The incumbent provides oversight of all patient administration activities for an active teaching and research hospital with a Complexity Level 1c designation. The incumbent oversees a comprehensive Business Practices program that delivers a wide range of health benefits and medical record services to approximately 47,000 unique patients at the Detroit VA Medical Center in professional, technical, administrative, trade and clerical occupations.

Responsibilities

As the Chief Business Practices:

  • is responsible for all Medical Center health benefit administration functions of the scope, variety and quality presented by Chief Business Office in VACO and the Department of Veterans Affairs regulations and policies.
  • is responsible for all patient administration considerations having to do with the enrollment, beneficiary travel, decedent affairs, Community Care Coordination program, budgets, Managerial Cost Accounting, and Health Information Management System, Utilization Management Program, and any contract administration functions for Patient transportation, Transcription, and Tumor Registry.
  • has full delegated responsibility for the planning, direction, control, coordination, operation, and evaluation of the patient administration function as identified by VA regulation and related policy.
  • administrative Liaison for the area Vet Centers located and Wayne, Oakland and Macomb counties.
  • consults and confers with top management in analyzing the broad implications of higher level authorities, laws, regulations, policies and the impact or application of technological advances.
  • analyzes the impact of this phenomenon on the health benefit administration program and seeks solutions to existing problems while anticipating future needs.
  • identifies long and short term problems and formulates proposals and appropriate plans of action for the Medical Center Director.
  • provides staff service, advice and guidance to all supervisory levels on health benefit management principles, techniques and best practices.
  • serves as a technical advisor on the propriety of statutory, regulatory, and procedural requirements regarding a broad range of patient administration related programs and topics.
  • establishing and maintaining good working relationships with groups and organizations external to the VA. This includes area colleges and universities, area high schools, the Joint Commission, Office of Inspector General, Veterans' Service Organizations, professional societies and community groups and Fee service vendors. There is also contact with representatives from the local Congressional offices

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/15/2018.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: I have one year of specialized experience (equivalent to at least the GS-13 level or pay band in the Federal service) that includes performing the following duties: Managing, planning, organizing, directing, controlling and reviewing the work activities of others relating to health benefit management principles, techniques and best practices; Advising on the propriety of statutory, regulatory, and procedural requirements regarding a broad range of patient administration related programs and topics; experience participating in the development of strategic plans, the development of new strategies for recruitment and retention and forecasting the requirements necessary for long range strategic planning; analyzing management need for data and develops methods and systems to extract data; experience with preparing recommendations for legislation to change the way programs are carried out or evaluating the content of new or modified legislation for projected impact agency programs; experience influencing and persuading the acceptance and exercise of sound health benefit administration concepts, practices and procedures; analyzing implications of higher level authorities, laws, regulations, policies; experience analyzing the impact of laws and regulations regarding the health benefit administration program and seeks solutions to existing problems; experience identifying long and short term problems and formulates proposals to resolve.

Physical Requirements:
The work is sedentary. Typically the employee may sit comfortably to do the work. However, there may be some walking, standing, bending, and carrying of light items like papers or books. No special physical demands are required to perform the work.

There is no educational substitution at this grade level.
