Minimum Qualifications Current New York State Department of Health employee with permanent or contingent-permanent status as a Medicaid Redesign Analyst 2, Grade 23.
OR: New York State employee with one year of permanent or contingent-permanent service in a title eligible for transfer to Medicaid Redesign Analyst 2, Grade 23, under Section 70.1 or 70.4 of the Civil Service Law.
Open to the Public: This title is part of the New York Hiring for Emergency Limited Placement Statewide program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, if the candidate meets the below NY HELPS minimum qualifications.
Public Candidates: A bachelor's and three years of professional experience in the administration of a public health insurance program performing one or more of the following duties in a qualifying setting: participation in the development and/or implementation of programs, policies, procedures, and/or regulations related to the delivery, reimbursement, eligibility, coverage, and/or payment of health care services; analyzing demographic, economic, financial, clinical usage, or clinical quality assurance data to improve the quality, availability, and/or efficiency of health care services; participating in the development, implementation, and/or oversight of health plan contracts with organizations that provide insurance coverage of health care services. Qualifying settings for this experience include, but are not limited to: health insurance companies; health research groups; local, State, and/or federal agencies; health policy think tanks; and health insurance exchanges. Examples of non-qualifying experience include answering phones; printing and copying; filing; data entry and word processing; office inventory management; database maintenance; opening, sorting, and routing mail; scheduling; and direct patient care activities.
A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
Preferred Qualifications: Critical thinking skills, analytical skills using Microsoft Excel, ability to solve problems independently. Professional work experience should include policy, projections and trend analysis. The candidate must also have the ability to interact and collaborate with other staff with the Department of Health as well as Other State Agencies.
Duties Description This incumbent will function as the Managed Long-Term Care Unit Lead within the Global Cap, Rebates, and Supplemental Programs Bureau within OHIP's Division of Finance and Rate Setting (DFRS) in the tracking, analyzing, and forecasting of the Medicaid Global Cap.
The Medicaid Global Cap is comprised of payments to plans and providers to cover medical services for over 7 million Medicaid recipients and spends over $100 billion gross annually.
Specific duties and responsibilities may include:
Supervise professional staff in the administration of program activities. In addition, duties may include:
Establish annual Medicaid program spending targets
Drafts quarterly Legislative mandated Medicaid Global Cap and Medicaid Drug Cap reports.
Prepare presentation materials and deliverables for executive staff in the Bureau.
Respond to inquiries from Medicaid providers related to Medicaid billing and payments.
Review State and Federal health care statutes, regulations, and policies for their impact on health care delivery systems and systems' associated financing mechanisms.
Review and analyze Medicaid provider reimbursement rate adjustments.
Review and analyze current reimbursement systems for compliance with Executive direction and make recommendations for improvements to policies and procedures.
Review cost report information.
Prepare State Plan Amendments (SPAs) and State Regulations.
Work collaboratively with the Division of the Budget (DOB) and consultants.
Interact and collaborate with rate setting, fiscal management, and program staff within the Department as well as other state agencies that interact with the Medicaid program
Draft quarterly Legislative mandated Medicaid Global Cap and Medicaid Drug Cap reports.
Determine and oversee staff assignments related to respective Medicaid program.
Review and provide feedback on staff assignments and work products.
