritizes the daily activities of the DA and ROI teams by assisting with operations and organization of services. 2. Works with customers to resolve conflicts, complaints, or problems that may arise. 3. Resolves turn-around-time issues. Analyzes inpatient and outpatient medical records to determine chart correction needs for timeliness, accuracy, and completeness of clinical documentation for release of information. 4. Monitors outstanding documentation and prepares daily status reports by section. 5. Ensures record completion. 6. Assists with requests to review/audit clinical documentation. 7. Assists Supervisor/Manager in maintaining weekly, monthly, or annual productivity reports for both staff and vendors including vendor invoicing. 8. Assists in interviewing, selecting, and training new employees. Meets with employees to discuss work and training issues, including safety and confidentiality matters. 9. Ensures orientation and training schedules and requirements are met. Provides input to the Supervisor regarding employee performance appraisals. 10. Provides clinical documentation needs and follow-up to outreach clinics and vendors. 11. Performs daily quality review functions consisting of, but not limited to, monitoring turn-around-time and quality/completeness of clinical documentation and participation in quality improvements. 12. Assists in the implementation, testing, maintenance, and training of any new dictation, transcription, release of information, and/or chart deficiency technology. 13. Assists in the development, maintenance, and revision of procedures and processes to maintain efficient and effective operations. Performs other duties as required or assigned. Minimum Qualifications: ü Graduate of an accredited Health Information Technician program with 2 years of health information experience, or the equivalent in education and experience required. ü Knowledge of medical terminology is required. ü Knowledge of computers with experience working with databases and statistical reporting desired. ü Management and leadership skills are required with excellent communication (written and verbal), interpersonal, and organizational skills. ü Ability to work independently and demonstrate the capability to use sound judgment in decision-making is required. ü A broad knowledge of all aspects of health records is desired. ü 2 years of experience in clinical transcription desired. ü 2 years of combined experience in healthcare, systems maintenance, analysis, design, implementation, and project management, or the equivalent in education and experience desired. ü Attention to detail and follow-through a must.
