Summary

The selectee for this position will serve as a Mechanical Engineer in the Public Works Department (PWD) of NAVAL FACILITIES ENG COMMAND ATLANTIC.

Responsibilities

This is a full-time, temporary assignment Not To Exceed (NTE) 1 year. This assignment may be extended up to 2 years at the discretion of management and in accordance with applicable regulation. This position may be filled as a Temporary Promotion or Temporary Reassignment.

This position is a 100% TDY position at Camp Lemonnier, Djibouti, Africa

  • Evaluate technical aspects of development and design work accomplished by the design division and provide to contractors.

  • Coordinate technical project management efforts (e.g., design, system development, evaluations, certifications) with contractors to make corrective adjustments for program success.

  • Negotiate design modifications with representatives to verify agreements satisfy the interests of facilities programs and projects.

SELECTIVE PLACEMENT FACTOR (Basic Qualifications): This position requires current registration as a Professional Engineer (PE) in any state, District of Columbia, Puerto Rico or Guam. If you meet this requirement it is highly recommended that you provide a copy of your current registration with your application.

In addition to the Basic Qualifications for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Directs the day-to-day development of large projects and managing project schedules; 2) Coordinates the activities of professional architects, engineers, and planners involved with each project; 3) Performs design review of construction drawings and specifications for mechanical systems such as plumbing, heating, ventilating, air conditioning, utilities, fuel, controls, and steam distribution. Position Overview: The successful candidate operates in a new product development environment responsible for design and implementation of new Ultracapacitors and the modular systems they are integrated into. Requires working very closely with manufacturing, quality and purchasing to design and develop new products that are manufacturable in high volumes with high reliability at very low cost. Principal Duties and Responsibilities (Essential Functions): * This position will provide technical leadership for the engineering, design and manufacturing support of modules and solutions for automotive applications. This person will oversee the detailed design for product development projects, including assisting in the development of specifications, scopes, cost estimates, schedules and verification test planning. * Determine system or cell architectures, and implementation concepts while providing guidance to other staff members in the area of system design to influence the overall direction of new product development activity. * Research and analyze data such as supplier design proposals when appropriate, statements of work, specifications, and manuals to determine feasibility of design proposals or applications when dealing with outside consultants or suppliers. * Conceive of product designs that meet intended functions working closely with electrical engineering and other engineering, manufacturing, and procurement resources to optimize mechanical designs for cost, reliability and performance. * Perform product design and reliability analyses using computer tools and CAD programs as well as executing design techniques to result in high reliability products. This includes FEA, DFMEA and PFMEA and other analysis tools and processes. * Prepare and present design status at design reviews. Provide management reports on schedule, technical details and project progress when required. . * Research and specify components, fasteners and materials necessary to build and qualify the final product per specification. * Define and generate documentation for assembly processes of product designs, test plans and testing requirements as well as component level documentation necessary to create product components and assemblies. * Coordinate and direct prototype and validation unit fabrication, assembly and test activities to ensure products and systems conform to engineering design and specifications. This will often require hands on work in which product is assembled and tested by the senior engineer. * Gather and process data from engineering testing and evaluation activities. Interpret data to provide direction on next steps for design or manufacturing. * Other duties as assigned. Supervision Received: Supervision is provided by the department Manager; position requires ability to perform with minimal supervision. Supervision Exercised: No direct reports.
