The Mechanical Maintenance Planner will be responsible for producing detailed job packages with good cost estimates for all work orders on relevant area of responsibility. The job plans must fully satisfy the notification scope and include all material, services, resources, the appropriate scheduling logic between operations or tasks, and the right level of field verification or job stepping. Ensure activities are consistent with Phillips 66 core values, company policies and procedures, and applicable governmental regulations. Create task lists for repeatable jobs and build BOM utilizing SAP.

Responsibilities:

  • Strive for excellence in all health, safety and environmental matters in their area of responsibility as well as in the Los Angeles Refinery plants & facilities and the surrounding community.

  • Responsible for complying with applicable company policies and procedures, established standards, and governmental regulations (federal, state, and local), including California OSHA, and SCAQMD standards.

  • Demonstrate personal commitment to health, safety, and environmental objectives.

  • Collaborate with employees and contractors to develop safe execution steps for applicable jobs.

  • Perform routine field condition assessments to help understand work notifications and repair requirements.

  • Ensure all jobs under his responsibility include steps to verify MOC approvals when required.

  • Process all notifications in SAP, convert them into work orders, and assign to the correct planner groups.

  • Seek alternatives and propose equipment or material changes to expedite repairs in conjunction with supervision.

  • Produce detailed job packages for all work orders in his area of responsibility per the best practice guide in the Maintenance Manual.

  • Plan and estimates labor hours, material, and service resources required for repairs of refinery rotating equipment to ensure the equipment operates in a safe and reliable fashion. This equipment includes, but is not limited to, pumps, compressors, turbines, fin fans, Cooling Tower, Mixers, and valves, etc.

  • Establish guidelines and standard durations for typical jobs so productivity can be properly monitored.

  • Work with Scheduler to ensure plan meet request and have logic sequences.

  • Understand well the Scheduling process in Symphonic, provide Scheduler coverage as needed.

  • Ensure that all material purchase orders (WAMA Process), equipment and resources are available, and plans are executable before final schedules are released to Maintenance and Operations FLS.

  • Track materials identified by the 'WAMA' process and update work orders 'RTSC' when materials are available.

  • Develop plan task list library in SAP and planning package library for repeatable maintenance tasks.

  • Identify equipment spare parts opportunities, builds BOM and process add to stock in SAP.

  • Manage & maintain craft and WO backlog at acceptable levels as defined by supervision.

  • Attend all daily morning meetings to discuss 1st starts and break-ins, support supervisors as needed.

  • Attend all weekly planning meetings for the applicable areas and the final schedule review meeting.

  • Facilitate backlog and planning list reviews for duplicates, aging work orders, PLAA and PLON status.

  • Tracks, monitors, and reports on work activity and various performance measures.

  • Facilitates compliance of company QA/QC best practices by adding all appropriate SAP flags and steps.

  • Manage WO cost estimates and implement controls to ensure minimum differences with actual cost.

  • Manages contracted work including development of contracts, enforcing contractual requirements, timesheet approval and management, and timely invoice approval.

  • Supports invoice conflict resolutions by keeping a strong communication with our ECM and Finance department.

  • Administers work in accordance with company policies and procedures as well as provisions of the company/union labor agreement.

  • After hours and weekend overtime may be required, subject to off hours call outs during plant emergency.

  • Required to be on the call out rotation.

Required Qualifications:

  • Legally authorized to work in the United States on a regular, full-time basis without restrictions

  • High school diploma or G.E.D. equivalent

  • 10 or more years of experience in refinery maintenance/operations.

  • 5 or more years of experience in maintenance planning using SAP.

  • Advanced proficiency in MS Word/Excel/Access.

  • Willing and able, with or without reasonable accommodation, to comply with the following:

  • Travel up to 5% of the time.

  • Occasional on-call duties.

  • Work extended hours, which may include evenings, weekends, and holidays.

  • Transport articles up to 50 pounds.

  • Work safely near large, hot, high-speed machines.

  • Climb ladders and stairs up to 125 feet in height.

  • Work around chemicals, including acids and bases.

  • Work around hydrocarbons under high pressure and heat.

  • Work outside in harsh weather conditions.

  • Wear fire retardant clothing and personal protective equipment (such as steel-toe shoes, ear and eye protection).

  • Maintain face daily so that a respirator/face mask can seal properly (some examples include being free of facial hair and/or clean shaven).

Preferred Qualifications:

  • Graduation from a technical trade school.

  • Ability to work with maintenance/operating procedures, equipment histories, and equipment specifications to enhance the planning process.

  • Ability to make effective use of internal and external networks.

  • Strong technical, writing, editing and verbal communication skills.

  • Demonstrated leadership, management, planning, organizational, problem-solving, and analytical skills.

  • Strong knowledge on rotating equipment reliability strategies.

  • Ability to work independently with minimal supervision as well as work as part of a team.

  • Ability to work with a wide range of individuals from diverse backgrounds, countries of origin, and at varying levels within the corporate structure.

The Los Angeles Refinery consists of two linked facilities located five miles apart in Carson and Wilmington, California. The Carson facility processes crude oil, and the Wilmington facility upgrades the intermediate products to finished products. The facilities include crude distillation, naphtha reforming, fluid catalytic cracking, alkylation, hydrocracking and delayed coking units. The refinery processes mainly heavy, high-sulfur crude oil. It receives domestic crude oil by pipeline from California, Canadian crude via rail, and both foreign and domestic crude oil by tanker through a third-party terminal in the Port of Long Beach. The refinery produces a high percentage of transportation fuels. The refinery produces CARB-grade gasoline. Other products include petroleum coke. Refined products are distributed to California, Nevada and Arizona by pipeline and truck.

Compensation

The base pay range for this role is $111,150.00 - $136,500.00 depending on a candidate's relevant work experience and education.

This position is eligible for the Phillips 66 geographic differential pay program. Details and terms to be conveyed in offer of employment.
