The selectee for this position will serve as a Mechanical Engineer in the Public Works Department (PWD) of NAVAL FACILITIES ENG COMMAND ATLANTIC.

This is a full-time, temporary assignment Not To Exceed (NTE) 1 year. This assignment may be extended up to 2 years at the discretion of management and in accordance with applicable regulation. This position may be filled as a Temporary Promotion or Temporary Reassignment.

This position is a 100% TDY position at Camp Lemonnier, Djibouti, Africa

Responsibilities

  • Review construction project parameters (e.g., integration, scope, time, cost, quality, communication, procurement, risk management) to recommend changes that will improve the overall project results.

  • Evaluate technical aspects of development and design work accomplished by the design division and provide to contractors.

  • Negotiate design modifications with representatives to verify agreements satisfy the interests of facilities programs and projects.

  • Coordinate technical project management efforts (e.g., design, system development, evaluations, certifications) with contractors to make corrective adjustments for program success.

  • Selectee will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

SELECTIVE PLACEMENT FACTOR (Basic Qualifications): This position requires current registration as a Professional Engineer (PE) in any state, District of Columbia, Puerto Rico or Guam. If you meet this requirement it is highly recommended that you provide a copy of your current registration with your application.

In addition to the Basic Qualifications for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Directs the day-to-day development of large projects and managing project schedules; 2) Coordinates the activities of professional architects, engineers, and planners involved with each project; 3) Performs design review of construction drawings and specifications for mechanical systems such as plumbing, heating, ventilating, air conditioning, utilities, fuel, controls, and steam distribution. The Space Mission Enterprise Engineer (SMEE) position will apply a full life-cycle systems engineering approach to space and ground systems to enable their development, deployment and operation. The SMEE will primarily be responsible for planning and design of small satellites through architecture development, requirements analysis, trade studies, and implementing solutions. The specific skills required include strong analytical skills, space domain knowledge, and strong communication skills. The candidate should be a "big picture thinker" with a background in space systems. Systems Engineering experience is desired. The candidate's responsibilities will require interactions with a wide variety of personnel and technical backgrounds, so strong communication skills are important. Clearance Requirements: This position requires the ability to have and maintain a security clearance, which is issued by the U.S. Government. U.S. citizenship is required to obtain a security clearance. A current and/or active TS/SSBI is required.
