Riverside University Health System (RUHS) is currently recruiting for a Medical Center Compliance Director. The incumbent will have primary responsibility to plan, organize, coordinate, and direct the regulatory, privacy and health information security compliance programs at Riverside University Health System-Medical Center (RUHS-MC). This is a crucial role within County of Riverside leadership and the incumbent will work closely with the County Privacy Officer in driving the development and implementation of a countywide strategic and comprehensive compliance and ethics program that sets the standard for consistent and effective practices across all county departments, divisions, and programs.
The Medical Center Compliance Director is a single-position classification reporting to the RUHS Compliance & County Privacy Officer regarding hospital-wide compliance to Joint Commission, federal and state regulations related to healthcare, and privacy and management of patient health information. This class is characterized by the responsibility for ensuring full adherence to the RUHS-MC's corporate compliance plan and programs. The incumbent is responsible for the planning, organization, monitoring, and coordination of the medical center's regulatory, privacy, and health information security compliance activities through direct, effective interactions and communication with all levels of management and supervisory classes.
A Certified Healthcare Privacy Compliance (CHPC) certificate or certification in Health Care Compliance at time of application is required.
Work Schedule: 9/80, with one day per week telecommuting

Coordinate the implementation of regulatory, privacy, and health information security compliance programs within the RUHS-MC; develop and implement policies, standards, and procedures to ensure compliance with applicable federal and state laws and regulations, such as the Health Insurance Portability and Accountability Act (HIPAA) and Health Information Technology for Economic and Clinical Health Act (HITECH) and those pertaining to Medicare and Medi-Cal.
Document and retain all complaints received as required by HIPAA/HITECH; establish and maintain a mechanism for tracking and reporting the investigation and resolving such complaints.
Direct activities for RUHS-MC-wide audits established to investigate and monitor compliance with federal and state laws, regulations, and standards; ensure timely dissemination of audit findings and appropriate corrective actions and sanctions; review inquiries regarding reports of non-compliance and direct staff in areas needing corrective actions.
Provide timely and accurate reports/information to the RUHS-MC Chief Executive Officer or to the RUHS-MC COO, and to members of the medical center executive management team about compliance issues and corrective actions.
Develop and implement orientation and in-service training programs to explain RUHS-MC compliance policies and procedures, as well as the consequence of non-compliance throughout the RUHS-MC.
Directly and through supervisory staff, select, assign, and direct the work of subordinates; review employee progress and efficiency reports, discussing findings and evaluations with appropriate department managers; make recommendations and implement as required.
Responsible for all regulatory body surveys (i.e., Joint Commission, State Licensing Review, and CMS Validation surveys); review and monitor reports of new compliance developments within the healthcare industry
Advise and guide department managers in interpreting and enforcing RUHS-MC policies, rules, regulations, and procedures related to regulatory, privacy, and health information security compliance.
Manage RUHS-MC HIPAA compliance hotline.
Keep abreast of federal and state healthcare laws and regulations; ensure that the organization is updated with changes in compliance regulations and standards.
Attend, participate in, and conduct staff meetings, committee meetings, and conferences; attend professional meetings to represent the organization, as directed.
OPTION I:
Education: Graduation from an accredited college or university with a bachelor's degree,
preferably with a major in nursing, nursing administration, business, healthcare, public health
administration, or a closely related field to the assignment. (A master's degree from an accredited college or university in healthcare, hospital, or nursing administration, or a closely related field to the assignment is preferred.)
Experience: Three years of regulatory compliance administration in the field of healthcare, which must have included two years of management experience directing an organization's compliance program. (Possession of a master's degree from and accredited college or university in nursing, hospital or healthcare administration, or closely related field to assignment may substitute for one year of the required non-management experience.)
OPTION II:
Education: Graduation from an accredited college or university with a bachelor's degree,
preferably with a major in nursing, nursing administration, business, healthcare, public health administration, or a closely related field to the assignment. (A master's degree from an accredited college or university in healthcare, hospital, or nursing administration, or a closely related field to the assignment is preferred.)
Experience:
Five years in an administrative capacity in the field of healthcare, which included responsibility for the development and implementation of compliance programs related to privacy and management of patient health information and compliance to regulations and standards of accrediting/regulatory agencies.
Other Requirements:
License/Certificate: Possession of a valid California Driver's License.
Possession of a current, valid license to practice as a registered nurse in the State of California or certification in Health Care Compliance is preferred.
ALL OPTIONS
Knowledge of: The principles of healthcare compliance program administration and organization, business, and personnel administration; modern principles, methods and procedures of healthcare delivery; principles and techniques of effective supervision and staff utilization; development, applications, and uses of medical center or healthcare compliance records, reports, and statistics; principles of in-service training for healthcare personnel; current trends in healthcare legislation and compliance and its impact on the organization; Joint Commission, federal and state regulatory standards (e.g., HIPAA, Medicare, Medi-Cal, HITECH, Stark Law, False Claims Act, Anti-Kickback Statute, CMS Deficit Reduction Act, OIG Fraud Waste and Abuse) regarding security, privacy, and/or healthcare practices in an acute care medical center.
Ability to: Plan, organize, coordinate, develop, and direct the regulatory compliance program for an acute care medical center; research and respond to regulatory compliance issues; establish and maintain effective relations with staff from other departments and agencies, and other individuals and groups; prepare clear and comprehensive written reports; evaluate the quality and effectiveness of regulatory, privacy, and security compliance programs and improve areas requiring attention; develop and deliver regulatory related training programs; analyze organization, administrative and personnel problems and effectuate sound solutions; comprehend, interpret, and apply laws, rules, regulations, and procedures affecting organizational regulatory compliance; demonstrate effective oral communication and/or presentation skills.
