Under the direct supervision of a Physician or Advanced Practice Provider, the Medical Assistant I/II Regular and Per Diem Pool perform a variety of clinical support functions and patient care duties for Ambulatory Care's East County clinics. Current East County clinics include Sierra Vista Family Medical Clinic (Simi Valley), Moorpark Family Medical Clinic (Moorpark), and Conejo Valley Medical Clinic (Thousand Oaks).

DISTINGUISHING CHARACTERISTICS

This classification differs from the Medical Office Assistant classification series in that the primary responsibilities are clinically oriented rather than clerical.

PAYROLL TITLES and APPROXIMATE SALARIES

Medical Assistant I: $23.06 - $32.28 hourly

Medical Assistant II: $24.21 - $33.90 hourly

Medical Assistant I-Per Diem Pool: $34.70 hourly

Medical Assistant II-Per Diem Pool: $36.44 hourly

NEW HIRE INCENTIVE

Subject to the applicable section of the SEIU 721 MOA 2022-2025, Secs. 3801 - 3803, new hires may be eligible for a one-time New Hire Incentive of $1500. (applicable for Regular Medical Assistant II only)

AGENCY/DEPARTMENT: Health Care Agency - Ambulatory Care

Medical Assistant I/II are represented by the Service Employees International Union (SEIU) and are eligible for overtime compensation.

The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-term), Intermittent, Per Diem Pool, and Extra Help vacancies for these positions only. There are currently two (2) Intermittent and three (3) Regular vacancies at Sierra Vista Family Medical Clinic as well as one (1) Regular vacancy at Conejo Valley Family Medical Group.

NOTE: An Intermittent Employee is a person employed for intermittent/temporary work on a day-to-day basis. Intermittent employees are not regular County employees and are not eligible for County benefits. Additionally, Intermittent employees are limited to working a maximum of 1,664 hours per fiscal year (July 1 - June 30).

If appointed at the lower level, incumbent may be promoted to the higher level without further exam upon meeting the minimum requirements, demonstrating satisfactory performance, and in accordance with the business needs of the department.

Examples Of Duties

Duties may include but are not limited to the following:

  • Actively participates in assigned patient care team duties and activities, such as:

  • Pre-visit planning, identifying gaps in care, and following up on orders

  • Using a minimum of two patient identifiers

  • Maintaining and adhering to HIPAA and all safety policies and procedures, including infection control rules and regulations

  • Communicating with patients regarding disease prevention, health maintenance, and community resources

  • Finalizing visits by providing information on orders and physician instructions, referrals, and scheduling follow-up visits

Performs clinical procedures and support, including:

  • Patient intake, vital measurements, and standard physical screenings

  • Non-invasive and routine procedures, and tests

  • Administering medication and performing injections under the direction of an advanced practice provider

  • Specimen collection and processing

  • Conducting CLIA waived laboratory tests

  • Administering first aid or performing cardiopulmonary resuscitation (CPR)

  • Demonstrating the knowledge and skills needed to provide age-appropriate care for patients

Delivers quality customer service by:

  • Communicating with diverse patients while demonstrating cultural sensitivity

  • Monitoring clinical areas to minimize patient wait times and to address any potential acute situations

  • Maintaining clean and safe patient areas

  • Preparing patient and exam rooms, and serving as a chaperone as needed

  • Acting as an interpreter, using proper and formal grammar

Assists with clerical duties, such as:

  • Setting up and stocking the clinic

  • Cleaning up supplies

  • Providing backup support for the front office as needed

  • Answering calls and scheduling appointments

  • Entering appropriate documentation in the electronic medical record (EMR)

Participates in quality improvement efforts by:

  • Following schedule management procedures to ensure productivity goals are achieved

  • Reporting patient safety incidents

  • Demonstrating knowledge of mandated reporting obligations

  • Attending meetings and trainings

Performs other related duties as required.

Typical Qualifications

These are entrance requirements to the exam process and assure neither continuance in the process nor placement on an eligible list.

EDUCATION, TRAINING, and EXPERIENCE

Medical Assistant I:

  • One (1) year of experience providing clinical support performing the duties described above that leads to the ability to perform required tasks preferred.

  • Must obtain Medical Assistant Certificate from an accredited school in medical assisting (such as is offered by a private or non-profit vocational training program, adult education or community college program, etc.) within one (1) year of employment. Completed courses to perform venipuncture and injections preferred.

Medical Assistant I - Per Diem Pool:

  • One (1) year of experience providing clinical support performing the duties described above that leads to the ability to perform required tasks preferred.

  • Medical Assistant Certificate from an accredited school in medical assisting (such as is offered by a private or non-profit vocational training program, adult education or community college program, etc.). Completed courses to perform venipuncture and injections preferred.

  • You must attach your Medical Assistant Certificate to your application to be considered for this level.

Medical Assistant II Regular and Per Diem Pool:

  • Three (3) years of experience providing clinical support performing the duties described above that leads to the ability to perform required tasks preferred, including experience in multiple specialties.

  • Medical Assistant Certificate from an accredited school in medical assisting (such as is offered by a private or non-profit vocational training program, adult education or community college program, etc.). Completed courses to perform venipuncture and injections preferred.

  • You must attach your Medical Assistant Certificate to your application to be considered for this level.

NECESSARY SPECIAL REQUIREMENTS

  • Must possess a current, valid Basic Life Support (BLS/CPR) certification by the first day of employment and maintain it thereafter

  • Must be willing to work at East County clinic locations

Supplemental Information:

Work is performed in an indoor health care delivery environment requiring constant contact with patients and the public. At times, may be performed at community events or outdoors.

KNOWLEDGE, SKILLS, and ABILITIES

Working knowledge of: age-appropriate care, domestic violence mandatory reporting, cultural competence, clinic duties and standard physical screening.

General medical knowledge of: medical office and safety procedures.

Ability to: perform required clinical intake and assist with patient care, work with high volume of patients, internal/external customers, appropriately manage frequent changes, delays, or unexpected events, effectively communicate with patients, other employees, and the public.

TRAINING & EXPERIENCE EVALUATION - 100%: A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to the supplemental questionnaire. The T&E is NOT a determination of whether the candidate meets the stated requirements; rather, the T&E is one method for determining who are the better qualified among those who have shown that they meet the stated requirements. In a T&E, applications are either scored or rank ordered according to criteria that most closely meet the business needs of the department. Candidates are typically scored/ranked in relation to one another; consequently, when the pool of candidates is exceptionally strong, many qualified candidates may receive a score or rank which is moderate or even low resulting in them not being advanced in the process.

If there are three (3) or fewer qualified applicants, a T&E will not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.

Applicants successfully completing the exam process may be placed on an eligible list for a period of one (1) year.
