SUMMARY:

Works under the direct supervision of the Director of Public Works.

Performs, supervises and coordinates professional mechanical, environmental, chemical, civil, structural and other engineering work in the field and office, involving design, construction, maintenance and rehabilitation of county mechanical HVAC (Heating Ventilation and Air Conditioning) systems (chilled water and direct expansion systems), environmental compliance, asbestos assessments, indoor air quality assessments, beachfront construction dune protection permits under the Beach Management Plan, illegal dumping, and assists with road, bridge, drainage and other projects.

Assist in all aspects of Emergency Management Planning.

The employee is required to be on duty before, during, and after natural disasters and emergencies, as directed.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Assists in managing the department administration, personnel and operations that include Public Works facilities for chilled water and other HVAC systems, environmental compliance under stormwater, underground storage tanks, emergency systems (emergency generators), elevators and acts as the principal liaison and coordinator for the energy savings performance contract (green energy) reviewing and validating cost cutting and energy savings reports.

Supervises, trains and evaluates the work of professional and technical staff and serves as a group supervisor or project leader on a variety of engineering and related projects.

Supervises, reviews and facilitates the preparation of engineering documents such as drawings, scopes of work, material lists, construction estimates and specifications for a wide variety of construction, maintenance and repair projects and structures, in diverse areas such as mechanical, electrical, civil, environmental.

Coordinates the work of consulting engineers, including reviews of technical reports, energy savings, asbestos, stormwater, underground storage tanks, projects status, estimates for payment to contractors with recommendations to the Director.

Prepares engineering and mathematical analyses as appropriate, for chilled water HVAC systems, mechanical (elevators), environmental, electrical, and civil engineering areas.

Inspects and supervises the work in progress and completed projects to verify compliance with design specifications and regulatory requirements.

Maintains compliance of all projects with local, state and federal rules, regulations and ordinances.

Prepares, updates and maintains capital improvements infrastructure design, construction, maintenance and repairs, priority list, for all Public Works facilities projects, from short term, long term, immediate, urgent, and other perspectives inclusive of good faith engineering, or most probable cost estimates.

Schedule, coordinate and prepare agenda items for Commissioners Court.

Coordinate and liaison with County Attorney to solicit legal guidance and advisories.

SUPERVISORY RESPONSIBILITIES:

Directly supervises other engineers, construction superintendents and foremen and indirectly supervises other employees in the Engineering, Road and Bridge departments.

Carries out supervisory responsibilities in accordance with Nueces County policies and applicable laws.

Responsibilities include managing employees, addressing complaints and resolving problems.

QUALIFICATIONS:

EDUCATION and/or EXPERIENCE:

  • Bachelor's degree from an accredited college with a major in mechanical, civil, structural, electrical, chemical or other engineering field with experience, knowledge and Professional Engineer Registration in Mechanical Engineering with the Texas Board of Professional Engineers.

  • Master's degree in related field preferred; plus ten (10) years of responsible professional experience in Mechanical Engineering (HVAC systems, Emergency Generators, Elevators, etc.) and Environmental Engineering (Air, Water and Solid Waste), with at least two (2) years of supervisory or management experience as a mechanical engineering.

  • Each year of postgraduate study in engineering may be substituted for one (1) year of experience (other than required supervisory or management experience), up to two (2) years of experience credit.

Appropriate engineering experience within a county engineer and road department or equivalent Public Works Department is preferred.

LANGUAGE SKILLS:

Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents.

Ability to respond to common inquiries or complaints from county facilities, customers, regulatory agencies, the public, or members of the business community.

Ability to write speeches and articles for publication that conform to prescribed style and format.

Ability to effectively present information to Commissioners Court, elected officials, department heads, public groups, and/or boards of directors.

MATHEMATICAL SKILLS:

Ability to apply advanced mathematical and statistical concepts used to properly evaluate and accomplish engineering project tasks and review engineering consultant reports.

REASONING ABILITY:

Ability to define problems, compile data, and draw conclusions.

Ability to interpret engineering, process flow or schematic diagrams or drawings.

CERTIFICATES, LICENSES, REGISTRATIONS:

  • Registration as a Professional Engineer (P.E.) in the State of Texas, or proof of eligibility for reciprocity at the time of appointment.

  • Registration must be obtained within six months of appointment.

  • Registration as a Registered Public Land Surveyor is a plus.

  • Texas Motor Vehicle Operator's License.

OTHER SKILLS AND ABILITIES:

Knowledge of mechanical, civil, electrical, environmental, chemical or appropriate engineering principles and practices.

Practicable experience and knowledge of the methods, techniques and materials commonly employed in the construction, maintenance and repair of mechanical HVAC systems, validation criteria commonly applied in energy savings performance contracts (green energy), elevators, roads, bridges, environmental compliance, dune protection permits in beachfront construction, and emergency generators, in public works facilities.

Ability to communicate concisely and effectively both orally and in writing, and to make effective public presentations to elected officials and community groups.

Ability to perform a full range of supervisory and management tasks, including work planning and assignment, training, budgeting, employee evaluation and capital improvements projects with prioritization list, cost estimates and short-term or long-term timelines.

Ability to work effectively and independently with Commissioners Court, elected officials, department heads, county departments, other governmental entities, consultants and contractors.
