Videos Help Duties The Supervisory Medical Administration Specialist is delegated full authority and responsibility to exercise the Medical Center Director's prerogative in medical administrative matters; represents management in matters (non-policy making) administrative matters; represents management in matters pertaining to the lawful retention of veterans in the VAMC; maintains continuity of functions and provides full medical administrative support during other than normal tours of duty to clinical and administrative medical center staff; is responsible for achieving management objectives and supporting the decision of management in carrying out duties; and provides technical guidance necessary to meet procedural, legal, and administrative requirements relating to the care and treatment of patients to achieve optimum use of available resources. Supervises administrative staff of six (7) AODs, GS-301-7/9.

Recruits and hires subordinate staff members in line with merit staffing procedures and equal employment opportunity guidelines. Assigns work to staff and provides technical and policy direction to their efforts. Reviews completed work of the staff and provides feedback to encourage top performance to enhance an atmosphere of teamwork in the office.

Plans training and development with subordinate employees to assure they acquire and maintain both technical competencies in their fields and cross training in related fields. Resolves staff complaints concerning working conditions and related matters, and provides referral services. Integrates activities of the office into the overall programs and takes actions, as necessary, to make the office a positive contributor to accomplishment of the VA's mission.

Reviews data and information for trends, problem areas, and makes recommendations to management to resolve issues. Applying fact finding and investigative techniques to gather clear-cut factual evidence of administrative compliance with regulations. Coordinates the resolution of medical legal problems concerning the medical center.

Provides administrative authority, guidance, and advice to Medical Officer of the Day (MOD), Nursing Officer of the Day (NOD) and all other clinical staff concerning administrative matters necessary for operation of the medical center during other than normal tours. Maintains good public and media relations. Establishes and maintains liaison with Public Affairs Officer, whenever applicable.

Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/05/2024 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09.

The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. In addition to meeting the above requirements, you must also meet one of the following minimum requirements for the grade level that you are applying.

To qualify at the GS-11 grade, you must have one year of specialized experience equivalent to the GS-9 level or higher and/or meet educational requirements or a combination of specialized experience and education. Specialized Experience: Resolve staff complaints concerning working conditions and related matters, and provide referral services to employees who develop personal problems that interfere with effective performance or undermine work group cohesiveness.

Train and development with subordinate employees to assure they acquire and maintain both technical competencies in their fields and cross training in related fields. Review data and information for trends, problem areas, and make recommendations to management to resolve issues. OR Education:

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. (TRANSCRIPT REQUIRED) OR Combination of Specialized Experience and Education: Combinations of successfully completed graduate level education (in excess of the first two graduate years or 36 semester hours)and experience may be used to meet total qualification requirements for this grade level, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work requires much walking through the medical center with occasionally the requirement to lift objects such as suitcases, clothing, or medical charts. The environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, meeting and training rooms.
