This position is located in the Business Office of the VA Medical Center, Bedford, MA. The Medical Administrative Assistant serves as Administrative Officer of the Day (AOD) in a management position whose responsibility is to represent the Medical Center Director on all administrative matters occurring during other than normal business hours.

Responsibilities

The Medical Administrative Assistant, (Administrative Officer of the Day) is delegated full authority and responsibility to exercise the Medical Center Director's prerogative in VA administrative matters occurring during the tour of duty and represents and acts on the behalf of the Medical Center Director in (non-policy making) administrative matters relating to the care of treatment of patients to achieve optimum use of available resources. Duties of the position include but are not limited to:

  • delegated full authority of the Medical Center Director for administrative activities occurring on tour;
  • interprets VA rules and regulations relating to determining legal entitlement to benefits;
  • provides administrative authority, guidance and advice to Medical Officer of the Day (MOD) and all clinical staff concerning administrative matters necessary for operation of the Medical Center during other than normal tours;
  • assumes control of communications and notifications in event of local and civil disasters, in accordance with local facility disaster plan;
  • safeguards and ensures rights of patient;
  • maintains good public and media relations;
  • releases appropriate information to news media and public.

Work Schedule: To be determined/varied; includes nights, evenings, weekends and holidays, incumbent receives extra compensation for hours worked during the evening, weekends and holidays.

Qualifications

To qualify for this position, applicants must meet all requirements within 15 days of the closing date of this announcement, 10/01/2018.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: interpreting VA rules and regulations, providing guidance concerning administrative matters, communication skills. OR
  • Education: Education is not creditable, however, graduate education may be credited in those few instances where the graduate is directly related to the work of the position.education.OR
  • Combination: Applicants may also combine graduate education directly related to the work of the position and experience to qualify at this level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements:
Work requires much standing and sitting, mostly sedentary work, occasionally being required to lift objects such as suitcases, clothing or medical charts.
