LOCATION OF POSITION

MDH, OES, Eligibility Determinations Division LTC and Waivers, 6 St. Paul Street, Baltimore, MD

Main Purpose of Job

This position will be responsible for the overall direction and supervision of Medical Care Program Associates determining specialized financial and technical eligibility for Long Term Care (LTC), Home, and Community Based Services (HCBS) Waivers for statewide individuals residing in nursing homes, receiving Supplemental Security Income (SSI) or Community Medical Assistance. This position will also provide services that assist Aged, Blind and Disabled individuals with Nursing Home costs, and provide an alternative to institutionalization by utilizing the Older Adult or Living at Home, Home and Community Bases Services Waivers to return to the community.

This position will be responsible for interpreting and applying eligibility regulations and policies, reviewing and processing complex eligibility applications, conducting case action reviews to ensure accurate and timely completion of application processing, analyzing current policies and procedures and recommending revised or new policies and procedures, and serving as a liaison to other State, Federal and Local Government and private agencies. This position will also track information and compile statistical reports relating to productivity, timeliness, and accuracy.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Four years of clerical experience applying policies in a medical care, health insurance or federal or State entitlement program to include two years applying, interpreting and processing program specific information, policies, regulations and guidelines in a medical care program.

Notes: 1. Additional general clerical experience may be substituted on a year-for-year basis for the required education.

2.College credits from an accredited college or university may be substituted for the required experience at the rate of 30 credit hours for one year of experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have knowledge of Medical Assistance eligibility processing, especially long term care eligibility, experience using the Client Automated Resource Eligibility and Medicaid Management Information Systems (CARES/MMIS), experience working with many constituencies and experience with Microsoft Word and Excel.

Preston Street, Baltimore, MD Main Purpose of Job This position will be responsible for the oversight and management of two Medicaid Eligibility Policy units. One unit handles Modified Adjusted Gross Income (MAGI) cases, and the other unit handles Non-MAGI cases (including Aged, Blind & Disabled and Long Term Care). The policy units are responsible for developing and disseminating Medicaid eligibility policy, answering policy inquiries and researching and answering customer inquiries. This position is also responsible for the request, coordination, review, and processing of revised agency grant applications from the Local Health Departments (LHDs), and oversight of the work processed by the LHDs under the grants. MINIMUM QUALIFICATIONS Education: A Bachelor's degree from an accredited college or university. Experience: Two (I), three (II), four (III) years of experience supervising employees in developing and applying policies and regulations or directing a program or project in a medical care program. Note: 1. Additional administrative or professional experience developing or applying policies and regulations in medical care, health insurance, federal or State entitlement programs or in a health or human service program may be substituted on a year-for-year basis for the required education. 2. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Health Care Administration classifications or Health Services Management specialty codes in the health related field of work on a year-for-year basis for the required experience and education. DESIRED OR PREFERRED QUALIFICATIONS The desired candidate should have experience deciphering Medicaid program rules and their origins in the Code of Federal Regulations and the Code of Maryland Annotated Regulations, experience navigating current Medicaid eligibility systems, experience training subordinates in data analysis, legal review and written assignments, knowledge of state-level and local-level Medicaid operations, excellent written and verbal communication skills and strong supervisory/management experience. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
